The Provincial Defense and Civil Defense Exercise takes place from August 29 to 31, 2022, inheriting and supplementing both theory and practice, on a large scale, with many live-fire contents, a large number of participating troops, using many types of weapons, equipment, support tools, and modern technical means. The exercise is conducted in many locations, using many means, especially live-fire exercises.
During the year, the Provincial Military Party Committee summarized 15 years of implementing Resolution 382 of the Central Military Commission; 10 years of implementing Resolution 765 of the Central Military Commission; 10 years of implementing the Resolution on Logistics and Military Finance; 10 years of implementing Resolution 8 of the Central Committee (11th tenure) on "Strategy for protecting the Fatherland in the new situation".
The Party Committee, the Provincial Military Command and the commanding committees at all levels have regularly led, directed, thoroughly implemented the resolutions, directives and regulations of the higher levels on building discipline, law enforcement, discipline and ensuring safety in the army; strengthened inspection and supervision, especially the surprise inspections of commanders at all levels. Directed a number of units to build exemplary units to create unity and spread in the movement to build comprehensively strong agencies and units that are "exemplary and typical". Resolutely and strictly handled violations of the law and discipline; promoted the role of cadres and party members; combined the work of building discipline and comprehensively strong units with training, compliance with orders and discipline training, contributing to enhancing the overall strength and combat strength of the provincial armed forces.
The workshop is one of the meaningful activities to celebrate the "Vietnam - Laos Solidarity and Friendship Year", the 60th anniversary of the establishment of diplomatic relations between Vietnam and Laos (September 5, 1962 - September 5, 2022). At the same time, it is also an opportunity to review the heroic and indomitable fighting tradition of the nation, the pure and noble proletarian international spirit of the Vietnam People's Army, successfully implementing the motto "helping the people of other countries means helping ourselves" in carrying out international tasks to help the Lao revolution, contributing to fostering patriotism, the will to be self-reliant and self-reliant for the young generations of Vietnam and Laos today and tomorrow.
Due to the impact of the circulation of storm No. 4 (Noru), from September 28 to October 3, 2022, Nghe An province experienced heavy rain accompanied by flash floods, causing great damage to people and property. The Provincial Military Command has advised the mobilization of 34,148 officers, soldiers and militia and self-defense forces with 101,954 working days; 21 boats of various types, 21 command vehicles; 2 29-seat vehicles... to promptly help people evacuate people, evacuate property, support food and provisions to help people overcome floods and stabilize their lives...
During the year, 1 new gratitude house was built from the Ministry of National Defense's budget; 2 houses from the Military Region's budget. 9 Vietnamese Heroic Mothers were cared for, 10 savings books were presented, with a total amount of 100 million VND. 10 martyrs' cemeteries and works honoring martyrs were renovated and embellished. 10 incense offerings, flower offerings, and candle lighting were organized to pay tribute to martyrs at cemeteries. 10 gifts were given to beneficiaries on the occasion of the 75th anniversary of War Invalids and Martyrs Day. 10 health check-ups and consultations were regularly organized, and free medicine was provided to people with revolutionary contributions.
Social policy work, policies for people with revolutionary contributions for the subjects were timely. 103/80 remains were exhumed (according to plan), 7 martyrs' remains were received from Vinh Long province to the localities thoughtfully. The Collection Team, Political Department, Provincial Military Command were honored to receive the Third Class Military Exploit Medal from the President.
At the Congress, many opinions expressed the spirit, correctly assessed the current situation, situation and results of the activities of the Youth Union and the youth movement in the past term. At the same time, they discussed and summarized the opinions contributed to the draft Political Report of the 12th National Congress of the Ho Chi Minh Communist Youth Union, the draft Political Report of the 10th Congress of the Ho Chi Minh Communist Youth Union of Military Region 4 for the 2022-2027 term and the draft Political Report of the 18th Congress of the Ho Chi Minh Communist Youth Union of Nghe An province.
The two units signed a memorandum of understanding on the 2023 twinning program; organized a twinning ceremony between 12 district and county military commands under the Ho Chi Minh City Command and 12 district and town military commands under the Nghe An Provincial Military Command. The delegation visited and exchanged experiences in military and defense activities in a number of localities in Nghe An province.
The Head of the Ho Chi Minh City Command, the Nghe An Provincial Military Command and the leaders of local Party committees and authorities discussed and agreed to direct the Military Commands of twinned districts, towns and cities to develop plans and programs for twinning activities in 2023 and the following years, specifically, closely following the tasks of the agencies, units and localities.
During the year, the Provincial Military Command conducted acceptance and handover of housing to officers and employees of the Reconnaissance Company of the Xieng Khouang Provincial Military Command and auxiliary works worth 5 billion VND; coordinated with the Xieng Khouang Provincial Military Command to conduct a survey of housing construction locations of the Technical Department of the Xieng Khouang Provincial Military Command and agreed on a number of support contents, helping the Xieng Khouang Provincial Military Command according to the Project.
Coordinate to welcome delegations of leaders and former leaders of the Party, State and Army of the Lao PDR visiting and working in the province thoughtfully and respectfully.
Regularly exchange information to grasp the situation on the border, carry out military diplomacy well, contributing to strengthening the special relationship between the people and armies of Vietnam and Laos.
The Provincial Military Command has successfully implemented the emulation movement "Determined to Win" in 2022 with the theme "Solidarity, exemplary, disciplined, flexible, creative, determined to win". Emulation and propaganda activities have many innovations and effectiveness, creating positive changes in the implementation of political tasks, building a strong provincial armed force in terms of ideology, politics, and ethics; 139 collectives and 900 individuals have been commended and the Provincial Military Command has been proposed to be awarded the Emulation Flag of the Government.
