In 2022, Nghe An Provincial Party Committee reviewed 5 years of implementing Resolution No. 21-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on "Population work in the new situation". After 5 years of implementation, with the promulgation of many policies, many action plans and the participation of the entire political system, the support of the people, Nghe An's population work has had many positive changes. In particular, many targets have been achieved and exceeded, such as: Reducing the birth rate; reducing the birth rate gap between rural and urban areas, mountainous areas and plains, improving population quality... This is also a joint effort of the Department of Population - Family Planning in advising and directly implementing the tasks.
During the year, the Department of Population and Family Planning advised the Department of Health to issue many plans to implement tasks such as the plan to implement the Integrated Communication Campaign to provide reproductive health care/family planning services (CSSKSS/KHHGĐ) and improve population quality, the plan to organize activities in response to the National Action Month on Population and Vietnam Population Day on December 26, 2022. The sector also advised the Provincial Population Steering Committee and coordinated with many localities to successfully organize anniversaries and associated with the implementation of professional tasks such as World Population Day on July 11, Vietnam Population Day, World Contraception Day on September 26, International Day of the Girl Child on October 11 in Que Phong district.
Activities for adolescent and youth reproductive health care continue to receive attention and are implemented with a variety of attractive contents. In particular, for many consecutive years, the industry has successfully organized the "Golden Bell" contest to learn about adolescent and youth reproductive health for high school students, creating a widespread effect and helping students improve their knowledge about population, reproductive health care, prevention of early marriage and incestuous marriage, prevention of sexual abuse... In 2022, for the first time, the industry will implement the "Be a girl to shine" contest for secondary school students.
Reproductive health care activities for women of childbearing age continue to receive attention. Notably, the contest “Women with population work in the new situation” with the theme “Connecting love - full happiness” was held in Hung Nguyen, Quy Chau, Tan Ky and Nam Dan districts. At the same time, dozens of specialized talks on reproductive health care were organized; communication and community consultation on reproductive health care contributing to building happy families; communication on population and development, improving population quality... for women's union members.
The activity of “Elderly health care” continues to be maintained. In particular, the contest “Elderly people live happily – live healthily” was organized for members of the Elderly Association in 4 units: Quynh Luu, Ky Son, Quy Chau, Thai Hoa town. In addition, nearly 20 communication sessions were organized for more than 5,000 elderly people in Vinh city, Con Cuong and Yen Thanh districts on the issue of elderly health; communication on population aging and promoting the role of the elderly.
Training, fostering and coaching work is always concerned, focused on, innovated and improved from form to content. During the year, over 30 training sessions were organized for members of the Steering Committee for Population and Development at district and commune levels, population collaborators, and medical staff in hamlets and villages with over 5,000 participants. Directly participating in the training courses are leading population experts from across the country, helping to improve communication skills and perform professional tasks for the population work team in the province.
The provision of reproductive health care/family planning services and social marketing of contraceptives have received attention; projects on improving population quality have been well implemented. This is an effort of the entire sector in the context that the funding for the Target Program on Health and Population has ended, but many units have proactively consulted and requested funding from localities to carry out activities early and effectively.
Activities of collecting, updating information on changes, processing and managing the population data system have been strengthened, ensuring timeliness and accuracy as a basis for the population sector and other departments and branches in the province to implement plans and tasks related to the population situation of the province in 2023 and the following years. The entire sector has changed the initial population record book (book A0) across the province, helping to collect information effectively and scientifically.
Nghe An is a leading locality in the country in population communication with many rich and diverse forms, targeting many audiences. In particular, more than 100 community consultation communication sessions have been organized with many different contents. Communication on social networks such as Facebook, Zalo, Tiktok, ... has become a fast and effective information and propaganda channel of the industry on population and health policies and activities and is a modern propaganda channel, capable of interacting and spreading to a large number of people.
The coordination with provincial units on strengthening communication activities on population and development work in the new situation continues to be maintained and promoted. Thereby, together with 12 other units such as: Provincial Women's Union; Provincial Elderly Association; Department of Education and Training, Health Sector Trade Union... successfully organized many competitions with high impact and created good impressions.
