For generations, the people of Pu Kha 1 have worked hard to unite to eliminate hunger, reduce poverty, and build a new life. However, in recent times, some gullible and gullible people have been lured and incited to participate in illegal religious activities, causing resentment in the clan and disrupting the security situation in the village. Since August 2021, the Party Committee, government, departments, branches, and unions of Na Ngoi commune and the Party Cell and Management Board of Pu Kha 1 village have persistently propagated and mobilized the two households of Vu Ba M. and Xong Y M. to abandon their strange religion and return to traditional practices. However, in March 2022, these two households showed signs of returning to strange religious practices. Faced with that reality, the Party cell, the management board, prestigious people in the village and the local authorities have regularly monitored, supervised, and taken turns to directly propagate and analyze the good and right things for those households to abandon the strange religion and return to the lifestyle of the Mong people. At the same time, propaganda work has been stepped up through village meetings so that the villagers clearly understand and are not influenced or enticed to participate in strange religions.
In particular, aiming at the goal of keeping the people safe and the area peaceful, the Ky Son District Party Committee's Mass Mobilization Committee coordinated with the Na Ngoi Border Guard Station and the Na Ngoi Commune Party Committee to develop the "Peaceful People" model in Phu Kha 1 village. In addition, the District Military Command also advised on integrating the implementation of the model "Helping people to be well-off and self-reliant in the village" here.

In addition to the work of firmly grasping the situation of the area, residents, and individual mobilization work, the Ky Son District Party Committee's Mass Mobilization Committee also strengthens coordination with departments and branches from the district to the commune, and forces stationed in Na Ngoi commune to carry out ethnic work well, consolidating the great solidarity bloc.
The first thing that the model steering committee embarked on was to support the people of Phu Kha 1 village in building and supplementing village conventions, village regulations, and clan regulations in accordance with the actual situation. In particular, promoting the good customs and traditions of the village, eliminating backward customs; mobilizing family members to comply with the laws and village conventions, not participating in social evils, not listening to bad propaganda, not following other religions, but only following the beliefs, customs, and long-standing practices of the Mong people. It is strictly forbidden to introduce other customs and religions to the people, affecting the good customs and traditions of the nation; causing disunity, disorder, and insecurity in the village. The village convention with specific, concise, easy-to-remember, and easy-to-understand provisions is posted on the door of each family so that everyone can remember and not violate them.
The model steering committee also mobilized people to clean up villages, make trash bins, repair and clear inter-village roads, roads to production and livestock areas, provide technical guidance, and mobilize households to produce winter-spring crops to ensure food security. For example, planting Thien Uu 8, J02 rice varieties, 6919 corn; instructing people on how to prevent diseases; prevent and combat cold for fattening buffaloes and cows; coordinating with the Mass Mobilization Team, Economic - Defense Group 4 (Military Region 4) to organize instructions for members of the association who have plum gardens, peach gardens... on how to care for and prune branches after each harvest season; instructing people on how to plant and protect dong and bo bo trees along Phu Kha stream.

In addition to the 2 households in Pu Kha 1 village, there are 2 households following strange religions in Ka Duoi village, namely Thong Nhia Ch. and Thong Ba X. The above subjects have declared that they do not need the management of the commune government, the village management board, do not need any help from the people in the village, and are willing to abandon their families, brothers, and relatives.
Some subjects also filmed, took photos, and shared false information on social networking sites such as Facebook and YouTube, slandering the Party committees, authorities, and customs and practices of the Mong people. However, thanks to the timely intervention and effective direction of Party committees, authorities, departments, branches, and socio-political organizations from the district to the grassroots level, and focused propaganda, mobilization, and education, the situation in the area has gradually stabilized.
In addition, to help people have a more prosperous life, the Party Committee and the government of Na Ngoi commune coordinate with the armed forces stationed in the area (Na Ngoi Border Guard Station, Nghe An Border Guard); Economic - Defense Group 4 (Military Region 4) ...) to synchronously deploy many solutions to help people promote the potential and strengths of the locality. First of all, it is to promote propaganda work, clear up thoughts, overcome the mindset of waiting and relying on others, strengthen close contact with the grassroots, mobilize people to change their thinking and ways of doing things, actively eliminate hunger and reduce poverty. Next is to support the development of economic models such as planting elephant grass, fattening buffaloes and cows, raising black chickens, black pigs, local geese, planting peaches, ginger, and Shan Tuyet tea.

In addition, the station also implements models to help people develop household economy and stabilize their lives, such as models of growing wet rice and clean vegetables in Huoi Thum village, growing wet rice in Pu Kha village, and raising fish in Keo Bac village...
According to Colonel Tran Dang Khoa - Deputy Political Commissar of Nghe An Border Guard: From the success of the models in the border area, Nghe An Border Guard continues to promote propaganda and dissemination of laws combined with "skillful mass mobilization" to replicate economic development models, hunger eradication and poverty reduction, mobilize good production households, guide poor households in production experience, varieties, and techniques, contributing to hunger eradication and poverty reduction, maintaining security and order in the area. Currently, the Provincial Border Guard is maintaining 57 models to help people develop the economy, increase income, and stabilize their lives. In 2023, the Provincial Border Guard coordinated with the locality to propagate and mobilize 1 household/7 people in Tri Le commune, Que Phong district; 1 person in Ta Ca commune, Ky Son district to give up illegal Protestantism, and re-establish an altar according to the customs and practices of the Mong ethnic group.
In addition to illegal proselytizing activities, violations of border regulations, illegal border crossings, migration, repatriation, and illegal exploitation of forest products, crimes, especially drug-related crimes in mountainous and border areas, are still complicated. Therefore, in order to ensure "peace for the people, peace for the area, and peace for the border", in recent times, local Party committees, authorities, and forces (Police, Military, Border Guard, etc.) have coordinated to advise and issue many important solutions to contribute to maintaining security and order in border areas, ethnic minority areas, and mountainous areas.
In particular, it is necessary to coordinate the management and supervision of foreigners and people from other provinces entering the border area, not allowing them to take advantage of visiting relatives, trading, and traveling to violate national security; preventing and combating violations of border regulations and illegal migration. Thereby, proactively detecting, advising on propaganda, and mobilizing 7 households and 25 ethnic minority people to abandon their intention to migrate to Laos. In addition, the forces (Police, Military, Border Guard) also coordinated and synchronously deployed professional measures to prevent negative impacts from outside into the area, especially the activities of reactionary elements among the Mong people propagandizing and attracting forces. From there, 8 people were propagandized and mobilized to commit to abandoning superstitious activities.
With the goal of maintaining "3 peace" (Peace for the people - Peace for the area - Peace for the crime situation), in addition to focusing on cleaning up drugs in 27/27 land border communes and expanding to 195 inland communes, building 4 district-level areas clean of drugs, ... The Provincial Police have had creative ways in ensuring social security, especially for groups at high risk of committing crimes; resolving conflicts arising among the people, in order to limit the causes and conditions for crime. In particular, they have effectively coordinated the implementation of the Program to mobilize, support the construction and repair of houses for the poor and people with housing difficulties. By the end of 2023, the Provincial Police alone had supported the construction of 3,553 houses; organized the handover of 10 medical treatment houses to infirmaries in border communes in the area.
On the side of the Provincial Border Guard, continue to effectively implement the Project "Border Guard participates in building and consolidating the grassroots political system of communes, blocks, hamlets, villages and hamlets in the border area of Nghe An province, period 2022 - 2026". Currently, the Provincial Border Guard is coordinating with localities to arrange 6 border guard station officers to participate in the Party Committees of border districts, 2 comrades to participate in the People's Council at the district level, 23 comrades to participate in the People's Council at the commune level; 27 cadres are reinforced to be deputy secretaries of the Party Committees of border communes; introduce 81 border guard party members to temporarily transfer their activities to village party cells, complex and vulnerable areas and religious areas. The Provincial Border Guard Party Committee also directed the assignment of 522 border guard party members to be in charge of 2,387 households in the border area, focusing on building model villages, model communes and household economic models. In 2023, the border guard force advised on consolidating and perfecting 149 party cells, 104 other political and social organizations, and advised localities to admit 81 new party members.
The Provincial Military Command has also actively coordinated with the Police and Border Guard forces to step up patrolling and controlling the Vietnam-Laos border; done a good job of mass mobilization in areas with special difficulties, remote and isolated areas; combined with training of militia and self-defense forces; conducted commune-level defense combat exercises in combination with helping localities build new rural areas, develop the economy, culture and society; built wharves, self-managed teams, safe boat teams; self-managed teams to protect the border and border markers.
