In order to promote the vanguard spirit of the youth force in building and developing the economy and society, ensuring security and order and border security in areas with difficult conditions. From 1986 to 2012, the Provincial People's Committee and the Nghe An Provincial Youth Union established 12 Youth Volunteers and Youth Volunteers for Economic Construction units. Up to now, after the Provincial People's Committee issued a decision approving the Project "Perfecting the organization and operation of the Youth Volunteers - Construction and Economic Construction Force of Nghe An", in 2014, 6 units were dissolved, transferred, merged; 2 units are implementing the dissolution plan and only 4 units are still operating.
Currently, 4 Youth Volunteer Teams are operating and are assigned to manage 22,677.33 hectares of agricultural land, of which: Youth Volunteer Team 5 (Thanh Thuy Commune, Thanh Chuong District) manages 5,385 hectares; Youth Volunteer Team 8 (Huoi Tu Commune, Ky Son District) manages 8,619.76 hectares; Youth Volunteer Team 9 (Tam Hop Commune, Tuong Duong District) manages 4,124.98 hectares and Youth Volunteer Team 10 (Na Ngoi Commune, Ky Son District) manages 4,621.24 hectares. In addition, these units also manage 78.70 hectares of non-agricultural land, mainly residential land, office land and water surface area, rivers and streams.

After 37 years since the first Youth Volunteer Team was established, the Youth Volunteer Teams - Construction and Development in Nghe An have affirmed the capacity and role of the Youth Union in directly organizing and directing youth economic development. In particular, focusing on economic and social development in the Western Nghe An region. The appearance of the Youth Volunteer Teams has turned arid lands and bare hills into raw material areas with many new models and varieties of seedlings put into production. In addition, the Youth Volunteer Teams have supported and helped people and team members organize production and consume products, gradually effectively exploiting the land potential in difficult areas.
Comrade Vuong Trung Uy - Team Leader, Youth Volunteer Team 9 stationed in Tam Hop Commune (Tuong Duong) said: Tam Hop is a particularly difficult border commune of Tuong Duong District. The people here are mostly Mong, Thai, Tay Poong ethnic groups. In recent years, Youth Volunteer Team 9 has promoted and mobilized people to change production methods, testing crop and livestock models suitable for mountainous land and climate. The team has also organized for people to plant 30 hectares of Shan Tuyet tea; on average, 15 - 20 hectares of vegetables are planted each year; 15 hectares of red turmeric; 80 hectares of upland rice; 40 hectares of cassava; and about 30 hectares of elephant grass, corn, squash, etc. In particular, the team has coordinated with the Party Committee and authorities of Tam Hop Commune to promote and mobilize people to grow two rice crops using new varieties with good yield and quality.

In addition, the team members also guide the people and build models for raising livestock and poultry. In particular, they have expanded and maintained the total annual herd of buffalo and cows of households to over 200 heads, a herd of pigs over 250 heads, and a herd of chickens over 10,000 heads. Promoting the effectiveness of the livestock barns. Every year, the team provides 80-100 piglets/year and 10,000 chickens/year to households.
“In recent years, we have determined that red turmeric is a crop that is very suitable for the soil in Tam Hop, so the team has expanded the turmeric growing model on the fields for the people. After being instructed, the people have proactively cared for the turmeric according to the technical process they were trained in. When harvesting, we have purchased it for the people. In 2022 alone, the output of fresh turmeric reached 230 tons, with a value of 1.1 billion VND,” said comrade Vuong Trung Uy happily.

Mr. Nguyen Phi Thanh - Chairman of Tam Hop Commune People's Committee said: Tam Hop Commune has 5 villages, of which the 9th Youth Volunteer Team is located in 2 Mong villages, Pha Lom and Huoi Son. In addition, the 9th Youth Volunteer Team also deployed a production model and product consumption to all other villages. Under the guidance of the 9th Youth Volunteer Team, the economic life of people in Pha Lom and Huoi Son villages, as well as in the whole commune, has been significantly improved. In addition to developing livestock and poultry, people have built a large area of red turmeric and bo bo raw materials. Some households also grow seven-leaf ginseng - a precious medicinal herb with high economic value.
In addition to developing production models that bring high economic value. Currently, in Tam Hop commune, with 4,127.03 hectares that the Youth Volunteer Force 9 is assigned to manage, the main area is protective forest (4,124 hectares). Of this, 1,900 hectares of protective forest are managed by the forest protection force of the force; the rest is assigned to the communities in the villages in Tam Hop commune to manage and protect. This has contributed to creating a close relationship between local people and the force. At the same time, it has promoted the collective strength of the people in the force's area to take charge of caring for and protecting the forest.

After 37 years of establishment and development, reality shows that the goals and tasks of many Youth Volunteer Force Corps are no longer suitable for the socio-economic development requirements of localities. Therefore, in recent times, a number of Youth Volunteer Force Corps have been dissolved, transferred, and merged. However, the work of dissolving and transferring the Corps, especially Youth Volunteer Force Corps 1, 2, and 3, still faces many difficulties. If Youth Volunteer Force Corps 1 (based in Anh Son), was dissolved and handed over to an investor to build a factory to produce and process Japanese green tea and high-quality green tea (headquartered in Hanoi), it has not yet been implemented. Meanwhile, more than 383 hectares that this unit was previously assigned to manage have not yet completed the land recovery procedures to hand over to local management. As for the Youth Volunteer Force 3 (located in Quy Hop), although there was a plan to disband it in 2014, there has been no decision to disband it yet. This makes the management of more than 5,694 hectares of land of this unit very difficult.
Or at the Youth Volunteer Team 2 (located in Thanh Duc commune, Thanh Chuong district), although there was a decision approving the transfer plan to Nghe An Rubber Investment and Development Joint Stock Company since 2013. Even the Youth Volunteer Team 2 has completed the handover of more than 15,068 hectares of land that this unit was assigned to manage to the Thanh Chuong Protective Forest Management Board, the People's Committee of Thanh Duc commune (Thanh Chuong) and the Nghe An Rubber Investment and Development Joint Stock Company. Not to mention, 5 civil servant positions, 2 contracted positions, 3 medical positions, 16 insured contract workers, have also been resolved for rotation, transfer and termination of contracts. In addition, 311 team members and contracted land have also been assigned to the People's Committee of Thanh Duc commune (Thanh Chuong) for management. However, up to now, the dissolution has not been carried out.

Comrade Nguyen Dinh Thang - Commander of the Youth Volunteer Force Command of Nghe An province, who is also assigned to concurrently hold the position of a number of Youth Volunteer Force units awaiting dissolution, said: We hope that in the coming time, the Provincial People's Committee will direct relevant departments, branches and localities to soon complete the dissolution of a number of Youth Volunteer Force units, and at the same time resolve problems related to the handover of production land and related residential land. In addition, we will also pay attention to resolving policies and benefits for the team members who have devoted their youth to the movement of building a new economy in remote areas. This will be a lever to stimulate the younger generation to enthusiastically participate in economic development projects in the whole province, promoting socio-economic development in new economic zones.
Comrade Le Van Luong - Secretary of Nghe An Provincial Youth Union said: We have also noticed the shortcomings that exist in the process of converting the current Youth Volunteer Teams. In the past time, the Provincial Youth Union has also proactively advised and coordinated to propose solutions. In particular, the Provincial Youth Union has also completed the Project "Reorganizing the public service units under Nghe An Provincial Youth Union", including the Youth Volunteer Teams to submit to the Provincial People's Committee and related departments and branches for consideration and comments.
Obviously, the achievements that the Youth Union - Construction and Economic Development Teams in the area have made over the past 37 years have affirmed the capacity and role of the Youth Union in directly organizing and directing youth to build and develop the economy, demonstrating the vanguard spirit of youth in carrying out the political tasks of the province.

However, currently, the coordination with relevant departments and branches to advise and direct the implementation of plans to dissolve a number of Youth Volunteer Teams has not been effective and is slower than planned. The work of measuring and preparing land allocation records for organizations and individuals in Youth Volunteer Teams in the province is still slow. There have been no plans for youth volunteers to participate in socio-economic development projects and new rural construction in the province in the new period. Therefore, in the coming time, these issues need to be resolved completely, avoiding prolongation, affecting the management of land resources and stabilizing the population situation in areas where Youth Volunteer Teams are located./.
