The Southeast Nghe An Economic Zone was established by the Prime Minister in Decision No. 85/2007/QD-TTg dated June 11, 2007 with an area of 18,826 hectares; after the Prime Minister adjusted the boundary twice (in Decision No. 67/2014/QD-TTg dated December 4, 2014 and Decision No. 10/2015/QD-TTg dated April 3, 2015), the Southeast Nghe An Economic Zone was expanded to 20,776 hectares, in 26 communes, wards and towns in the districts of Nghi Loc, Dien Chau, Hung Nguyen; Hoang Mai town, Cua Lo town and Vinh city.
In addition to the Southeast Economic Zone, Nghe An province also has 06 industrial parks (IPs) added by the Prime Minister to the list of industrial parks nationwide, with a total area of 1,660 hectares; located in Vinh city, districts: Nghia Dan, Quy Hop, Tan Ky, Anh Son; Thai Hoa town.
On August 30, 2007, the Prime Minister issued Decision No. 1150/QD-TTg establishing the Management Board of the Southeast Nghe An Economic Zone, a state management agency under the People's Committee of Nghe An province; with the function of advising, directing and organizing the development of the Southeast Economic Zone and industrial zones in Nghe An province. The People's Committee of Nghe An province has prescribed the functions, tasks, powers, organizational structure, apparatus and staff of the Management Board of the Southeast Nghe An Economic Zone in each period (currently Decision No. 36/2021/QD-UBND dated October 15, 2021).
By August 2022, the Southeast Economic Zone and industrial parks of Nghe An province had 274 valid investment projects, with a total registered capital of VND 96,550 billion, equivalent to USD 4.17 billion; of which there were 61 foreign direct investment (FDI) projects, with a total registered capital of USD 1.9 billion, accounting for about 87% of the total FDI capital invested in Nghe An province; there were 213 domestic investment projects, with a total registered capital of VND 53,207 billion. There are currently 132 enterprises in operation, creating jobs for about 35,000 workers with an average income of over VND 7,000,000/person/month; annually contributing about 13% of the total provincial budget revenue.
The above results were achieved thanks to the attention and support of the Government, Central Ministries and branches; the close, focused and drastic leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee; the responsible coordination of relevant departments, branches and localities; especially the active, proactive and highly responsible participation of the staff, civil servants and public employees of the Management Board of the Southeast Nghe An Economic Zone, constantly reforming, innovating practically and effectively in all areas of work to increase investment attraction and increasingly strengthen the trust of investors and enterprises in the investment and business environment of the province in general and in the Southeast Economic Zone and industrial parks in particular; Especially enterprises investing in construction and infrastructure business of industrial parks, such as: VSIP Nghe An Co., Ltd., WHA Industrial Zone Nghe An Joint Stock Company, Hoang Thinh Dat Joint Stock Company have increasingly trusted and effectively implemented projects: VSIP Nghe An Industrial, Urban and Service Park, WHA Nghe An Industrial Park Phase 1 and 2, Hoang Mai Industrial Park 1 to solve the "bottleneck" of industrial park infrastructure of Nghe An province, in order to promote the attraction of high-quality secondary investment projects. In the context of increasing international economic integration, opportunities and challenges intertwined, the development of the Southeast Economic Zone and industrial parks of Nghe An province has achieved many positive results, increasingly affirming the role of the main driving force in attracting investment and socio-economic development of Nghe An province. The first,Add VSIP Nghe An Industrial Park, Urban Area and Service Project (750ha) and Hoang Mai, Dong Hoi Industrial Park (1,200ha) to the Southeast Economic Zone to enjoy preferential policies in the economic zone (according to Resolution No. 26-NQ/TW of the Politburo on directions and tasks for developing Nghe An province until 2020).
Monday,Basically completed the planning of zoning for construction of functional areas and industrial parks according to the general planning for construction of Southeast Economic Zone, Planning for development of industrial parks of Nghe An province.
Tuesday,The essential infrastructure system of the Southeast Economic Zone has been invested in and built quite synchronously, connecting with national traffic routes and Cua Lo port, initially meeting the requirements of exporting and importing goods and raw materials to serve the investment, production and business activities of investors and enterprises.
Wednesday,In addition to the industrial parks that were established and put into operation before such as Bac Vinh Industrial Park, Nam Cam Industrial Park, recently (since 2015 until now), new industrial parks have been shaped and developed with synchronous and modern infrastructure such as VSIP Industrial Park, Urban and Service, WHA Industrial Park and Hoang Mai I Industrial Park, meeting the requirements of attracting focused investment and a more attractive investment environment.
Thursday,has attracted a number of large-scale projects from domestic and international corporations and groups such as: VSIP, WHA, Luxshare-ICT, Everwin Precision, Goertek, JuTeng; Hoa Sen Group, The Vissai, Masan, Thien Minh Duc..., contributing to accelerating economic restructuring, increasing the proportion of industry and construction, rapidly increasing import-export turnover, solving employment and state budget revenue. Especially from 2019 to present, there have been a number of FDI corporations in the technology sector, creating the basis for forming a center for developing the production of electronic products and high-tech equipment in the Southeast Nghe An Economic Zone.

Phase 2021 – 2025
Expanding the Southeast Economic Zone from 20,776ha to 105,850ha, of which the land fund for industrial park development is about 15,000ha; Planning to develop 10-12 industrial parks outside the Southeast Economic Zone with an area of about 4,759ha.
Focus on allocating budget and attracting investment in building infrastructure for economic zones and industrial parks of about 20,000 billion VND. 100% of operating industrial parks will have wastewater treatment systems that meet environmental standards by 2025; 100% of production facilities will be granted environmental licenses.
Attracting investment in over 100 projects with a total registered capital of about 90,000 billion VND, of which foreign investment capital is about 2.50 billion USD; Realized investment capital is estimated at over 60%. Budget revenue in the Southeast Economic Zone and industrial parks by 2025 will account for 20-25% of the total provincial budget revenue, creating jobs for over 80,000 people, meeting about 25-30% of housing needs for workers in industrial parks.
Phase 2026 – 2030
Develop 3-5 more industrial parks with synchronous infrastructure, area of about 1,800-2,000ha.
Attracting investment in over 130 projects with total registered capital of about 120,000 billion VND, of which foreign investment capital is about 3.67 billion USD.
By 2030, budget revenue in the Southeast Economic Zone and industrial parks will account for about 45-50% of the total provincial budget revenue; creating jobs for about 180,000 people.
To achieve the above important goals and targets, the Southeast Economic Zone Management Board sets out the following key tasks and solutions to focus on implementing in the coming time:
Effectively implement the Project to develop the Southeast Economic Zone into a driving force for the province's economic growth by 2030; Resolution No. 36/2021/QH15 of the National Assembly on piloting a number of specific mechanisms for the development of Nghe An province; Research and develop policies to support the development of logistics services and seaport logistics; policies to support workers in buying, renting, and leasing-purchasing social housing in economic zones and industrial parks.
Timely implement Notice No. 244/TB-VPCP dated August 11, 2022 of the Government Office announcing the Conclusion of the Prime Minister at the working session with the leaders of Nghe An province, focusing on developing a project to expand the Southeast Economic Zone; approving the investment policy of 02 projects of Tho Loc and Hoang Mai 2 Industrial Parks and completing procedures to start the Cua Lo deep-water port project in the fourth quarter of 2022.
Deploy the establishment, appraisal and approval of functional zoning and industrial park planning to serve management and attract investment after the Project to adjust the overall master plan of the Southeast Economic Zone to 2040 is approved by the Prime Minister.
Direct the implementation of the medium-term public investment plan, prioritizing investment in completing transitional projects N2, N5, N5 phase 2, D4; key infrastructure projects; promote attracting enterprises to invest in industrial park infrastructure, seaports and social housing for workers and laborers.
Improve the effectiveness of investment promotion and attraction with focus and key partners, industries, and projects with reasonable investment priority, and promote the attraction of foreign direct investment (FDI).
Coordinate with relevant departments and localities to develop land use planning and land use plans to ensure the allocation of industrial park land and functional area land to meet the development requirements of economic zones and industrial parks. Effectively implement environmental protection work in the period of 2022 - 2030, focusing on completing centralized wastewater treatment plants of industrial parks.
Strengthening administrative reform and digital transformation, focusing on reviewing and promulgating investment procedures in economic zones and industrial parks, striving to have over 70% of administrative procedures resolved at levels 3 and 4 by 2025; promoting the application of information technology in management and operation; digitizing databases to serve management and effectively support the operations of investors and businesses.
