The Standing Committee of Tuong Duong District Party Committee requested the investor of Ban Ve Hydropower Plant to completely answer questions related to compensation and resettlement support.

On the afternoon of December 11, the Standing Committee of Tuong Duong District Party Committee had a meeting with the investor of Ban Ve Hydropower Plant to clarify some problems and difficulties related to compensation, support and resettlement in this project.

The problems and difficulties in compensation, support and resettlement of Ban Ve Hydropower Project are concentrated in Tuong Duong and Thanh Chuong districts.

Regarding issues arising outside the project's regulations and support for flood recovery in 2018. Currently, the People's Committees of Tuong Duong and Thanh Chuong districts have agreed to submit to the Provincial People's Committee a report to the Ministry of Industry and Trade to resolve the problems of the Ban Ve Hydropower Project.

Accordingly, the Provincial People's Committee has reported to the Ministry of Industry and Trade a budget of more than 30.6 billion VND to implement items such as: Resettlement area at Xop Vi cluster, Xop Chao village (Luong Minh); construction of Khe Chong resettlement area to urgently relocate 19 households in Ve village out of the landslide area in Yen Na commune.

Although this issue has been going on for many years (since 2018), the local government has repeatedly sent documents requesting the investor to promptly allocate funds to implement the above items so that people in the affected area of ​​the project can soon stabilize their lives (have roads, electricity, water for daily use...). However, up to this point, there has been no change.

Recently, public opinion in the area has been very upset about this issue, especially after the direction of the Government Office in Notice No. 7505/VPCP dated October 14, 2024 on additional resettlement support for the Ban Ve Hydropower Project, Nghe An province.

Regarding the entire land area above the flood level of the Ban Ve Hydropower Project, according to regulations, compensation is not given for land but only for the entire land within the flooded area of ​​the reservoir (below 200m elevation). Meanwhile, in reality, people in the reservoir area must relocate to resettlement areas in Thanh Chuong and Tuong Duong districts, and cannot produce on this area but must return it to the State for management and use for other purposes. This area is up to 4,298.11 hectares.

Because people cannot stay or return to production on this land (there is no access road), it is clear that it is necessary to carry out land acquisition, compensation, and site clearance to have a basis for compensating for the difference in departure and arrival locations, such as households subject to resettlement below flood levels.

In addition, currently, the preparation of compensation records for land differences between the departure and destination places is still facing many difficulties; the preparation of compensation records for flooded areas outside the approved reservoir contour planning scope (Con Phen village, Huu Khuong commune) has not been implemented yet. The issuance of land use right certificates at the resettlement site of Ca Moong village (Luong Minh commune) has not been implemented for many households. In addition, there are also a number of households who are spontaneous migrants according to their wishes who have filed lawsuits to the People's Court about some policies and regimes that have not been implemented. Or the problems related to the handover of construction site land, leading to the situation of illegal land trading, have not been completely resolved to date...

We request that the investor soon have a definitive answer to the people's petitions, because after many promises, the matter has not been resolved, affecting the people's trust in the local government.

At the meeting, representatives of local authorities, especially communes directly affected by the project, requested to thoroughly resolve issues related to the people's petitions. These issues have been reported for a long time and after many promises to be resolved, they have been prolonged, causing people to lose trust.

Mr. Nguyen Nam Thang - Deputy General Director, Power Generation Corporation 1 said: Currently, there are problems with the authority to allow additional resettlement support for the Ban Ve Hydropower Project. In particular, Mr. Thang said that he is waiting for guidance documents from the Ministry of Industry and Trade. After receiving guidance documents from the Ministry of Industry and Trade, the implementation will be carried out immediately.

Power Generation Corporation 1 commits to have a written response within 1 month, whether to do or not to do, regarding the construction of 2 resettlement sites at Xop Vi cluster, Xop Chao village (Luong Minh commune) and Khe Chong (Yen Na commune).

Speaking at the conclusion of the meeting, comrade Le Van Luong - Member of the Provincial Party Committee, Secretary of Tuong Duong District Party Committee emphasized that after this meeting, he requested that Power Generation Corporation 1 and related localities must fulfill their commitments, be responsible to the people, and avoid prolonging the situation, affecting the legitimate and legal rights of the people.
