Threatened to kill provincial chairman for not being granted sand mining license
On the morning of January 16, the People's Court of Bac Ninh province opened a trial for Nguyen Trong Phuong (37 years old, living in Phuc Xa, Ba Dinh, Hanoi) on the charge of "Threatening to kill". Phuong is the one who sent threatening messages to the Chairman of the People's Committee of Bac Ninh province and the Director of the Bac Ninh Provincial Police Department in early 2017.
According to the indictment, in mid-2015, Phuong and his wife established Song Loc Mien Bac Company Limited. In September 2015, Phuong asked the People's Committee of Bac Ninh province to grant his company a license to dredge, clear and collect products on the Duong River from km3 to km14, from Cao Duc commune (Gia Binh district) to Dai Lai commune (Que Vo district).
The provincial People's Committee refused on the grounds that exploiting resources would cause riverbank erosion.
Knowing that Mr. Ngo Thanh Son, Chairman of the Board of Directors of the Downstream Salvage Company (who had a conflict with Phuong in business) was licensed to dredge the Cau River section through Bac Giang province), Phuong had the idea of sending a threatening text message to the Chairman of the People's Committee and the Director of the Bac Ninh Provincial Police. This was to put pressure on the authorities to approve sand and gravel mining companies, including Phuong's company.
