Provincial Party Secretary Nguyen Dac Vinh: Creating a breakthrough to make Vinh a livable place

On the side of Nghe An province, there were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades of the Provincial Party Committee Standing Committee, leaders of provincial departments, branches and sectors; leaders of the City Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Vinh city.

On July 30, 2013, the Politburo issued Resolution No. 26-NQ/TW (abbreviated as Resolution No. 26) on the direction and tasks for developing Nghe An province until 2020.

To implement one of the contents of Resolution No. 26, dated December 29, 2015, the Prime Minister issued Decision No. 2468/QD-TTg (abbreviated as Decision No. 2468) approving the Project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region by 2020.

This conference aims to review and evaluate the implementation results of Resolution No. 26 and Decision No. 2468 in the spirit of Notice No. 55-TB/TW of the Politburo.

VINH CITY ACCOUNTS FOR 25% OF THE ADDED VALUE OF NGHE AN

Speaking at the conference, comrade Thai Thanh Quy - Chairman of Nghe An Provincial People's Committee affirmed the important role of Vinh city in the socio-economic picture of Nghe An in particular and the North Central region in general.

After more than 3 years of implementing Decision No. 2468 in Vinh city, the growth rate in the period of 2016 - 2018 reached 8.54%. The added value reached 12.31%/year, accounting for about 25% of the total added value of the province.

Average added value per capita in 2016 reached 68.4 million VND, in 2018 reached 84.5 million VND, 2.23 times higher than the average level of the province.

In 2018, in terms of economic structure, services accounted for 66.61%; industry - construction accounted for 32.07%; agriculture remained at 1.32%/target of 1-1.5%. Domestic budget revenue reached 2,426.3 billion VND.

Poverty rate is 0.41%/target under 0.5%. Trained labor rate is 66%/target 70%. Complete the National Target Program on New Rural Construction in 2016.

Comrade Thai Thanh Quy frankly pointed out the advantages and limitations after more than 3 years of implementing Decision No. 2468 in Vinh city. In particular, he emphasized that Vinh city has not had a breakthrough compared to other cities in the North Central region, especially in the ability to connect regions, train high-quality human resources...

INCENTIVE POLICIES FOR VINH CITY TO DEVELOP

Therefore, the Chairman of the Provincial People's Committee affirmed that in the coming time, the province will create all conditions, direct and accompany Vinh city to synchronously deploy a number of key tasks and solutions.

That is to focus on prioritizing investment resources to comprehensively and modernly develop Vinh city, soon becoming a smart city, a growth locomotive, an innovation center of Nghe An province and the North Central region; Review and develop specific policy mechanisms in a clear and practical manner to maximize the potential and strengths of Vinh city.

Focus on implementing urban spatial planning in the spirit of Decision No. 52/QD-TTg and Decision No. 2468/QD-TTg of the Prime Minister. Develop Vinh city in a comprehensive relationship, ensuring close connection with districts and towns in the province, provinces in the North Central region; promote administrative reform, focusing on reviewing and simplifying administrative procedures towards streamlining, transparency, and publicity, especially in the fields of investment, land, construction, tax, etc.

To successfully carry out the task of building Vinh city into a regional center in the spirit of Resolution No. 26, comrade Thai Thanh Quy also proposed to the Government, ministries and central branches to soon have policies and guidelines to prioritize the development of Vinh city into a regional center in more than 10 fields, focusing on 5 fields to become a feasible regional center including: Tourism, science and technology, education and training, healthcare, information technology.

The conference also listened to Mr. Tran Ngoc Tu - Chairman of Vinh City People's Committee report on some outstanding results in socio-economic development in recent times. In addition, calling for companionship, support, and contributions of ideas and solutions from the Central Ministries, branches, provinces and the business community for sustainable development of Vinh City.

VINH PLANNING WITH LONG-TERM VISION

Speaking at the conference, Comrade Vuong Dinh Hue - Politburo member, Deputy Prime Minister commended and acknowledged the efforts of the Party Committee, government and people of Vinh city in implementing Resolution No. 26 of the Politburo and Decision No. 2468 of the Prime Minister.

Deputy Prime Minister Vuong Dinh Hue welcomed Nghe An province and Vinh city for their initiative in organizing this conference, which is even more special as it is being held at a time when Nghe An province and the whole country are celebrating the 50th anniversary of implementing President Ho Chi Minh's Testament.

Reviewing the implementation results of Decision No. 2468, Deputy Prime Minister Vuong Dinh Hue pointed out many unfinished targets and goals that have not been achieved as expected. To overcome this problem, Nghe An and Vinh city need to complete the planning, orientation, and construction of Vinh city in the overall planning of the province and the region on the basis of linking Vinh - Cua Lo - Cua Hoi, Vinh with Bac Ha Tinh and other neighboring areas.

Strengthen the application of scientific and technological advances to make Vinh City a smart, modern city, a center for startups and innovation in the region. The city must take the lead in building an e-Government system and digital technology.

Deputy Prime Minister Vuong Dinh Hue also requested Nghe An province and Vinh city to take stronger, more creative and more effective actions in performing their tasks, finding optimal solutions to meet the dynamic requirements of today's economy...

BUILD VINH INTO A PLACE WORTH LIVING

In response to Deputy Prime Minister Vuong Dinh Hue, Comrade Nguyen Dac Vinh - Provincial Party Secretary deeply thanked Deputy Prime Minister Vuong Dinh Hue for his attention and close direction at this conference as well as during the past time for Nghe An province and Vinh city.
