In early 2022, the former Secretary of Thanh Son Commune Youth Union (Anh Son) - Vi Van Ha (born in 1986) was assigned a new role as Chairman of the Fatherland Front Committee of Thanh Son Commune. As a capable cadre with nearly 20 years of practical experience in Youth Union work, Vi Van Ha quickly approached the new job, successfully completing the tasks assigned by the organization. After appointing a new position for comrade Ha, Deputy Secretary of the Commune Youth Union Lu Anh Tuyet (born in 1991) was appointed as the new Secretary of Thanh Son Commune Youth Union. To have such convenience and smoothness in the process of arranging and rotating key Youth Union positions is a process of selecting factors, creating an environment for training and creating a source of successors from many years ago.
According to the local leaders, comrade Lu Anh Tuyet is an individual with many outstanding qualities, admitted to the Party when she was a student at Vinh University. Not only having good academic performance, Tuyet is also a pioneer, a pioneer and closely involved in the local Youth Union activities throughout her career and growth. Realizing that this is a typical factor to be planned for the next generation of Youth Union cadres, in 2015, when Tuyet was still a senior student at Vinh University, representatives of the Party Committee, government and Thanh Son Commune Youth Union met directly and encouraged her to return to her locality to work after graduating from school.
Feeling the respect and recognition of the Party Committee and the government, Lu Anh Tuyet returned to her locality to work after graduating with an excellent degree. In 2016, comrade Anh Tuyet was appointed as Deputy Secretary of the Thanh Son Commune Youth Union. To create more allowances for her to work with peace of mind, the local leaders appointed her to additional concurrent positions such as Party Committee Office, Chairman of the Commune Red Cross Society. The Commune Youth Union Executive Committee was also selected in accordance with the regulations of the Youth Union 289 issued by the Central Party Secretariat. Thanks to that, over the years, Thanh Son has built and selected a team of elite Youth Union cadres with good qualities and abilities. The appointment and job arrangement for local Youth Union cadres has therefore become easier and more reasonable.
Not only Thanh Son, cadres and secretaries of the Youth Union at the commune and town level in Anh Son district have been arranged and transferred to work appropriately in recent times. From 2022 to early 2023 alone, out of 8 comrades who have reached or exceeded the age of the Youth Union, 7 comrades have been assigned to other positions in the Party, government and mass organizations. Currently, only 1 case has been planned to be arranged for work in 2024.
Besides Anh Son district, in Yen Thanh, the local Party Committee and government also consider the arrangement and assignment of jobs for over-age Youth Union cadres as an important and continuous task. In early 2022, with the drastic participation of the entire political system, a major step has been taken to remove the bottleneck of "output for Youth Union cadres".
Discussing this issue, Deputy Head of the Organizing Committee of Yen Thanh District Party Committee Nguyen Thi Kim Anh said that before the grassroots and district-level Youth Union Congresses, the Organizing Committee of the District Party Committee directed the Youth Union organizations at all levels to review and summarize cases of over-age Youth Union cadres. From there, the Organizing Committee of the District Party Committee directly held working sessions with Party committees and authorities of units with over-age Youth Union cadres, paying attention to planning arrangements for this force. At the same time, a plan was developed to replace the position of Commune Youth Union Secretary with qualified and qualified qualifications. In order for the implementation process to take place smoothly and in accordance with regulations, the leaders of the Organizing Committee of the District Party Committee, the Mass Mobilization Committee, and the Department of Internal Affairs established steering groups to promptly follow up, contribute opinions, guide the process, and implementation steps according to regulations so that localities can remove difficulties and specify plans to arrange new positions for over-age Youth Union cadres.
Thanks to that, in 2022, the whole district has arranged work for 7 over-age Youth Union cadres. At some positions, to create conditions for Youth Union cadres to have more allowances, the District Party Committee's Organizing Committee has also discussed and encouraged grassroots Party committees and authorities to share and assign concurrent positions. At the same time, mobilize some cadres close to retirement age to retire early to "fuel" and "strengthen" over-age Youth Union cadres. In fact, there have been many pioneers in doing this, such as comrade Cao Dinh Son (born in 1964) - Chairman of Khanh Thanh Commune Front Committee, according to the regime, he will retire in 2024, however, due to the general situation of cadre organization work, he retired early in early 2022, to create conditions for the former Secretary of the Commune Youth Union to follow in his footsteps. Understanding his sacrifice for the collective, in addition to solving the early retirement policy for him, Yen Thanh District Party Committee and the local Party Committee also had additional reasonable support policies.
In addition, some localities have arranged suitable concurrent positions to support additional allowances for this team when they are transferred to new jobs. For example, in Bao Thanh commune, former Secretary of the Commune Youth Union Trinh Xuan Huong (born in 1985) after being transferred to hold the position of Vice President of the Farmers' Association, also concurrently holds the position of Secretary of the Party Cell of Hamlet 8. Thanks to these effective methods, up to now, the whole Yen Thanh district has basically completed the work of arranging jobs for over-age Youth Union officials.
From vivid practice, many Youth Union cadres after maturing have affirmed their capacity and courage in their new positions. In addition to performing their professional tasks well, they are also the locomotive to consolidate the strength of the local Party grassroots, as comrade Le Van Thanh - Secretary of the Party Committee of Nghia Loc commune commented on the former Secretary of the Youth Union of Lai Van Duong commune. Accordingly, in 2018, the former Secretary of the Youth Union of Lai Van Duong commune (born in 1984) was trusted to be elected as Vice Chairman of the Commune People's Committee in charge of the cultural and social sector. Not only did he perform his professional tasks fluently, but he also volunteered to strengthen his position as Secretary of the Party Cell of Van Loc 1 hamlet - a Party Cell at risk of being wiped out with only 3 Party members, including 2 Party members over 80 years old.
In his role as the Party Cell Secretary of the hamlet from 2018 to 2020, Comrade Lai Van Duong has reorganized the branches and youth unions, improving the leadership capacity of the hamlet cadres. At the same time, he has created a source of 2 outstanding party members to take on important roles in the area, strengthening the solidarity of the people, helping Van Lap 1 hamlet to change its appearance.
Next, from 2020 to now, he has continued to strengthen his position as Party Cell Secretary in Tan Xuan Catholic hamlet. In 2020, the hamlet's infrastructure was still quite weak. However, under the mobilization and consolidation of the solidarity of the people, the hamlet contributed 620 million VND in cash and hundreds of working days to complete and construct almost all the important roads in the hamlet. After the rural traffic system was completed, Tan Xuan people also joined hands to support 34 million VND in cash and 60 working days to rebuild the hamlet's cultural house. These changes have contributed significantly to helping Nghia Loc - one of the most difficult communes in Nghia Dan district - firmly reach the new rural finish line by 2022.
Looking at the whole Nghia Dan district, the district level, the government and the people also appreciate many mature Youth Union cadres who have successfully fulfilled their roles and positions in their new positions such as comrade Vo Song Lam - Deputy Secretary of the Party Committee of Nghia An commune; Phan Sy Danh - Deputy Secretary of the Party Committee of Nghia Khanh commune; Hoang Long An - Chairman of the Fatherland Front Committee of Nghia Yen commune; Ngo Thi Nghia - Chairman of the Women's Union of Nghia Dan town...
In Hoang Mai town, according to comrade Ho Van Cay - Head of the Organizing Committee of the Town Party Committee, the work of arranging and transferring positions of over-age Youth Union cadres is of special interest to the Town Party Committee. Every year, the locality develops plans to transfer staff and arrange for this force in accordance with the capacity and strengths of each comrade. Thanks to that, many Youth Union cadres have promoted their capacity to fulfill their roles well in key positions of the locality. For example, in Quynh Vinh commune, two comrades who were former Secretaries of the Commune Youth Union, Le Dang Thuy (now Secretary of the Party Committee, Chairman of the Commune People's Council), and Vu Le Tin (now Vice Chairman of the Commune People's Committee) are pioneering and exemplary cadres. Or in Quynh Phuong ward, comrades who were formerly key Youth Union officials such as Nguyen Van Chuong and Nguyen Xuan Vi currently hold important positions as Party Committee Secretary and Standing Deputy Secretary of the Ward Party Committee. They are all prestigious officials, highly recognized by the superior Party Committee, officials, Party members and local people.
On a general level in the whole province, it can be seen that many Youth Union cadres have been cared for by local Party committees and authorities, and have been arranged jobs after they have matured in a systematic and reasonable way, thereby creating motivation to strive and maximizing the capacity of Youth Union cadres. Some units have had new ways of doing things such as advising the Standing Committee of the District Party Committee to direct the Party Committee at the commune level to arrange them to work as civil servants in other communes if there are no suitable positions in the commune, or to register in advance for vacant positions to reserve for Youth Union cadres who are over the rotation age... Thanks to that, the issues related to the arrangement and rotation of over-age Youth Union cadres have been fundamentally resolved.
