Strong transformation from Resolution 02 - Part 3: Closer to, better understanding of workers

It is not difficult for union members, workers, civil servants and laborers in Nghe An to point out the creativity and innovation of the Trade Union organization since Resolution 02-NQ/TW. Because they are the first to benefit from the movements, the central component in all activities. Not only being accompanied spiritually and supported materially, the workers and laborers also participate in dialogue conferences with provincial leaders or with the Provincial National Assembly Delegation. This activity was actively implemented during the Workers' Month and Workers' Festival in 2022.

Having directly participated in a major dialogue with provincial leaders in the Dialogue Conference between the Chairman of the Provincial People's Committee and workers in 2022, Ms. Tran Thi Chuyen (Minh Anh Garment Joint Stock Company - Kim Lien, Do Luong) shared: “It was an event where all the issues asked and mentioned were very practical, close, and accurate to the needs and aspirations of workers and laborers. All the answers from the government were satisfactory, sincere, and thorough. I myself livestreamed the event from beginning to end on my Facebook page. We believe that all the workers and laborers attending felt proud and satisfied with this dialogue.”

Also at this event, Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor said: "Entering the hall, witnessing the radiant joy of the workers, the full participation of provincial leaders, leaders of departments, branches and sectors, I am very happy. The program is truly grand, professional, thoughtful, the dialogue takes place on the basis of democracy, frankness but respect and understanding. Although it is the first time to organize, Nghe An Trade Union has created a model dialogue, worthy of learning for other units".

Similarly, at the event “Workers’ Festival – Welcome to the Year of the Cat 2023”, 1,000 outstanding workers across the province welcomed an extremely meaningful and grand early Tet. “This is the first time I have participated in an event like this and I never thought that workers would be taken care of like this. I was picked up and dropped off, received gifts, was recognized, bought discounted goods, had free health check-ups and consultations, and participated in many other exciting activities, it was so fun and touching!” – Ms. Bui Thi Dung (worker at Vinatex Hoang Mai Garment Joint Stock Company) confided.

From the direction, pioneering and determination of the Provincial Federation of Labor, in addition to annual and long-term activities, Nghe An Trade Unions at all levels have been creative and flexible in implementing the action program of Resolution 02 and building creative activities suitable for their units.

Specifically, at the Nghia Dan District Labor Federation, union members and workers can participate in many attractive and widespread movements and programs such as: "Honoring the beauty of female workers", "The color of the shirt I love", "Women sewing and untold stories", "Happy Mid-Autumn Festival, children do good things - defeat Covid", photo contest, decoration "Happy working corner", "Write about the colleague you love", volunteer activities "Connecting love - spreading happiness"... In addition, the Nghia Dan District Labor Union also organizes activities with its own mark such as "Families of exemplary workers, civil servants and laborers"; Conference to meet and commend workers and laborers with many achievements in the "Creative Labor" movement...

Or at the Southeast Economic Zone Trade Union, after a long time focusing on implementing anti-epidemic support activities, the union staff brought workers the opportunity to "break the ice" and "burn" with the "New Rhythm Dance" and "Elegant Youth" contests. The professionalism and enthusiasm of the program was like a breath of fresh air, making anyone attending the event feel joyful. Mr. Lim Han Tae - leader of Woosin Vina Co., Ltd. said: "The program is an opportunity for workers and company leaders to have the opportunity to entertain, exchange and connect with each other. When spiritual life is improved, when workers feel happy and joyful, productivity will also increase. We will continue to create conditions for workers to participate in the program and will organize similar events at the company". The competitive spirit among businesses in this contest has created a widespread cultural and artistic movement, changing the awareness of many employers about the spiritual life of workers.

There are many other creative activities that have been systematically implemented, with their own mark, such as: Forum "Enterprises for workers - Workers for enterprises" of Vinh City and Dien Chau District Trade Union, "Zero-dong booth" from socialized sources of Nghi Loc District Trade Union, giving Ao Dai to female workers in Thai Hoa town...

Since the implementation of Resolution 02-NQ/TW in Nghe An, the Provincial Party Committee's Mass Mobilization Commission has always closely followed and conducted many inspections and supervisions of the implementation of this Resolution from the grassroots level. Through the results of inspections and supervisions at units in the province, the Provincial Party Committee's Mass Mobilization Commission pointed out that although there have been important achievements, there are still many challenges to overcome. Specifically, the implementation and dissemination of Resolution 02 by a number of grassroots trade unions, especially trade unions of high-quality enterprises, is not high. The awareness of a number of workers and laborers about the position and role of the working class is still weak, and the understanding of policies and laws, the sense of organization and discipline, and the industrial style of workers, especially workers in the non-state sector, are still limited. In addition, the protection of the legitimate rights and interests of workers by some grassroots unions and the understanding of workers' thoughts and aspirations are sometimes not handled promptly. The work of developing union members and grassroots unions is not commensurate with the growth rate of enterprises and workers.

Looking from the grassroots, Mr. Vuong An Nguyen - Chairman of the Southeast Economic Zone Trade Union frankly said: "Currently, the representativeness of trade unions for workers in enterprises is not high, trade union officials often hold concurrent positions, they are also employees in enterprises, their salaries and jobs depend on the enterprises, so the time, position and voice of grassroots trade union officials are dependent". This is also one of the reasons why the implementation and dissemination of Resolution 02-NQ/TW in enterprises face many difficulties.

Based on a deep understanding of the content and spirit of Resolution No. 02-NQ/TW, the Provincial Party Committee's Mass Mobilization Commission believes that trade union organizations need to continue to consolidate and develop the number of union members and grassroots unions in both quantity and quality; and need to expand their activities to non-state enterprises. Promote patriotic emulation movements, campaigns must be widely launched, attract and arouse the motivation of union members and workers, contributing to increasing labor productivity, developing the economy - society, contributing to strengthening the trust of cadres, union members, civil servants and workers in the government at all levels and the entire political system.

From the results achieved as well as the shortcomings and limitations, Mr. Kha Van Tam - Member of the Provincial Party Executive Committee, Chairman of the Provincial Labor Federation shared: “The results achieved in the past time are both advantages and challenges for the coming period of Nghe An Trade Unions at all levels. We cannot be satisfied with what we have, each trade union official needs to be more creative, more diligent, more determined so that Resolution 02 becomes the spirit throughout all activities, so that Resolution 02 becomes a turning point for the transformation of the trade union organization. Each trade union level and Party committee needs to continue to include Resolution 02 in the annual work plan in a specific manner, in accordance with the reality of the locality and unit, continue to innovate the content and methods of operation in the direction of focusing on caring for, representing, protecting the legitimate and legal rights and interests of workers, civil servants and laborers. At the same time, focus on developing union members, establishing grassroots trade unions and improving the quality of trade union activities. base. In addition, it is necessary to build strong enough financial resources and union assets, as a lever to promote union activities in the new situation, creating a change towards professionalism and transparency. Serious and synchronous innovation will help the union organization to be strong, always a solid support for workers and laborers in the new situation".

The head of Nghe An Trade Union also affirmed that in order to do the above, the union cadres must truly innovate their thinking, have a strategic vision, and inspection, supervision, and experience sharing must be carried out regularly. To contribute to building a strong union cadre team, the Provincial Labor Federation has also proposed to the Vietnam General Confederation of Labor to develop a specific mechanism for attracting and training union cadres who have matured from the grassroots.
