Mr. Phuc emphasized: “This is a very difficult task because Mr. Hoang has been dismissed by the 13th National Assembly. He is no longer a Minister. The consideration of disciplinary action against a person who no longer holds a position must be assigned to the Government. The National Assembly will study the legal regulations.

This is being assigned to agencies assisting the Government and the National Assembly to research the legal aspects. Because when presenting it to the National Assembly, we must have its full legality.

When dealing with a person who is no longer in office and has been dismissed by the National Assembly, what is the procedure? What is the order to ensure compliance with the law? Discipline must be very strict but must be in accordance with the law. That is why the agencies are taking action.”

Mr. Phuc said: We just informed on the evening of November 3rd and this afternoon we have received a document from the Secretariat. Currently, we are assigning it to the research agencies, how fast or slow it will be, we have to wait for the research results and advice.

The process is that the Government, when making an appointment, must request the National Assembly to approve it. Based on the Government's proposal, the National Assembly will approve that position. After the National Assembly approves, the appointment will go to the President.

First of all, the Government now presents that if there are no problems while in office, the Government will propose a plan to submit to the National Assembly for consideration and the National Assembly will not approve it, for example, the President will discipline. Therefore, any process when a person no longer holds that position or has been dismissed must be reviewed and ensured to be in accordance with the law.

Mr. Phuc said that recently the Party Central Committee has been very serious, has publicly disclosed Mr. Hoang's violations and has come to very clear and serious conclusions.

"I hear that the people and voters agree, but how the government handles it still needs to be researched by research agencies to ensure compliance with the law," said Mr. Phuc.
