Goertek Vina has invested in the Goertek Vina Electronic Products, Network Equipment and Multimedia Audio Products Factory project in WHA Industrial Zone 1 - Nghe An. The project has a total investment of 100 million USD in phase 1, the investment location is in WHA Industrial Zone 1 Nghe An. In January 2021, only 3 months after being granted the Investment Certificate, Goertek Vina started construction of the factory. On January 11, 2022, Nghe An province granted the second Investment Registration Certificate to Goertek Vina. Accordingly, Goertek Vina decided to increase capital by 400 million USD to the project in Nghe An, bringing the total investment capital of the project to 500 million USD. It is expected that the project will create jobs for about 30,000 workers after completion.

During the project implementation process, Goertek Vina has always received attention and direction from the leaders of the Provincial Party Committee, the Provincial People's Committee and departments, branches and sectors of Nghe An province so that the project can be implemented smoothly and ensure progress.
In order for investors to have good impressions and decide to expand and increase the scale of the project in a short time, right from the beginning of the 2020-2025 term, Nghe An identified administrative procedure reform as one of the prerequisites to improve the investment and business environment, increase investment attraction, and create the most favorable conditions for organizations and individuals in the province in handling administrative procedures at state agencies. The Provincial People's Committee has resolutely directed branches and levels to focus on reviewing and continuing to advise the Provincial People's Committee to issue a Decision to announce the list of administrative procedures, approve electronic procedures, and internal procedures in handling administrative procedures of agencies and units.
The Provincial People's Committee has also directed agencies and units to simplify the dossier components, reduce processing time, reduce dossier components, and increase the processing of dossiers on the province's one-stop software system. At the same time, 2021 has been chosen as the year to promote the responsibility of leaders in administrative reform to improve the effectiveness and efficiency of state administrative agencies. 2022 was chosen by the Provincial People's Committee as the year of the theme "Focusing on digital transformation in state agencies of Nghe An province" in administrative reform.

After more than 1 year of operation, Nghe An Provincial Public Administration Service Center has demonstrated its role as a focal point for receiving and returning results of administrative procedures at the provincial level. In addition to promoting the application of information technology systems and electronic software in the process of receiving and processing documents directly and online, the Center also receives documents remotely and receives results at home via express delivery, helping people to reduce time and travel costs.

To improve the effectiveness of administrative reform, Nghe An has also quickly implemented the digital transformation process associated with administrative reform to improve the quality, effectiveness, efficiency of State management and the quality of public service provision of authorities at all levels. With many synchronous solutions, up to now, digital transformation in Nghe An has achieved some positive results. Currently, the Online Public Service Portal has provided 1,833 public services on the system, including 1,160 online public services at levels 3 and 4. The whole province has 20 departments, branches and sectors; 21 districts, cities and towns and 100% of public service units under departments and sectors implementing digital signatures. Many units have shortened administrative procedures and increased the use of online public services. Typically, the Nghe An State Treasury has promoted the implementation of level 4 online public services and the Risk Warning Application on mobile devices. The Tax sector has focused on reforming administrative procedures. Currently, 100% of businesses are operating and using electronic tax declaration, payment and refund services; (these rates are all higher than the national average). In 2020 and 2021, Nghe An Police led the country in administrative reform.

According to the results of the announcement of the 2021 Administrative Reform Index by the Government's Steering Committee for Administrative Reform (taking place on May 25, 2022), in 2021, the administrative reform index (PAR INDEX) of Nghe An reached 87.59 points, ranked 17/63 provinces and cities, up 1 place compared to 2020.


Not only at the provincial level, at the one-stop transaction centers at the district and commune levels, there have also been many efforts to improve the spirit and service attitude. Along with that, there has been an increase in the application of information technology and high-level online public services to facilitate businesses and people in carrying out administrative procedures. Many localities, agencies and units have had specific activities and models such as: "Saturday for serving the people", "Doing all the work, not all the hours", "Improving the quality of public service", "Culture of behavior in the workplace", "Self-reflection and self-correction"...
“Previously, administrative procedures were slow, people had to wait and go back and forth many times to complete them. Recently, we have found things much more convenient, and we often have to wait less. The working style, behavioral culture, sense of responsibility and attitude towards serving the people of civil servants have changed significantly” - Ms. Nguyen Thi Hoa, a resident of Phuc Son commune (Anh Son) shared.

According to the Head of the Department of Internal Affairs of Anh Son district - comrade Nguyen Duc Vinh, in order to create further changes in the working style and manner of cadres and civil servants, the Chairman of the People's Committee of Anh Son district requires the Department of Internal Affairs to have a quick report every month, and a quarterly report assessing the results of the implementation of public ethics of cadres and civil servants on the indicators of digital transformation, handling administrative procedures, shortening the time to handle administrative procedures, and not leaving a backlog in handling administrative procedure records (there are no backlog records in the first 6 months of 2022). The district organizes the registration of new models and initiatives. Up to now, 75 topics have been registered by cadres and civil servants from the district to the grassroots level in performing their professional tasks. At the same time, the district strengthens dialogue with the people not only through conferences but also sends cadres directly to discuss with the people; Strengthening the exchange of learning experiences between localities, units that are weak in any field should go to localities that are better in that field to learn.
In order to monitor and promptly rectify administrative reform work in the whole province, every month the Provincial Steering Committee for Administrative Reform issues a document "Reporting on the implementation of administrative procedures and improving the investment and business environment in the province", and at the same time issues documents reminding and directing administrative reform work to each sector, district, city and town in the whole province. For example, on April 22, 2022, the Provincial People's Committee issued a document "Overcoming shortcomings and limitations in administrative reform work in the first quarter of 2022". This document frankly pointed out the existing limitations such as: "The issuance of legal documents at the People's Council and People's Committee at the district level still has errors in terms of format and authority; The public disclosure of administrative procedures at some units is not complete and not in accordance with regulations; The review and cleaning of data on the settlement of administrative procedure records on the Provincial Administrative Procedure Settlement Information System has not been paid attention to by agencies and units, leading to a large number of reports on the status of late settlement of administrative procedure records on the System.

The initiative, work efficiency, sense of responsibility, administrative discipline, and public ethics of a number of cadres, civil servants, and public employees are still not good. There are still cases of civil servants and public employees violating the law to the extent that they have to initiate cases, be temporarily detained, investigated, and tried. The implementation of the autonomy mechanism of a number of agencies and units is still confusing, the application of information technology is not synchronous, high-level public services are not effective, the progress of digital transformation in state agencies in a number of units has not met the requirements"...
To overcome the above-mentioned shortcomings, the Provincial People's Committee requests: "Heads of agencies and units continue to closely direct and synchronously organize the implementation of solutions to detect, handle and prevent harassment and inconvenience in handling work within the assigned state management scope; strengthen the direction, inspection and urging of administrative reform implementation in agencies, units and localities under their management; ensure that plans/tasks are implemented promptly and on schedule...".
