- Sir, in the past few days, Nghe An Newspaper has reported on the activities of the Center for Supporting the Poor in New Rural Development. May I ask if you have been following and paying attention to this issue?

Lawyer Nguyen Trong Hai:I have read the articles reflecting the activities of the Center for Supporting the Poor in Nghe An province by Nghe An Newspaper. The approach and reflection of Nghe An Newspaper on this issue is objective and multi-dimensional. I and other readers have gained a lot of information from these reflections.

Lawyer Nguyen Trong Hai: "Since I learned about them, I have had contact with the violations of "dirty" multi-level marketing businesses.

- How do you see the activities of this organization?

Lawyer Nguyen Trong Hai:Coincidentally, our Law Office shares the same address as the Center for Supporting the Poor in New Rural Development. The center’s program has been operating for nearly a month now; there are many people transacting every day, quite noisy… I was surprised by their appearance and activities. Since I learned about them, I have been connected to the violations of “dirty” multi-level marketing businesses that have been reported by the national media.

-With the information reported and the actual situation, based on legal regulations, do you see any unusual points in their activities?

Lawyer Nguyen Trong Hai:I was also “given” a set of documents by the center’s staff. Through research, from information from media agencies, and with our profession, we found that there were unusual things such as: Calling on the poor to join as members but requesting “support” money with a voluntary application; offering a very large amount of “support” but dividing the payment into small installments over a long period of nearly 2 years, and stipulating “payment according to operational capacity.”… The transparency from input to output is extremely unusual. As Nghe An Newspaper has also pointed out, regarding the legal procedures in organizing activities; using the name of supporting the poor but operating credit in the form of multi-level marketing. These are all acts that violate the law.

Another very serious problem is that this center also takes advantage of the prestige and image of some high-ranking leaders; documents of organizations such as the Vietnam Farmers' Association to create magic and create trust for participants. Such actions are unacceptable!

In addition, with the content stated in Official Dispatch No. 190-CV/HNDT of Nghe An Farmers' Association issued on November 23, 2015, it can be affirmed that the activities of this program have signs of the crime of "Fraudulent appropriation of property" as prescribed in Article 139 of the Penal Code with a particularly serious nature.

- After the national media spoke out, many lawyers were interested in the "charitable" activities of the center to support the poor.
