According to Mr. Nguyen Viet Binh, a judicial officer of Thanh Huong commune, the baby was picked up by Ms. Nguyen Thi Dang (40 years old) in Hamlet 7 on the side of the road on September 6. After making a report, she took the baby for a health check at Thanh Chuong District General Hospital. While waiting for the family to come and receive the adoption documents, Mr. Binh's family took care of the baby.
Over the past 20 days, 25 applications from people inside and outside the commune have been sent to the People's Committee of Thanh Huong commune to adopt children, of which 8 applications with full and valid documents have been selected for consideration.
At the conference on the afternoon of September 27, with the participation of district officials, after reviewing each specific situation, two files were selected, of Mr. Pham Dinh Thuc's family in Hamlet 4, Thanh Huong Commune and Mr. Nguyen Van Hoa's family in Dung Town, for consideration.

Mr. Thuc and his wife have been married for 8 years, while Mr. Hoa and his wife have been married for 11 years but have no children. Through voting, Mr. Thuc and Ms. Lan's family was approved to adopt the baby with 2/3 of the votes in favor (9/15 votes). However, public opinion did not agree.
Attending the open conference on the morning of September 28, many commune and hamlet officials and local people spoke frankly, both agreeing and disagreeing with the Thanh Huong Commune People's Committee's decision to hand over the baby to Mr. Thuc's family to raise. Ms. Nguyen Thi Dang (40 years old), the person who found the baby, said: "I objected to Mr. Tu, the commune chairman, but he decided to hand over the baby to his daughter and her husband. I live alone and have always wanted a child to raise and I am the one who found the baby, why am I not considered?"
Mr. Nguyen Van Tu - Chairman of the Commune People's Committee said that the judicial officer is responsible for advising on the approval of the person raising the child, and he has the right to decide. The Commune People's Committee has followed the correct procedures and the law, from the time limit of 1 week after finding the child, waiting for relatives to come and claim, to receiving the documents and organizing the approval of the person raising the child.
After many harsh comments from the people, Mr. Nguyen Van Tu suddenly spoke on behalf of his daughter Nguyen Thi Lan and her husband, saying, “Please let someone else take care of the child.” The heavy atmosphere in the hall suddenly calmed down.
However, by the end of the conference, the decision on who to hand over the baby to was still undecided due to the additional circumstances of Ms. Nguyen Thi Dang being considered. Mr. Nguyen Van Tu said: now the remaining issue is the negotiation between the two families of Mr. Hoa and Ms. Dang. After the agreement is completed, the commune will organize the completion of the procedures and proceed with the handover of the child.
As for Ms. Dang, she still insists on raising the baby: "No matter what the cost, I still want to raise the baby, I will not give it to anyone." Mr. Nguyen Van Hoa and his wife are also hoping to raise the baby, the child they have cherished and taken care of for so long.
As of noon on September 28, the baby is still being raised by Mr. Nguyen Viet Binh and Ms. Tran Thi Oanh in Hamlet 4. Ms. Oanh said: “My husband and I have taken care of the baby like our own child. At this time, I am very sad to be away from the baby, my feelings are beyond words. I hope the baby will be returned to a loving family to be well cared for and raised.”./.
