Nghe An police launch a 50-day and night peak period to issue electronic identification to foreigners

In order to facilitate foreigners living, working and studying in Vietnam, implementing the Plan of the Ministry of Public Security, Nghe An Provincial Police launched a 50-day peak period to issue electronic identification for foreigners. The implementation period is from July 1, 2025 to August 19, 2025.

To prepare for the peak period, the Immigration Department has urgently prepared material conditions, technical equipment, system connections, assigned staff to research and test, and qualified to implement the reception of applications for electronic identification for foreigners according to regulations.

The issuance of electronic identification accounts helps foreigners easily carry out administrative procedures online, reducing time and paperwork; at the same time, ensuring authenticity and protecting legal rights while living and working in Vietnam.

In addition, level 2 electronic identification accounts also facilitate foreigners to use many digital utilities in Vietnam such as: verifying information in banking transactions, registering to rent a house, using public services, storing electronic residence cards and other legal documents on the VNeID application.

According to the statistics, on the first day, the Immigration Department of Nghe An Provincial Police received nearly 30 applications from foreigners and proceeded with the procedures to issue level 2 electronic identification accounts for these people.

Procedures for granting electronic identification accounts to foreigners

- Step 1: Foreigners go to the Immigration Department under the Ministry of Public Security to request a level 2 electronic identification account.

- Step 2: Foreigners present their passport or valid international travel documents; provide complete and accurate information on the Application for Electronic Identification Account (Form TK01 issued with Decree No. 69/2024/ND-CP dated June 25, 2024 regulating electronic identification and authentication); clearly providing the owner's mobile phone number, citizen's email address (if any) and other information requested to be integrated into the National Identification Application for the receiving officer.

- Step 3: The receiving officer enters the information provided by the foreigner into the electronic identification and authentication system; collects facial photos and fingerprints of the foreigner to authenticate with the National Database on Immigration and confirms consent to register to create an electronic identification account.

- Step 4: The Immigration Department sends a request for an electronic identification account to the electronic identification and authentication management agency.

- Step 5: The electronic identification and authentication management agency notifies the account registration results via the National Identification Application (VNeID) or the owner's mobile phone number or email address;

Time to receive documents:Office hours are from Monday to Friday (except holidays and Tet as prescribed by law).

Components and number of documents:Foreigners must present their passport or valid international travel documents; provide complete and accurate information on the Application for an electronic identification account (Form TK01 issued with Decree No. 69/2024/ND-CP dated June 25, 2024 regulating electronic identification and authentication); clearly providing the owner's mobile phone number, citizen's email address (if any) and other information requested to be integrated into the electronic identification account.

Processing time:

- No more than 03 working days for cases of granting level 02 electronic identification accounts with information on facial photos and fingerprints in the National Database on Immigration;

- No more than 07 working days for cases of issuing level 02 electronic identification accounts but there is no information about facial photos and fingerprints in the National Database on Immigration.

Subjects performing administrative procedures: Foreigners who have been granted permanent residence cards or temporary residence cards in Vietnam.

Results of administrative procedure implementation: Notification of account registration results via the National Identification Application (VNeID) or the owner's mobile phone number or email address.

Fees:Are not.

Requirements and conditions for performing administrative procedures:Foreigners under 14 years of age, persons under guardianship, persons under representation, and their representatives or guardians must go to the Immigration Department under the Ministry of Public Security to complete procedures for granting a level 02 electronic identification account;

Representatives and guardians use their own mobile phone numbers to declare and register for level 02 electronic identification accounts for foreigners who are from 6 to under 14 years old, wards, and representatives.
