


The family of Mr. Le Thac Xoan, in Hamlet 7, Quynh Vinh Commune (Hoang Mai Town) is one of the households that will be relocated to make way for the North-South Expressway project. After being informed about the benefits of the project for the common development, Mr. Xoan's family took the lead in receiving compensation and resettlement money and was the first household in Quynh Vinh Commune to demolish their house and move their assets to make way for the project. Mr. Xoan shared: "Realizing that this is a key national project, of great significance to the development of the province and the country, it doesn't matter if my family suffers a little loss, so my family boldly implemented it first."


During the process of site clearance for the project, the Party Committee, government and organizations in the commune coordinated well with units and investors to actively propagate, mobilize people and flexibly apply policies that are most beneficial to affected households.
“With a length of 4.9km, the expressway project directly affects more than 900 households in Quynh Vinh commune, of which 132 households were affected in their houses and garden land, forced to relocate. At first, the site clearance encountered many difficulties, especially when people did not agree with the State's compensation price frame compared to the market land price. Some people even overreacted... However, with the participation of the entire political system, increased explanation and mobilization, the households in the affected area agreed,” Mr. Vu Le Hung - Chairman of Quynh Vinh Commune People's Committee shared.

From the good implementation of mass mobilization work, in the first half of the 2020 - 2025 term, Hoang Mai town has implemented compensation, support for site clearance and resettlement to serve the construction of 43 works and projects. Currently, many projects have completed site clearance compensation, such as: Hoang Mai 1 Industrial Park Project with an area of 130 hectares; North - South Expressway Project; Coastal Road Project (reaching 92%); Climate Change Response Project with French loans (reaching 89%)...
To solve new and difficult tasks, mass mobilization work is identified as a breakthrough. In Hung Yen Nam commune (Hung Nguyen), where more than 80% of the population are Catholics; for many years, the people here have not had a high consensus, so no hamlet cultural house has been built; mobilizing social capital to build infrastructure works has encountered many difficulties. At the beginning of the 2020-2025 term, Hung Nguyen district increased 2 experienced district officials to Hung Yen Nam commune to take on the positions of Party Secretary and Chairman of the commune People's Committee. At the same time, the district supported cement for road construction, supported funding for building hamlet cultural houses; assigned specialized departments, offices, and district-level unions to work with the commune to implement each criterion for new rural construction.

Discussing how to get people in Hung Yen Nam to join in building new rural areas, comrade Hoang Duc An - Secretary of the Commune Party Committee shared: The most important "key" is to pay special attention to religious work; the commune's government and organizations directly meet, exchange, and share with priests, dignitaries, officials, and pastoral councils of Catholic areas. From there, it is necessary to organize many meetings with people, propagate, and make people understand clearly that the purpose of building new rural areas is for the whole people to do and the people themselves to enjoy, the State only plays a supporting role. When the thinking of people in religious areas is enlightened, it creates the strength of solidarity between Catholics and non-Catholics to join hands in building new rural areas. The entire traffic system in the commune has been expanded, concreted with electric lines, flag roads, and planted trees. 7/8 cultural houses have been newly built (1 cultural house has been upgraded). Many infrastructure works have also been upgraded by all levels and people.
In this effort, Mr. Dinh Huu Diem - a person far from home - supported the locality with more than 10 billion VND to build roads, build cultural houses, cemeteries, and clean water systems to the hamlets. Mr. Dau Van Thuc, in hamlet 7, supported 1.5 billion VND to build roads, build cultural houses, etc. After more than 530 peak days (from June 22, 2021, the Party Committee of Hung Yen Nam commune issued a specialized resolution to the date of appraisal of the completion of the new rural criteria on December 15, 2022), Hung Yen Nam has completed the criteria for building new rural areas and received the Certificate of Recognition in early 2023.


During the development process, Nghe An has attracted many enterprises to invest, creating jobs for a large number of workers. However, in some places, workers' strikes did not follow the prescribed legal procedures. The Provincial Federation of Labor has actively acted as a bridge, "negotiated" with relevant parties, quickly stabilized the situation and reconciled both sides. Comrade Kha Van Tam - Chairman of the Provincial Federation of Labor said: Incidents of workers striking and stopping work collectively have caused concerns about labor relations in enterprises. The Provincial Federation of Labor and the district level have coordinated with departments and branches to promptly support the stabilization of the situation and participate in resolving the issues; grasped and synthesized the recommendations and aspirations of workers; together with competent agencies reviewed and assessed the level and legality of the proposals to coordinate in resolving them according to their authority...


Mass mobilization work is the duty of every cadre, party member, civil servant, union member, member of mass organizations, cadre and soldier of the armed forces. Thereby, mobilizing the people, uniting, creating a combined strength in socio-economic development, ensuring national defense and security.


In the border district of Ky Son, there is 203.409km of border adjacent to 4 districts and 3 provinces of the Lao PDR; there is Nam Can International Border Gate and many trails across the border. 11/21 communes and towns are border communes (59 border villages). All levels and sectors in Ky Son have strengthened mass mobilization work, contributing to maintaining "3 peace" (peace for the people, peace for the area, peace for the border). In Tien Tieu village, Nam Can commune, there is 16km of Vietnam - Laos border, adjacent to Loong Quang village, Noong Het Tay village cluster, Xieng Khouang province (Laos), the Women's Association of Tien Tieu village has built a model of "Women protecting border security and sovereignty".
The key task that the 30 women participating in the model regularly carry out is to mobilize the villagers to raise their awareness of their responsibility to coordinate with functional forces, protect village peace and border security. At the same time, the women coordinate with the officers of Nam Can Border Guard Station to organize border patrols and protect 6 sovereignty markers along the route. Ms. Vu Y Khu - Head of the Women's Association of Tien Tieu village added: "The women also actively participate in many cultural and artistic exchange activities; help each other develop the economy, support poor households to overcome difficulties; coordinate to strengthen friendship with villages of Laos. Through that, we propagate the solidarity of the villagers, together firmly protect village security and border sovereignty."

Each level and sector is assigned specific tasks in propagating and mobilizing people to implement socio-economic policies, plans and projects. In Thanh Chuong district, the Fatherland Front is assigned to take the lead in directing the building of model self-management groups; the Veterans Association mobilizes members to build "green - clean - beautiful" cultural houses in villages and hamlets; the Women's Union, Farmers' Association, and Youth Union propagate, mobilize and support members and people to develop commodity livestock production, eliminate hunger and reduce poverty, protect the environment and build new rural areas; the District Labor Federation with the emulation movement for administrative reform among cadres and civil servants...
At the beginning of the 2020-2025 term, Yen Thanh District Party Committee issued a thematic Resolution on "Strengthening and innovating the mass mobilization work of the political system in the district". Accordingly, the mass mobilization work of the Party, government, Fatherland Front and mass organizations has had positive innovations. The team of cadres, civil servants and public employees implements the motto "respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people". Thereby, promoting the role and responsibility of cadres, civil servants and public employees in performing their tasks, creating persuasion for the people, promoting emulation movements in the area.

Mass mobilization work is carried out throughout the province, by the entire political system through directing and mobilizing people to implement socio-economic development programs, building new rural areas, sustainable poverty reduction, and ensuring security and order. In particular, many programs to mobilize contributions to social security have been widely launched and created consensus among the people and businesses to implement together. According to comrade Le Van Ngoc - Permanent Vice Chairman of the Provincial Fatherland Front Committee: "That is the result of the people's hearts, the people's trust in the Party and the State, demonstrating the strength of the great national unity bloc and the timely and synchronous participation of the entire political system.
