Nghe An Trade and Services Joint Stock Company, formerly Nghe An Mountainous Trade Company, was established in 1992 under Decision 1486/QD of the Provincial People's Committee. On December 29, 2005, the Provincial People's Committee allowed the company to equitize with a charter capital of VND 2,209,930,000, of which the State held 71% of the capital and employees held 29% of the shares. Less than 10 years later, on November 13, 2014, the Provincial People's Committee decided to divest all State capital to other shareholders. In 2016, the sale of 71% of the State's shares was completed with the proceeds of VND 2,353,560,000.

After many name changes and changes in business registration content, this company is now called Nghe An Trading and Service Joint Stock Company, with 7 facilities in the districts: Thanh Chuong, Tan Ky, Anh Son, Tuong Duong, Ky Son, Que Phong, Quy Chau, and headquarters in Vinh city.

Although Nghe An TMMN Joint Stock Company was leased many plots of land located in the above districts, most of which are "golden lands", most of them have not been built yet, some places have left old, dilapidated and shabby properties, and some places have been built against planning.

In Thanh Chuong district, this company manages 5 land plots, including: 351.8 m2in Thanh Giang commune; 569 m2in Vo Liet commune; 900 m2In Thanh Thinh commune and Thanh Chuong town, there are 2 locations (the office land of the old Thanh Chuong Trade Center has an area of ​​1,537 m2, and 961 m2Land opposite Thanh Chuong Trade Center market, both located at block 2A).

In fact, at the locations that this company rented in Thanh Chuong district, we found that most of them were in a shabby state. Especially the land opposite the Thanh Chuong Trade Center market, although in a beautiful location of the district, has been abandoned for many years. On the land there are several rows of old kiosks, decades old, that are in a state of imminent collapse. Not to mention that this land is currently in dispute with a family of former officials of the Thanh Chuong Trade Center.

In particular, according to the information we have, Nghe An Trade and Services Joint Stock Company has announced the suspension of Thanh Chuong Trade Center. Currently, the office building of Thanh Chuong Trade Center is also in a state of abandonment and dilapidation.

In Muong Xen town (Ky Son), this company was also leased 1,316.7 m by the Provincial People's Committee.2The land is located right on National Highway 7A for the purpose of building offices, petrol stations and warehouses, with a lease term of 40 years. However, up to now, this area only has one gas station called Ky Son General Commercial Center, and the old office building has become a kiosk for rent. Behind the gas station is a large vacant area.

From Thanh Chuong, we went up to Tan Ky, where Nghe An Trading Joint Stock Company was leased by the Provincial People's Committee the land that was formerly the Department Store of Tan Ky Trading Company. This land has an area of ​​1,232.6 m2, located right at the corner of the park intersection, one of the most beautiful locations in Tan Ky town. After being leased the land, this company set up a project to build a commercial center, and at the same time mobilized the number of officers and employees doing business here to move, with the promise that when the construction was completed, they would arrange booths for them to return to do business.

On September 11, 2017, the People's Committee of Nghe An province issued a Decision approving the detailed construction plan at a scale of 1/500 of Tan Ky Trade Center on the above land. However, after the construction was completed, instead of making it a business and trading location for the staff of the old Tan Ky Trading Company, who are also staff of Nghe An Trade and Service Joint Stock Company after equitization, Nghe An Trade and Service Joint Stock Company leased it to Mobile World Joint Stock Company to open an electronics supermarket.

Working with a representative of Mobile World Corporation, we learned that no one from the old Tan Ky Trading Company was recruited to work here. Mobile World Corporation only rented the premises, and all the employees were recruited according to their own system.

In Que Phong district, Nghe An TMMN Joint Stock Company was leased a prime land plot with an area of ​​3,199.7 m2, located next to the district's Cultural Park in Kim Son town. In 2018, this company drew up a planning drawing to build a magnificent commercial center on an area of ​​3,199.7m2and has been approved by local authorities. The construction area of ​​the project is 1,170m2.2, including items such as: gas station, supermarket, hotel, and entrance system, garden, parking lot. However, this company built several rows of illegal kiosks and then rented them to people. Outside, adjacent to National Highway 16, there is only one gas station in operation with rows of low kiosks, in the middle is a shabby vacant lot and some dilapidated houses.

Regarding the illegal construction of kiosks and then renting them out in this area, the People's Committee of Kim Son town has inspected many times, and even the District Party Committee and People's Committee of Que Phong district have repeatedly concluded, notified, and requested Nghe An Trade and Services Joint Stock Company to stop operating the stalls and booths to serve the work of eliminating spontaneous temporary markets in this area. However, up to this point, the handling of illegal kiosks and the clearance of temporary markets and spontaneous markets in Que Phong district has not been completely implemented.

On April 6, 2022, the People's Committee of Que Phong district continued to issue a document requesting Nghe An Trade and Services Joint Stock Company to close the kiosks currently operating at Que Phong Trade Center and terminate the kiosk rental before April 15, 2022, but it has not yet been implemented. Regarding the violations of Nghe An Trade and Services Joint Stock Company, many people believe that the local government of Que Phong district has not been decisive in handling the situation, leading to this situation being prolonged.

Regarding Nghe An TMMN Joint Stock Company, more than 5 years ago, in 2016, the Provincial People's Committee also issued a Conclusion on the inspection of the company's compliance with land laws. Accordingly, in the process of land management and use, this company was still lax, irresponsible and did not fully fulfill its obligations as a land user. Although this company is managing and using a number of land plots with high profit value, it has not had a land use plan to promote advantages, commensurate with the location of the land.

At that time, the Provincial People's Committee also requested Nghe An TMMN Joint Stock Company to have an investment plan, using the profitable land plots that it was managing and using to promote the advantages of the land location; requested this company to urgently review and complete procedures on land, investment, and construction to rebuild the project, both to ensure safety and promote the advantages of the land location, contributing to promoting the socio-economic development in the area. However, many prime land plots in these districts and units have not been built, left in disrepair, or even built against planning.

Public opinion is asking why Nghe An TMMN Joint Stock Company was allowed to rent many prime lands, scattered throughout many districts, but was not put into use, but was still not dealt with decisively?
