Ensure timely payment of monthly pensions and social insurance benefits when implementing two-level local government
Vietnam Social Security affirms that it will ensure full and timely payment of pensions and monthly social insurance benefits to beneficiaries nationwide, and will not be affected by the conversion of the 2-level local government model from July 1, 2025.
From July 1, 2025, the two-level local government model (provincial and communal levels) will be officially implemented nationwide, causing some people to wonder about changes in receiving pensions and social insurance benefits, especially in merged and separated areas.
According to regulations, the monthly pension payment schedule will start from the 2nd of that month. In case the 2nd falls on a holiday, the payment schedule will start from the first working day after the holiday.
Regarding this issue, Vietnam Social Security affirms that the payment of pensions and social insurance benefits for July is still being fully and promptly implemented in accordance with regulations.

Accordingly, for beneficiaries receiving money via bank accounts, payments will be made from July 2, 2025. For beneficiaries receiving cash, in the past, Vietnam Social Security has worked with Vietnam Post Corporation to develop coordination plans to implement payments according to the 2-level local government model. Currently, Vietnam Post Corporation has fully deployed staff at 3,321 commune-level units nationwide, with a complete list of pensioners and monthly social insurance benefits in each locality, to organize, coordinate, and make payments according to the prescribed time.
The Vietnam Social Security system is paying monthly pensions and social insurance benefits to more than 3.3 million beneficiaries. In the June 2025 payment period, the Social Security agency made direct payments through personal accounts to 81% of beneficiaries nationwide. The remaining beneficiaries can receive money in other flexible payment methods such as cash at payment points or payment at home (for cases of old age, loneliness, illness, and infirmity that are unable to come to receive it at the payment point)./.
