

In March, along with the joy of receiving the Decision to recognize the school as a national standard, teachers and students of Quynh Lap A Primary School, Quynh Lap Commune (Hoang Mai Town) were even more excited when the house located in the campus, opposite the main building of the school was cleared. Talking to us, teacher Ho Van Thao - Vice Principal of the school said: That result was achieved thanks to the Party Committee, government, departments, branches, and organizations in the local political system who have coordinated with the school to persistently mobilize and persuade the homeowner, Ms. Dang Thi Nong, to agree to dismantle, relocate, and return the clean site to the school.

This is a rather rare case, because since the 2019-2020 school year, when Quynh Lap A Primary School moved to this location, Ms. Dang Thi Nong's house has been there for a long time (occupying an area of about 500m2).2/total area 12,000m2of the school). This plot of land was originally agricultural land that was transferred from someone else to Mrs. Nong's family. Due to difficult circumstances, Mrs. Nong built a house to live in without a Land Use Rights Certificate. "The existence of a house right on the campus causes many inconveniences in the school's operations. Not to mention that the family raises chickens and ducks, affecting the surrounding environment. Anyone who enters the school questions the existence of the house on the campus. And the final step for Quynh Lap A Primary School to be recognized as a standard school is to move Mrs. Nong's house out of the campus."

Faced with that reality, in addition to directing the political system to persistently propagate and mobilize (including individual mobilization and lobbying through relatives), the local Party Committee and government have coordinated with the functional departments of the Town People's Committee to resolve difficulties, clarify the rights and obligations of the family... to find a common voice between the Party Committee, government and people. Accordingly, it is proposed to grant land to Ms. Nong in the form of collecting land use fees according to valuation (not through auction) at lot number 94, the auctioned lot area in phase 2 in Tam Tien village. Ms. Nong's family is a poor household, so the land use fee is reduced by 50% according to State regulations.

The rain slowly seeps in, through propaganda and mobilization, Ms. Nong realized the nature of the incident, agreed to sign the agreement and relocate the property, returning the campus to Quynh Lap A Primary School. With the family's consent, on the morning of March 11, 2024, organizations in the political system of Quynh Lap commune and officials of Tam Tien village supported Ms. Dang Thi Nong's family to clear and relocate the house in the campus of Quynh Lap A Primary School, returning the site to the school.

Mr. Vuong Dai Tuong - Deputy Secretary of the Party Committee of Quynh Lap commune said: In addition to the amount of money that Ms. Nong's family received to support house relocation, the locality also included Ms. Nong's family in the list of families receiving support according to Directive No. 21-CT/TU, dated February 10, 2023 of Nghe An Provincial Party Committee on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor in Nghe An province, the support level for new construction is 50 million VND.
The local authorities also helped the family build a temporary shelter, connect electricity and water for temporary use during the construction of the new house; at the same time, they supported the procedures for Ms. Nong to apply for a Construction Permit. Currently, Ms. Nong's family is preparing to build a new house at lot 94, the land auction area in Tam Tien village, which has been granted a Land Use Rights Certificate.


Another milestone in the skillful mass mobilization work of Quynh Lap coastal commune in 2023 is the completion of the merger of the two residential clusters of Dong My and Dong Thanh. This is also an issue that people have repeatedly proposed through meetings with voters of the National Assembly and People's Councils at all levels. Dong My residential cluster consists of 176 households, with 411 people, of which 99 are leprosy patients, with 133 people, 77 households are children of leprosy patients, with 278 people. Previously, Dong My residential cluster was managed by Quynh Lap Central Leprosy and Dermatology Hospital. Dong My residential cluster has not been recognized as a hamlet unit, so there is no grassroots political system (in the cluster there are only 3 party members, 1 women's association).

This not only affects the management of population, household registration, and land management in the locality, but also causes disadvantages in terms of policies and regimes for the people, although they have lived stably for decades. People in Dong My cluster have repeatedly requested to establish a hamlet, but due to the scale and conditions not being sufficient to establish a hamlet, after surveying, consulting with people and asking for opinions from superiors, Quynh Lap Commune People's Committee has developed a project to merge Dong My residential cluster into Dong Thanh hamlet, an adjacent hamlet (including 272 households, 930 people) about 4 km away, and submitted it to the Commune People's Council for approval. The new hamlet after merging is expected to be named Dong Thanh; the population is 446 households, with 1,370 people; the natural area is 828.2298 hectares.

Through discussion, Mr. Ho Canh Thuan - Secretary of the Party Committee of Quynh Lap commune said: At first, there were some concerns. For example, in Dong Thanh village, they were worried that after the merger, the large area and large population would be difficult to manage. Meanwhile, people in Dong My residential area, especially some leprosy patients, were concerned about whether the regimes and benefits would be guaranteed after the merger... After more than 1 year of propaganda with many meetings and distributing ballots to collect opinions from residents of both clusters, in November 2023, the Party Committee and the government of Quynh Lap commune announced the Decision of the Chairman of the People's Committee of Hoang Mai town on merging Dong My residential area into Dong Thanh village on the right day of the national great unity festival. The successful merging of the two residential areas has contributed to resolving the petitions that have lasted for many years from voters and people, especially people living in Dong My cluster, ensuring their rights and creating high consensus.

Mr. Nguyen Ngoc Ha - Secretary of Dong Thanh village Party Cell said: At first, some people were concerned about the geographical distance, customs, habits... but after being propagandized and explained, everyone happily agreed with the policy of merging clusters. When the people are in favor, everything goes smoothly. Currently, the Women's Association in Dong My has dissolved to join the activities of the Women's Association in Dong Thanh village, 3 party members in Dong My residential cluster have moved to join the activities of Dong Thanh village Party Cell for 2 terms. Although after the merger, the area is large and the population has increased, but we believe that with solidarity and unity, all difficulties will be overcome and resolved.
Mr. Nguyen The Dinh - former Village Chief assigned by Quynh Lap Central Leprosy and Dermatology Hospital to be in charge of the Dong My residential area before, said: After merging into Dong Thanh village, people in the area were excited because it was more convenient to handle administrative procedures and other benefits. Currently, people want to be concerned and have their land use right certificates resolved to stabilize their lives, because households living in the leprosy village have suffered many disadvantages.


Quynh Lap is a coastal commune located in the northeast of Hoang Mai town (Nghe An), with a relatively large area, with a total area of 2,208 hectares, a population of more than 13,000 people, with 3,015 households, with 8 villages divided into 2 separate areas. In addition, Quynh Lap commune is also adjacent to Nghi Son town, Thanh Hoa province. People in Quynh Lap commune live mainly on fishing, in recent years there has been a strong shift to labor export.

Implementing Directive No. 05 - CT/TU dated May 23, 2021 of the Provincial Party Standing Committee on improving the effectiveness of the emulation movement "Skilled mass mobilization", the Party Committee and the government of Quynh Lap commune have requested organizations in the political system, hamlet and village units to build skillful mass mobilization models with specific works and tasks associated with the implementation process of the National Target Program on new rural construction, creating a vibrant emulation atmosphere among all cadres, party members and people.

For example, in Son Long village after the merger, there are still many roads that have not been concreted. Faced with that reality, the Son Long village Party Cell issued a specialized resolution to lead and mobilize people to contribute funds to build many concrete roads. In 2023, when the commune decided to allocate funds to build route No. 1 with a total length of 664.17m, of which, the road section from Quynh Lap Secondary School to the intersection (passing through Son Long village) is 182.39m long, chosen as phase 1. This road section has many potholes, dusty sun, muddy rain, making it difficult for people to travel, but to do it, it is necessary to mobilize 23 households on both sides to donate land to widen the road to 5m.

Faced with that reality, in 2023, the Son Long village Party Cell registered the Smart Mass Mobilization model with the town, propagating and mobilizing people to donate land to build concrete road No. 1 (from Quynh Lap Secondary School to the official road). After the resolution of the Party Cell, the Party Cell established 2 working groups to visit each family to mobilize land donation with the motto: easy to mobilize first, difficult to mobilize later, if not meeting during the day, take advantage of going to mobilize in the evening.
Through the mobilization work, we grasped the people's wishes to donate land but must support families to rebuild the embankments, the road must have drainage ditches. The Party Committee of Son Long village reported to the Party Committee and People's Committee of Quynh Lap commune to ask for direction and was approved to add to the drainage ditch estimate. The Party Committee and the Executive Committee of Son Long village also called on households in the village to contribute 42 million VND to support households donating land to rebuild the fences. After more than 2 months of mobilization, 12 households voluntarily donated 80m2 of land, 270m of wall, with a total value of more than 493 million VND. For some households that did not agree, the Party Committee proactively reviewed and met with prestigious relatives of that family to ask for influence. Thanks to that, on December 3, 2023, Quynh Lap Commune People's Committee coordinated with the construction unit to start construction of phase 1 of the road, completing and putting it into use before the Lunar New Year of Giap Thin.

Mr. Truong Quang Truat - the household who donated 30m2 of land and fence to build the road happily said: Having such a clean and beautiful road, my family is also excited. I am a construction worker, so after donating land to open the road, I spent my working days rebuilding the fence to make the overall look more beautiful and spacious.
Discussing his experience in "mass mobilization", Mr. Ho Sy Dung (70 years old) - Secretary of the Son Long village Party Cell shared: Uncle Ho taught "No matter how difficult it is, the people can do it", the most important thing is the people's heart, when the people's heart is clear, everything can be solved. But to gain "the people's heart", first of all, cadres and party members must "match words with actions", the Party Cell and the village executive committee must be united, unified, listen to the opinions and legitimate aspirations of the people to lead and direct them correctly. Thanks to that, not only did Son Long village mobilize people to donate land to open roads and concrete alleys, but it also mobilized people to contribute to installing 15 electric lights on the main roads, contributing to building bright - green - clean - beautiful roads.

Not only in Son Long village, but also in many villages, hamlets and associations and organizations in Quynh Lap commune, they have chosen the remaining issues or existing problems and limitations to build skillful mass mobilization models. Typically, the model of "Clearing the land, building a village cultural house" of Tan Hai Party Cell initially created consensus in mobilizing contributions for counterpart funds to clear the land and build a village cultural house. The model of "Mobilizing people not to hire trumpeters for funerals" of Tan Minh Party Cell, thereby gradually raising people's awareness, gradually eliminating backward customs. In 2023, no family in the village hired trumpeters to organize funerals. The "Green fence" model planted 700m of jade-eyed trees around the communal stadium of the Women's Union of the commune. The model of exemplary self-management groups of the Vietnam Fatherland Front and organizations, thereby mobilizing people to plant flowers and attach them to flagpoles; Install cameras on public roads and in households...

The "Clever Mass Mobilization" models in the coastal commune of Quynh Lap have been contributing to promoting socio-economic development, ensuring national defense and security in the locality and most importantly, creating consensus between "Party's will - People's heart" in the cause of building new rural areas.
