Contacting the urban management officer of Cua Lo town, we learned that one household was granted a permit to build a house in 2020, before Nghi Hoa Ward announced the planning. The remaining household was granted a temporary housing construction permit on March 25, 2022. The representative said that Road 21 only has a phase 1 investment project with a length of about 600m, from Binh Minh Street to Long Road No. 3; the remaining section through Nghi Hoa Ward is about 2km long and the implementation time has not been determined. Therefore, according to regulations, when people have a need for housing and submit a request, they must be granted a temporary housing construction permit. The license clearly states that the project's lifespan is 5 years; it must be dismantled by itself, and compensation for the project cannot be requested when the lifespan stated in the license expires or when the project is implemented according to the plan.

Lot number 408 is located entirely within the planning of Road 21, has been recovered, compensated and resettled. To confirm that this exchange is correct, the reporter provided evidence of a number of photocopied documents such as land extract, land use right certificate, land recovery decision, decision approving compensation price for recovered land and resettlement land...

Regarding the compensation price for land lot 408 and resettlement land along planned road No. 21, the equivalent value is 5,500,000 VND/m2Notably, the owner of lot 408 was assigned 2 resettlement lots in the residential land division area on Street 21-22 (in Nghi Hoa ward), with a total area of ​​410m2.2.

Are these documents real or fake? On October 17, a responsible unit was requested to quickly appraise the decision to approve land prices to apply compensation prices (included in the document set provided by citizens). By October 20, it was confirmed that this decision was issued by the People's Committee of Cua Lo town in June 2021!
