



Implementing the policies and orientations of Resolution No. 26-NQ/TW, the Government and the Prime Minister have approved and issued many policies, plans and programs to direct, create mechanisms and favorable conditions to promote socio-economic development of Nghe An province.
Accordingly, the Prime Minister approved the Master Plan for socio-economic development of Nghe An province to 2020 (Decision No. 197/2007/QD-TTg, dated December 28, 2007); approved the adjustment of the Plan in Decision No. 620/QD-TTg, dated May 12, 2015; approved the Master Plan for the construction of the Southeast Economic Zone; the Plan for 8 industrial parks outside the Southeast Economic Zone; the Plan for the South Thanh Hoa - North Nghe An region; the Plan for the South Nghe An - North Ha Tinh region; the Master Plan for the adjustment of Vinh city to 2030, with a vision to 2050; approved the Project for developing Vinh city into an economic and cultural center of the North Central region.


In addition, the Government has also issued mechanisms and policies to prioritize investment support and attract investment for localities; target programs and national target programs; issued principles, criteria and norms for allocating development investment capital from the State budget applicable to each period from 2013 to 2020, which stipulates principles, criteria and norms for allocating additional capital with a target for economic development of Nghe An province.
Central ministries, branches, and agencies have advised and proposed the Government and the Prime Minister to issue or directly issue a number of policies, mechanisms, and policies integrating many contents to implement Resolution No. 26-NQ/TW; coordinated and guided Nghe An province to adjust and supplement programs, plans, and planning in many fields according to assigned functions and tasks. A number of relevant ministries and branches have supplemented funding to invest in a number of important projects that have a spillover effect on the socio-economic development of the province, focusing on exploiting reasonably and effectively the potentials and strengths in the development of agriculture, forestry, hydropower, mining, tourism, and border gate economy, especially to maintain and promote the economic growth rate of Western Nghe An.

The Standing Committee of Nghe An Provincial Party Committee issued Action Program No. 24-CTr/TU on January 8, 2013; the Provincial People's Committee issued Decision No. 5260/QD-UBND on November 6, 2013 to specify the Action Program of the Provincial Party Committee, selecting 21 key programs and projects to implement Resolution No. 26-NQ/TW; Plan No. 199-KH/TU, dated June 17, 2019 of the Standing Committee of the Provincial Party Committee issued 9 key tasks to implement Notice No. 55-TB/TW of the Politburo; at the same time, led and directed the integration of the Resolution's content into programs and projects to implement the Resolutions of the 18th and 19th Provincial Party Congresses.


The Provincial People's Council and the Provincial People's Committee of Nghe An have issued resolutions and decisions on appropriate mechanisms and policies to support the development of sectors, fields and localities, such as: Resolution stipulating a number of specific mechanisms and policies to support the development of Vinh city; the towns of Cua Lo, Thai Hoa and Hoang Mai, the districts of Do Luong and Nam Dan; resolutions on mechanisms and policies to support agriculture, rural areas, industry and handicrafts; preferential policies and investment support; support and development of enterprises; encouraging socialization of activities in the fields of education, vocational training, health care, culture, sports and environment.
Party committees, authorities, socio-political organizations, and provincial departments and branches have seriously and promptly developed action programs and plans to implement the Politburo's Resolution in conjunction with the political tasks of localities, agencies, and units.

In addition, Nghe An has proactively coordinated, cooperated, and exchanged information and experience with 6 provinces in the North Central region, especially Ha Tinh and Thanh Hoa, to seek comments and suggestions to strengthen regional connectivity and effectively implement Resolution No. 26-NQ/TW and Notice No. 55-TB/TW of the Politburo.
The National Assembly also issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province, creating an important legal corridor, promoting decentralization so that Nghe An province can improve management efficiency and be more proactive in operations. In particular, there are a number of priority policies for socio-economic development such as policies on outstanding loans; increasing revenue from export and import activities; regular expenditure norms of the State budget; decentralization of decisions on changing the purpose of use of special-use forest land, upstream protection forest land; land for growing rice from 2 crops or more; policies on planning management.


Comrade Nguyen Hong Son - Deputy Head of the Central Economic Commission, Deputy Head of the Central Steering Committee for the 10-year review of the implementation of Resolution No. 26-NQ/TW affirmed: "Nghe An is gradually moving towards becoming the center of the North Central region in terms of finance, trade, tourism, education and training, science and technology, healthcare, culture, sports, and high-tech industry".
Vinh City and Cua Lo Town are gradually playing the role of economic growth poles of the province; the development of the Western region has many improvements. The Southeast Economic Zone is becoming a key, multi-industry, multi-functional economic zone, gradually affirming its role as a driving force in attracting investment. The material, cultural and spiritual life of the people is gradually improving. The economy is developing quite comprehensively, gradually creating a foundation for the next stage of development, growing quite rapidly, reaching a level higher than the average growth rate of the entire North Central and Central Coast regions, as well as the whole country.

According to Dr. Ly Dai Hung - Vietnam Economic Institute: Nghe An's economic growth results have been transformed into achievements in economic development, demonstrated through the convergence of the province's income with the whole country, and accompanied by changes in income distribution.



Reviewing 10 years of implementing Resolution 26, economic expert Tran Dinh Thien summarized 2 points that need to be emphasized: “Nghe An has achieved initial positive results, although still modest, but especially meaningful for a locality with a low starting level and many specific difficulties. At the same time, in recent years, efforts to create fundamental conditions for breakthroughs, gradually creating momentum for a long-term development competition have been and are being effectively implemented by Nghe An, helping the province overcome the most difficult “turning point” caused by a low starting level”.
On May 25, 2023, at the Party Central Committee Headquarters, General Secretary Nguyen Phu Trong chaired a Politburo meeting to give comments on the Summary Report on the implementation of Resolution No. 26-NQ/TW dated July 30, 2013 of the 11th Politburo on the direction and tasks for the development of Nghe An province by 2020. At this meeting, the Politburo discussed and agreed to assess: “Nghe An is aiming to become the center of the North Central region in terms of finance, high-tech industry, trade, tourism, education and training, science and technology, health, culture and sports. Vinh City, the Southeast Economic Zone together with Cua Lo town are gradually playing the role of growth poles and driving forces for economic development of the province. The national defense posture associated with the people's security posture has been consolidated; contributing to firmly protecting the borders, airspace and sea of the Fatherland. Foreign affairs have achieved positive results, especially with localities of Laos that share a common border. The work of building the Party and the political system has been promoted; the leadership capacity and fighting strength of Party committees and organizations at all levels have been enhanced; the position, role and activities of the Fatherland Front and socio-political organizations have been promoted; the great national unity bloc has been strengthened.

In addition to the achieved results, the Politburo also pointed out the goals set out in Resolution 26, but Nghe An has not yet successfully implemented them...
