The Party Committee of Nghe An Provincial Agencies has gone through 69 years of formation and development with many different organizational models, scales, names, functions and tasks. From the early days of its establishment, the Party Committee only had 26 grassroots Party cells with 812 Party members. Up to now, the entire Party Committee has 5,290 Party members belonging to 63 grassroots organizations.
In all circumstances of each revolutionary period, Party organizations, generations, cadres and Party members of the Party Committee of the Bloc have always been loyal to the revolutionary cause of the Party and the nation, been exemplary pioneers, fulfilled assigned political tasks, contributed to building a strong Party organization in terms of ideology, politics, organization and ethics; and greatly contributed to the overall development of the province.
In the 2020-2025 term, Nghe An will enter a new development trajectory with higher and more drastic requirements, and it is also the time when the Central Committee and the National Assembly issue many important resolutions, creating opportunities for Nghe An to break through and develop. That context requires the Executive Committee and the Standing Committee of the Party Committee of the Bloc to find innovative solutions to adapt to the situation to effectively lead and direct the implementation of political tasks.
Accordingly, the Party Committee of the Bloc determined the consistent guiding and leadership ideology as follows: Political and ideological work is the root and fundamental solution; the work of building, managing and improving the quality of the Party organization and the contingent of cadres and Party members is the fundamental and long-term solution; inspection and supervision work is a tool that is both educational and deterrent, and contributes to maintaining Party discipline and order.
To effectively concretize that guiding ideology, the Executive Committee and the Standing Committee have always proactively followed the province's policies to be decisive and flexible in directing the implementation of tasks, promptly issued 2 resolutions, 2 directives, and 3 important projects for implementation throughout the Party; along with that, promoting administrative reform, especially administrative reform within the Party. Focusing on implementing many solutions to implement the annual themes: "Promoting the responsibility of leaders in administrative reform"; "Focusing on digital transformation in State agencies of Nghe An province"; "Performing public duties and tasks of cadres, civil servants and public employees - Discipline, discipline, responsibility and efficiency". Advising the Standing Committee, the Standing Committee of the Provincial Party Committee successfully organized a Dialogue Conference between the Standing Committee of the Provincial Party Committee and department-level leaders and experts in the Provincial Agencies Bloc with the theme "Aspiration, responsibility, innovation, development".
Many new models and new approaches have been effectively implemented, such as: innovating the form of disseminating and studying the Party's Resolution online; updating new knowledge with topics suitable for current practices such as: "Thinking and action of cadres in the 4.0 era"; "Digital transformation - From awareness to action"; "Fighting against the distorted arguments of hostile forces in cyberspace"; The work "Resolutely and persistently fighting against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong... From there, promptly concretizing them into action programs, setting out specific, practical, and focused tasks and solutions to focus on leadership and direction. The model of "5 good Party cells, 5 good Party members", a typical model in studying and following Ho Chi Minh's ideology, morality and style, and the writing contest "Bright examples around us" were effectively implemented and had a widespread influence throughout the Party.
Not only focusing on innovating and performing professional tasks well, the Party Committee of the Bloc also actively deploys and spreads social security activities. In the first 6 months of 2023 alone, the entire Party Committee supported the poor with more than 3.6 billion VND. Party organizations in the Party Committee of the Bloc have registered to build 2,499 houses, with a total amount of 127 billion VND.
69 years of operation have affirmed that: "Loyalty, innovation, intelligence, democracy, discipline, solidarity" is the fine tradition of the Party Committee of the Provincial Agencies. Towards the 70th anniversary of the founding of the Party Committee of the Bloc in 2024, in the coming time, the Party Committee of the Provincial Agencies will focus on implementing the following key tasks:
Strengthen political and ideological education by implementing Directive 05-CT/TW, Conclusion 01 KL/TW, Conclusion 21-KL/TW. Continue to promote the pioneering role, the spirit of innovation, creativity, the desire to contribute; dare to think, dare to do, dare to take responsibility, dare to act for the common good and regulations on exemplary responsibility of cadres and party members. Resolutely prevent, repel, and strictly handle cadres and party members who have degraded political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".
Promote the political core role of Party organizations in leading and directing the implementation of professional tasks at agencies and units, making an important contribution to the overall development of the province. Focus on reviewing and accelerating the successful implementation of the targets set out in the Resolutions of Party Congresses at all levels for the 2020-2025 term; Advise on the effective implementation of the contents according to Resolution No. 39-NQ/TW of the Politburo dated July 18, 2023 on building and developing Nghe An province to 2030, with a vision to 2045; Announcement of Conclusion No. 920-TB/TU dated May 31, 2023 of the Standing Committee of the Provincial Party Committee at the Dialogue Conference with department-level leaders and experts in the Provincial Agencies Bloc in 2023...
Effectively implement Resolution No. 05-NQ/TU, Resolution No. 09-NQ/TU of the Provincial Party Committee and Resolution No. 02 of the Bloc Party Committee on administrative reform, create a breakthrough in administrative reform, digital transformation in Party activities, professional work and activities of mass organizations; gradually improve the PCI, PAPI, PAR Index, ICT Index...
Leaders should well implement the grassroots democracy regulations in conjunction with political tasks, patriotic emulation movements and the "Skillful Mass Mobilization" emulation movement, and typical collective and individual models in all fields. Promote the exemplary spirit of cadres and party members, especially leaders in leading and practicing democracy; implement regulations on direct dialogue between leaders of Party committees and authorities at all levels; leaders of provincial departments, branches and sectors with the people.
Innovate and improve the quality of Party committees' work, Party activities, and the quality of Party members. Improve the capacity to thoroughly grasp and concretize the Party's policies and resolutions; strictly implement the principles of democratic centralism, self-criticism and criticism, maintain discipline, order, and solidarity within the Party; strengthen the inspection and supervision of Party organizations and Party members.
