



At the regular meeting in October 2022, the Standing Committee of Nghe An Provincial Party Committee approved the Do Luong District Construction Planning Project, Nghe An Province, for the period 2021 - 2030, with a vision to 2050 and the Do Luong Urban Construction Master Plan, Do Luong District, Nghe An Province (scale 1/10,000). This is the premise to concretize the goal of turning Do Luong into a town before 2030.
According to the planning, the spatial model of Do Luong district is developed with the structure of 1 center (future Do Luong town), 3 development zones (Do Luong urban area, Giang Son urban area and Thuong Son urban area) and 4 dynamic axes (QL15, QL7C, QL7 and QL48E).
The planning orientation is divided into 3 regions (Northwest, Central and Southeast) to develop space, in the direction of both connecting with the overall development of Nghe An province, and effectively exploiting the potentials of the area.

The master plan for urban construction of Do Luong is established within the administrative boundaries of 14 communes and towns, including: the existing Do Luong town and the entire area of 11 communes. The total planning area is 7,930 hectares. The planning period is until 2040, with a vision to 2050 (first phase until 2030).
Do Luong urban area has the nature and function of being the political, administrative, economic, cultural - social, scientific, technical, service, and industrial center of Do Luong district and neighboring areas, playing a role in promoting the socio-economic development of Do Luong district, and is the core area when Do Luong district becomes a town.
At the regular meeting in October 2022, the Standing Committee of Nghe An Provincial Party Committee, Secretary of the Provincial Party Committee Thai Thanh Quy noted that from the concretization of the above planning of Do Luong, it is necessary to ensure compatibility with the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050 being approved, to ensure effectiveness.
Do Luong is the central district of the region, Do Luong town is identified as an important urban area along National Highway 7A, National Highway 7C, possessing many favorable conditions for development. In the planning orientation of the urban system of the whole province, Do Luong town is identified as the central area of the town.
Discussing the practical significance of Do Luong urban planning,UmbrellaMr. Nguyen Trong Hoi - Head of Economic - Infrastructure Department of Do Luong district emphasized: "In response to the requirements of innovation, the general planning of Do Luong urban construction aims to meet the needs of housing, urban technical infrastructure works, social infrastructure, public utilities serving urban residents, effectively exploiting land funds, and at the same time, having a proactive plan in managing and guiding construction investment.
Therefore, it is necessary to create an urban area with a scale, synchronous infrastructure, "unified architectural language", actively contributing to promoting the urbanization process and socio-economic development of Nghe An province; the establishment of a master plan for Do Luong urban construction is really necessary.
The general planning for urban construction in Do Luong has met the need to expand the local development space over the past years, because in reality the economic center of the district is currently concentrated along National Highway 7, the old Do Luong market, which is now crowded and cramped; there is no more space for development.

The planning project is implemented methodically, respecting traditional features combined with modern elements; planning goes ahead, creating the premise for the city to develop sustainably, prosperously and richly in identity.
That is why the Do Luong Urban Construction Master Plan has brought a "new look" commensurate with the development potential of a central urban area of Western Nghe An.

Mr. Nguyen Trong Hoi added,In the coming time, when the general planning for Do Luong urban construction is implemented, the urban development space will be expanded to the surrounding areas. The travel route of people and goods from the Western districts - Vinh city and coastal districts will tend to gradually shift to the 60m planning route connecting to National Highway 7C, instead of National Highway 7A as before. Industry, trade and services are also invested in and developed along these routes. Thus, the core area of Do Luong will gradually move to the Southeast, adjacent to the intersection of 5 radial - regional roads; forming a new commercial axis of the future urban area here.
Not only that, moving the center to the South of Do Luong also helps expand the urban development space for the entire Do Luong town in the future. This is the premise for Do Luong urban planning to follow the trend of modern urban areas in the world, ensuring harmony between infrastructure and natural landscape, with full amenities serving life.
