

Nghe An Newspaper received information about people's concerns about environmental pollution on Le Ninh Street through a document from the Fatherland Front Committee of Quan Bau Ward (sent to higher authorities in April 2024). Although the document is short, it is enough to mention very noteworthy information, specifically as follows:
“- Situation of households in blocks 7 and 8: Very upset right at the Namyangju road extension connecting to Le Ninh road due to the unfinished construction that has not been completed: The road is degraded, there is no electricity, it is flooded before it rains, and there are potholes when it is sunny, making it difficult to travel. The general appearance of block 8 is messy and environmental sanitation is seriously affected; 62 households whose land was cleared have been relocated, leaving behind empty houses, bricks, concrete, and construction materials dumped haphazardly, piled up; ditches and gutters are blocked, not airy; there are low-lying areas that often have water, causing mosquitoes and making it dirty when it rains lightly.
- Households in blocks 9, 10, 11: The Le Ninh road section passing through the block is currently not open, causing serious environmental pollution; construction waste and other types of waste are piled up. The ward People's Committee and the blocks have regularly propagated, but because the road is not open and far from people's houses, it is not possible to completely eradicate it. 23 households have had their stalls like that for 20 years now, not being allowed to build new ones and limited to repairs, which has seriously affected their business activities. Their houses are dilapidated, and they have to flood before it rains; there are families of 2 to 3 generations who have to live in one apartment, making life very difficult; for Workshop 467, we request that all levels have a plan to relocate them soon so that the unit can stabilize all aspects.

On April 2, on Le Ninh Street, the intersection with Namyangju Street, as reported by the Fatherland Front of Quan Bau Ward, within a range of over 400m, it is indeed a chaotic, shabby area, and is truly a black spot of environmental pollution in Vinh City. Le Ninh Street here is being interrupted by a number of houses, kiosks, and warehouses; the sections that have been invested in, although rarely exploited, have degraded over time. On both sides of the road corridor, there are also many types of bushes and grass growing wildly. On the road, there are many garbage spots. There are garbage spots that stretch for dozens of meters, with all kinds of garbage spilling onto the surface, narrowing the road, emitting a foul, foul smell. It is worth mentioning that in recent days, although the weather has changed to hot and humid, some locations on this road section are still like flooded areas, with stagnant water obstructing traffic...


The head of the Front Committee of Block 9, Quan Bau Ward is Mr. Nguyen Dinh Tan, 70 years old this year. Meeting him right at the largest garbage spot on Le Ninh Street, he said: "People are very upset, grassroots cadres are also very upset about this situation because environmental pollution has a negative impact on health..." Regarding the garbage, according to Mr. Tan, it comes from places in the city, dumped at times when there are few people passing by, such as late at night, early in the morning to avoid being detected. As for the cause, it is because Le Ninh Street has not been fully invested in for exploitation and residential arrangement along the route.
Head of the Front Committee of Block 9, Mr. Nguyen Dinh Tan expressed his wish: “Although Le Ninh Street has completed phase 1, it has not been opened yet, so the traffic volume on the route is low and the residential areas are sparse. These are the reasons why the street has become a garbage dumping site. Quan Bau Ward and residential areas have spent a lot of effort and money to clean up, even hired an environmental unit to handle the garbage, but it is still not enough. We hope that all levels will invest in opening the road so that the invested funds are not wasted, and at the same time, thoroughly handle the environmental pollution problem…”.

Also here, Ms. Vo Thi Thanh Ha - Chairwoman of the Vietnam Fatherland Front Committee of Quan Bau Ward said: Grasping the aspirations of the people, the Ward Front organization has reported on the pollution situation on Le Ninh Street to the superior agencies; and the document in April 2024 is not the first document.
Ms. Vo Thi Thanh Ha said: Due to the problem of site clearance and the road not being completed, Le Ninh Street has long been an area of environmental pollution. Because of the waste causing environmental pollution, every year the Vietnam Fatherland Front Committee of Quan Bau Ward receives many petitions from the people, officials and party members in the area, requesting a definitive solution to this problem. The government and the Fatherland Front organization have implemented many solutions, from propaganda among the people to organizing patrol teams to detect violations, but the illegal dumping of waste causing environmental pollution still occurs. Due to such difficult reality, the Vietnam Fatherland Front Committee of the Ward has had to report many times and petition the superior agencies to pay attention to handling it...".

According to the Chairman of the People's Committee of Quan Bau Ward, Tran Hoang Tuan, although he has not been working in this locality for a long time, he also recognizes this as a difficult problem, very difficult to handle completely. Showing a series of images of violators discovered by the ward's patrol forces, Mr. Tran Hoang Tuan said: "Quan Bau Ward has tried very hard in environmental protection work, has implemented strong solutions to handle violators but it is really not enough. When Le Ninh Street has not been opened, this is a very difficult problem to handle completely...".


Contacting a number of agencies of Vinh city, it is known that in early March 2024, the City People's Committee has developed a plan to accelerate the progress of site clearance for the Le Ninh road construction project (remaining section) to resolutely implement and move towards investment and completion of construction. According to this plan, there are still 3 areas of site clearance problems on Le Ninh road. Specifically, in the section from the Traffic Hospital to the 72m road (6 plots of land and 2 households with additional assets); the intersection of Nguyen Chi Thanh street (7 households in the Northern Food collective housing area; 8 plots of residential land, garden land); Quan Banh intersection (25 plots of land; Workshop 467, Technical Department of Military Region 4).
With the above information, on April 2, 2024, Nghe An Newspaper reporters contacted the official directly in charge of implementing the site clearance work on Le Ninh Street, Mr. Nguyen Sy Dieu - Vice Chairman of Vinh City People's Committee. During the discussion, in the past time, the city's departments, offices and units have focused on this work, and have achieved a considerable amount of work so far. Vice Chairman of Vinh City People's Committee Nguyen Sy Dieu said: "The city is determined to complete the site clearance work this year; in addition, around the third quarter of the year, the construction bidding will be organized. The city has identified the Le Ninh Street project as a project to welcome the Party Congress, so it will focus highly and resolutely implement it...".
