Visiting village 4, Linh Son commune, the first impression is the clean concrete roads, the cultural house with solid walls, the yard with corrugated iron roof, the spacious campus, full facilities, sports ground, the national flag and the red flag with hammer and sickle fluttering... Mr. Tran Huu Dao - Secretary of the Party Cell of village 4 (Duong Xuan village) proudly told us: That is the result of the Party's will - the people's heart, all united and unified, ladies.
Village 4 was merged from Village 6 and Village 7, with 2 residential clusters, the village area and the hill area, with 270 households and 1,050 people, of which 280 households are engaged in agricultural production. The Party cell has 56 party members who always promote the exemplary role of leading the way for the village to follow. For example, in the movement to build advanced new rural areas, in addition to the pioneering role of party members, especially party members in the army, police, retired key local officials, and party members at the place of residence, the Party cell committee has promoted and mobilized children far from home and the people to socialize the construction of 3 concrete roads with a length of 172m, with a total cost of 42 million VND; built a fence around the cultural house, a volleyball court, covered the roof with corrugated iron, and drilled wells with a total cost of 142 million VND.
Not stopping there, responding to the movement to build "green, clean, beautiful, bright and friendly" villages and hamlets, villagers have actively contributed their efforts and money to build flower beds, buy flower seeds and make green borders at the cultural house, and build 6 welcome gates/22 self-governing groups. "To gain solidarity and consensus from the people in the movement to build advanced new rural areas, promoting democracy is of great concern. The Party Committee and the village management board have developed a specific and detailed plan for each content that needs to be done, estimated costs, then brought it to the people for discussion, understanding and then implementation. Ensuring publicity and transparency in each stage so that people can promptly grasp, check and supervise", added Mr. Nguyen Hong Phi, Head of Village 4.
In addition, determining that new rural areas must first have new thinking, new ways of thinking, new ways of doing things, not only in daily life but also in economic development, hunger eradication and poverty reduction, Village 4 is also one of the leading units in changing crop structure, applying scientific and technical advances, introducing high-yield hybrid rice and corn varieties that are resistant to pests and diseases into production. Thanks to that, the total rice area of the whole village is currently 17.43 hectares, with an average yield of 65 quintals/hectare. In addition, the Party cell and the village management board also directed branches, unions, especially the farmers' association to propagate and mobilize people to invest in sugarcane on the Lam River bank, renovate mixed gardens, and plant fruit trees such as oranges, grapefruits, jackfruit, guava, and custard-apple. In particular, changing the method of small-scale farming to commercial farming, therefore, the total herd of livestock and poultry has developed strongly, with 240 buffaloes, cows, 150 goats, 340 sows, pigs for meat; 25,000 poultry. Some households invest in large-scale farming, with high income such as the households of Mr. Tuan Ha, Thanh Lam... The movement of planting paper raw materials has also developed strongly among households. Many households have spent tens of millions of VND to rent machines to dig up the garden and hill areas to plant paper raw materials and tea with a newly planted area of 15-20 hectares.
Implementing the Resolution of the Linh Son Commune Party Congress on land area conversion and land accumulation to increase income per unit area, the Party Committee of Village 4 has focused on leading and directing the conversion of some nooks and crannies, water surface areas after the summer-autumn rice harvest to raise fish in the third crop for high productivity... In addition, promoting the development of service types such as carpentry, construction, food services, unburnt brick production, transportation services, and labor export. Thanks to that, the average income per capita in the village reached nearly 40 million VND/year, the rate of poor households according to the new standards is 14 households.
In a warm and cheerful conversation over a pot of green tea with people who have decades of experience “carrying the prison” in village 4, we heard a lot about the revolutionary tradition of the village and the commune. After that, the village cadre took us to visit the National Historical Site of Hieu Yen Xuan – where the first Communist Party cell of Nghe An province was established in 1929. It is a 2-storey house made of wood, roofed with slate tiles, the stairs are also made of wood, inside the house hangs 2 very impressive parallel sentences “Selling honey, selling sugar, not water – Trading thousands, trading ten thousand, not trading officials”.
Mr. Cao Xuan Dao - former Party Secretary of Linh Son commune, also a citizen of village 4, currently helping the commune preserve and also acting as a tour guide at the Hieu Yen Xuan National Historical Site, said: In 1922, a group of "confidants" including patriotic young people of Duong Xuan and Yen Linh villages such as: Hoang Khac Bat, Phan Thai At, Cao Xuan Uy, Phan Hoang Thiem... contributed capital to open a store named: Hieu Yen Xuan, selling traditional medicine, groceries, and clothing; at the same time, it was a place to travel, propagate, nurture cadres for the revolution and build a fund for charity.
In 1926, the association established contact with the Vietnam Revolutionary Youth Association (abbreviated as Thanh Nien). Realizing that Yen Xuan was an important revolutionary base, the Youth Organization sent comrade Duong Dinh Thuy to build the base, gather enlightened progressive people, and establish the first Vietnam Revolutionary Youth Association sub-group in Anh Son at Hieu Yen Xuan. The Youth Association's bases were built strongly in 2 years (1928-1929). Hieu Yen Xuan became the contact point of the Youth organization in Anh Son.
In September 1929, the revolutionary movement in Anh Son developed strongly. Comrade Nguyen Phong Sac - Central Party Committee member, in charge of the Central Region Party Committee, came here to convene a secret conference to announce the establishment of the first Indochinese Communist Party cell in Anh Son. In November 1929, also at Hieu Yen Xuan, the Nghe An General Farmers' Association was established, with comrade Phan Thai At as Secretary. He was a son of Duong Xuan village, Linh Son commune. Under the leadership of the Party, the revolutionary movement grew more and more. Hieu Yen Xuan became the Party's liaison and financial base, where the people's movement was organized and directed during the Nghe - Tinh Soviet period. The activities of the cell were recognized and highly appreciated by comrade Nguyen Phong Sac - Central Party Committee member, in charge of the Central Region Party Committee. The name of comrade Phan Thai At is also the name of a secondary school, right next to the current headquarters of the People's Committee of Linh Son commune.
“Previously, the lower floor of Yen Xuan Shop was used to sell groceries, traditional medicine, and clothing. The upper floor was used for medical examinations and was also a place for secret meetings. Currently, the relic still preserves some artifacts of the shop such as: a cabinet for traditional medicine, a money box, a sewing machine, and portraits of revolutionary activists in 1930-1931. This place has become a red address for traditional education for the younger generation,” added Mr. Cao Xuan Dao.
For the people of village 4 (Duong Xuan village), Linh Son commune - Hieu Yen Xuan National Historical Relic is a symbol and pride of the revolutionary homeland. Therefore, according to Mr. Nguyen Hong Son - Chairman of the Fatherland Front of Linh Son commune: Previously, the road to Hieu Yen Xuan National Historical Relic was narrow and degraded, making it very difficult to travel. When the People's Committee of Anh Son district had a policy of concentrating resources, prioritizing the construction of the road to Hieu Yen Xuan National Historical Relic (Duong Xuan village) with a length of 990m, the capital of up to 4 billion VND. The Party Committee and the government of Linh Son commune determined to expand the road to Hieu Yen Xuan National Historical Relic from 3.5m to 7.2m, with 1m of pavement on each side, the people of Duong Xuan village unanimously donated land, "broke" the fence to make a road to the "red address". Typically, Mr. Tran Huu Cuong's family donated 44 m2Residential land, 14m fence, and many solidly built structures...
According to the village elders, the revolutionary tradition of their ancestors is also the driving force for the people of village 4 (Duong Xuan village) to unite and join hands to build and develop their homeland today. This is also the village with the largest number of party members, second in Linh Son commune, and many children have been and are working as cadres. "Currently, there are 7 cadres who are commune leaders, leaders of mass organizations, political and social organizations at the commune level who are citizens of village 4 (Duong Xuan village). Children in village 4 have a good study emulation movement, the number of advanced students or better every year is about 205 children, especially in the 2022-2023 school year, 6 children passed the university entrance exam with high scores, including Hanoi Medical University, Hanoi University of Science and Technology..." - Party cell secretary Tran Huu Dao excitedly said.
Village 4 is also a village with the movement "All people unite to build a cultural life in residential areas", the sports movement is strongly developed, achieving many high achievements. The whole village has 84% of families achieving the title of Cultural Family; security, order, and social safety are maintained, village and neighborhood relationships are nurtured, people trust in the policies, laws of the Party, the State and the management and leadership capacity of the Party cell and the village management board. "This is also the only village in Linh Son commune and 1 of 2 villages in Anh Son district chosen to build a model of "baseline mediation team", Mr. Nguyen Van Khanh - Justice officer of Linh Son commune added.
Leaving village 4, walking on the smooth concrete roads, with colorful flags and flowers... we clearly felt the power of the consensus between the Party's will and the people's heart, creating a new vitality and a new look for this revolutionary countryside.
