'Maintain and spread the image of veterans - Uncle Ho's soldiers in all conditions and circumstances'
That was the emphasis of Prime Minister Pham Minh Chinh at a working session with the Central Standing Committee of the Vietnam Veterans Association on preparations for the 7th National Congress of the Vietnam Veterans Association, term 2022-2027.

Also attending were: Politburo member, Minister of National Defense, General Phan Van Giang; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Minister of Construction Nguyen Thanh Nghi; Chairman of the Vietnam Veterans Association, Senior Lieutenant General Nguyen Van Duoc; leaders of a number of relevant ministries, branches and agencies.
According to the report of the Central Veterans Association (CCB), currently, the Vietnam Veterans Association has 110 Association organizations directly under the Central Association; 702 Association organizations at the district level and 14,572 Association organizations at the grassroots level; with more than 3 million members.
Implementing Directive No. 02-CT/TW of the Secretariat, the Party Committee of the Veterans Association directed the Central Executive Committee of the Association to issue resolutions and provide guidance on the preparation and implementation of the Veterans Association Congresses at all levels. Up to now, the Veterans Association Congresses from the grassroots level to the level directly under the Association Central Committee have been completed. The congresses at all levels have achieved good results, fully implementing the four contents, truly being a broad political activity for the Association organizations at all levels and all members.
Currently, the Association of War Veterans is also fully preparing for the 7th Congress of Delegates of the Vietnam Association of War Veterans, including preparing a political report to submit to the Congress, the content of amending the Association's charter, personnel work...

At the meeting, the Standing Committee of the Vietnam Veterans Association made a number of recommendations and proposals related to public allowances for grassroots-level Association officials; health insurance support; support for veterans with difficult housing circumstances... Leaders of a number of relevant ministries and branches spoke to respond to the recommendations and proposals of the Vietnam Veterans Association; coordination and support for the Veterans Association to organize the Congress for the next term.
Concluding the working session, the Prime Minister affirmed that the Veterans Association is a socio-political organization; the role, position and importance of the Veterans Association have been shown in the regulations of the Party and the State. On behalf of the Government, the Prime Minister acknowledged and highly appreciated the role and achievements of the Association in the past term, contributing to the achievements in socio-economic development, strengthening national defense and security; being a reliable political support for the Party, the government and the people, contributing to beautifying the image of Uncle Ho's soldiers, affirming that the establishment of the Veterans Association is a correct policy of our Party and State.
The Vietnam Veterans Association has built a strong Association in terms of politics, ideology and organization; performed well the function of representing, caring for, and protecting the legitimate and legal rights and interests of its members and veterans; contributed to beautifying the image of Uncle Ho's soldiers; affirmed that the establishment of the Veterans Association is a correct policy of our Party and State.

The Association has actively and effectively implemented the assigned political tasks. Accordingly, it participates in building and protecting the Party, the government, the socialist regime and the people; supervises and criticizes society, participates in the fight against corruption, negativity, crime and social evils; educates the tradition of patriotism, self-reliance and self-reliance for war veterans and the younger generation; educates political ideology, builds a great solidarity bloc; mobilizes, cares for, and helps each other in production, business, sustainable poverty reduction, legal enrichment and people-to-people diplomacy.

The Prime Minister pointed out some outstanding results that the Association at all levels has achieved such as: Actively mobilizing businesses, entrepreneurs, and members to donate, support, and participate in the prevention and fight against the Covid-19 pandemic, with a total value of over VND 800 billion; 5,760 Covid-19 prevention and fight teams at the grassroots level with nearly 500,000 officials and members participating...
Currently, the Association has over 8,300 enterprises, nearly 1,700 cooperatives, nearly 3,500 cooperative groups, over 186,000 farms, family farms... attracting nearly 775,000 workers.
Veterans Association members have donated nearly 2,000 billion VND, more than 4.2 million working days, and more than 5.7 million m2land for rural roads; participated in upgrading and maintaining more than 26,700 km of rural roads and intra-field canals; participated in building and repairing more than 3,000 bridges and culverts of all kinds; participated in building and repairing nearly 5,300 schools, classrooms, cultural and sports facilities...
Regarding the preparation work for the 7th National Congress of the Vietnam Veterans Association, term 2022-2027, the Prime Minister assessed that the Association has thoroughly grasped and seriously implemented the regulations of the Central Committee, Directive No. 02-CT/TW of the Secretariat on leading the Congress of Veterans at all levels and the 7th National Congress of the Vietnam Veterans Association.
Proactively overcome difficulties, advise, coordinate, guide, and direct the successful organization of the Congress of War Veterans Associations at all levels, from the grassroots to the provinces and centrally-run cities, achieving good results, ensuring quality, practicality, and truly being a broad political activity, a festival for all cadres and members of the War Veterans Association nationwide.
At the same time, thoroughly grasp the Party's guidelines, policies, and the State's laws, especially the Resolution of the 13th National Party Congress, closely following the activities and tasks of the Association in the coming term. Proactively prepare documents, personnel work, and organize the 7th National Congress of the Vietnam Veterans Association for the 2022-2027 term in a strict, comprehensive, scientific manner, ensuring quality, content, and principles.

The Prime Minister basically agreed with the theme of the Congress: Promoting the nature of "Uncle Ho's soldiers", the tradition of Loyalty - Solidarity - Exemplary - Innovation, building a strong and comprehensive Association, excellently completing its tasks. Contributing to the successful implementation of the Resolution of the 13th National Congress of the Party.
Regarding the key tasks for the 2022-2027 term, the Prime Minister proposed continuing to lead and direct all levels of the association and its members to promote the nature of "Uncle Ho's soldiers" in the new conditions; further improve the quality of political and ideological education for all levels of the association, cadres and members; propagate and encourage war veterans and former soldiers to actively study and train, improve their political qualities and revolutionary ethics; actively participate in building and protecting the Party, the government, the socialist regime and the people.
All levels of the Association need to actively participate and implement the grassroots democracy regulations; contribute to maintaining political stability in the locality; do a good job of propaganda and education on the Party's guidelines and policies, the State's policies and laws on war veterans. Continue to coordinate with all levels, sectors, organizations and localities to organize well the education of traditions for the younger generation, actively contributing to the cause of building and defending the Fatherland.

The Association at all levels needs to be more proactive in coordinating with all levels and sectors to care for the material and spiritual life of war veterans and former soldiers; encourage war veterans to uphold the spirit of self-reliance, care for and create conditions to help each other in production, business, poverty reduction, and legal enrichment; carry out well the activities of solidarity, connecting comrades, teammates and people; maintain and spread the image of "Veterans - Uncle Ho's soldiers" in all conditions and circumstances.
The Prime Minister requested to focus on building a strong association from the central to grassroots levels in terms of politics, ideology, organization and ethics; building a team of exemplary association officials at all levels; and doing a good job of developing new members to ensure quality.
The Prime Minister requested that the Central Committee of the Vietnam Veterans Association continue to do a good job of preparing for the 7th National Congress of the Vietnam Veterans Association for the 2022-2027 term under the direction of the Secretariat; at the same time, proactively advise the Politburo and the Secretariat and closely coordinate with central and local departments, ministries and branches to deploy preparations and organize the congress successfully, ensuring the content, principles and quality according to plan.
The Head of Government requested ministries, branches, provinces and centrally run cities to facilitate coordination in organizing the Congress and promoting emulation movements to welcome the 7th National Congress of the Vietnam Veterans Association, term 2022-2027, ensuring solemnity, practicality, efficiency, safety, economy and on schedule.

Regarding the proposals of the Vietnam Veterans Association, the Prime Minister basically agreed on the settlement policy; at the same time, assigned relevant ministries and branches to consider and resolve according to their authority, in accordance with practical conditions, ensuring compliance with legal regulations. Regarding the proposal to support veterans with difficult housing circumstances, the Prime Minister requested the Veterans Association to continue to promote a proactive spirit, coordinate with the Ministry of Construction, the Ministry of Labor, War Invalids and Social Affairs, and People's Committees at all levels to review, synthesize, and continue to implement support according to current policies, and at the same time, study new appropriate policies, and propose to competent authorities for consideration and decision.
Previously, visiting the Traditional Room of the Vietnam Veterans Association, recording the Golden Book of the Vietnam Veterans Association's tradition, the Prime Minister wished that generations of veterans and former soldiers would continue to uphold and promote the nature of "Uncle Ho's soldiers", the tradition of "Loyalty - Solidarity - Exemplary - Innovation" of the Association, build a comprehensively strong Vietnam Veterans Association, successfully complete its tasks, and contribute together with the entire Party, people and army to successfully build and firmly protect the socialist Vietnamese Fatherland./.
