The boy was accused of being a thief and addicted to games, so his uncle used a large chain to wrap around his neck and locked him up.

On March 1, Trieu Son District Police (Thanh Hoa) invited relevant people to verify the case of Le Ba Nam (5th grade student, Khuyen Nong Primary School) being chained by his relatives.

Mr. Nguyen Van Trung, Chief of Khuyen Nong Commune Police, said that the investigation agency will clarify signs of child abuse.

On February 28, a video appeared on social media showing a boy named Nam wearing many iron chains around his neck and having the chains locked in place. Out of shame, the boy wore a jacket pulled up around his neck to hide the iron chains.

Some locals discovered the incident and reported it to the Khuyen Nong commune police. The boy was then taken to the committee headquarters and had his chains removed.

Authorities said Nam is the biological son of Le Ba Ninh, a resident of Khuyen Nong Commune. The boy is a 5th grade student at Khuyen Nong Primary School.

The old woman said that Nam had previously stolen gold, silver and wedding money from his uncle and aunt to sell to play games. “Nam was only chained, not beaten or abused,” she said.

Ms. Bui Thi Hoang, Principal of Khuyen Nong Primary School, said that Nam is a problem student at school. The homeroom teacher often contacts the family to teach and discipline him, but has not been able to meet the parents.

According to Nguyen Trong Van, Chairman of the Khuyen Nong Commune People's Committee, as soon as the incident was discovered, the local authorities requested that the chain around Nam's neck be removed immediately, a report was drawn up and the boy was sent home. "The chain around the boy's neck was made of 6mm steel," Van said.

The authorities have asked the family not to commit similar acts and to educate the child in accordance with the law. The commune police also asked Nam to write a self-criticism and pledge not to repeat the theft.

Regarding the incident, Trieu Son District Police are working with the owner of the internet cafe where Nam often plays video games to identify the person who bought the gold the boy stole from his relatives.
