Coming to Long Xa commune (Hung Nguyen), a purely agricultural commune located along the Lam River, established in 2020, on the basis of merging two communes of Hung Long and Hung Xa, we witnessed a fresher appearance after the locality completed the criteria for building advanced new rural areas (NTM) in 2022. Walking on the wide open concrete roads with rows of trees, lighting systems... everyone noticed the change in the landscape and environment of the countryside.
To achieve this result is the result of the local efforts and endeavors to unite the people in the determination to innovate in thinking, working methods and lifestyle. Talking to us about these achievements, comrade Le Xuan Que - Secretary of the Party Committee of Long Xa commune shared: Promoting the results achieved in building new rural areas, the Party Committee and the commune government continue to mobilize to create unity in awareness and action among cadres and people on building advanced new rural areas. In particular, focusing on building infrastructure such as electricity, roads, schools, stations, cultural houses, playgrounds, training grounds, and renovating houses in residential areas, with a total mobilized capital of nearly 294 billion VND; of which the state budget at all levels is nearly 150 billion VND; people and children far from home contributed more than 144 billion VND and thousands of working days. Up to now, the spiritual and material life of Long Xa people has been significantly improved; the economy has developed quite comprehensively; Many large-scale fields and production linkage models have been invested in, contributing to increasing people's income. The Party Committee has been recognized as clean and strong for many consecutive years, and the government and its departments and organizations have been recognized as excellent.
Located in the North of Hung Nguyen district, in a semi-mountainous terrain, with many hills and low-lying areas, Hung Yen Nam commune has 2,157 households, 8,185 people, distributed in 8 hamlets, the proportion of Catholics accounts for nearly 80% of the population, has 3 parishes (Dong Son, Trang Nua, Yen Thinh), 7 parishes, 5/8 hamlets have all Catholics. As a difficult commune of Hung Nguyen, by 2021, Hung Yen Nam had only achieved 11/19 criteria, not meeting the criteria related to cultural institutions, infrastructure such as schools, roads, and lighting.
Faced with that situation, to recover, the Party Committee rearranged the personnel apparatus, increased the operational efficiency of grassroots party organizations, created trust among the people in the leadership and direction of the Party Committee and the government to mobilize people to unite and join hands to build a commune that meets the new rural standards; mobilized people to contribute to upgrading and renovating village roads, intra-field traffic and lighting systems. In the past 6 years, the whole commune has mobilized more than 109 billion VND to build traffic infrastructure, electricity, canals, schools, commune health stations, and cultural houses, of which people contributed more than 23 billion VND, accounting for 21.22%. Hung Yen Nam has made a spectacular transformation to become a new rural commune, and was recognized as meeting the new rural standards in early 2023.
Building Hung Nguyen into a New Rural District is the biggest goal that the District Party Committee is interested in and focuses on directing in the first half of the 2020-2025 term. Although there are still many difficulties, the communes have actively mobilized, socialized, integrated resources, invested, and supplemented policies and mechanisms to build new rural areas. In the period of 2021-2023, the whole district has renovated and upgraded nearly 98km of roads and intra-field traffic; nearly 30km of canals and 130 new works with a total capital of 252 billion VND.
Up to now, the whole district has 17/17 communes meeting new rural standards. Of which, 3 communes have achieved advanced new rural standards, and it is expected that by the end of 2023, 1 commune will achieve advanced new rural standards and 1 commune will achieve model new rural standards. It is from the new rural construction movement that the homeland of the Nghe Tinh Soviet revolutionary movement has changed a lot and achieved many important achievements in socio-economic development.
The Resolution of the Hung Nguyen District Party Congress for the 2020-2025 term clearly defines the goal: Striving to turn Hung Nguyen into a new rural district and a fairly developed district of the province. In order for the Resolution of the Congress to soon come into life, the Standing Committee of the District Party Committee has directed Party committees and grassroots party organizations to seriously implement and concretize it into monthly, quarterly and annual work programs; identify key areas, breakthroughs, and development strengths of the district to lead and create positive effects in all fields.
In particular, the District Party Committee focused on leading the implementation and had many clear changes in economic development. In the agricultural sector, the district has developed in the direction of intensive investment to increase productivity, improve product quality, and form many areas for commercial rice production.
At the same time, the district focuses on developing industrial and handicraft production establishments. The industries have been shaped and shifted in a positive direction, increasing the proportion of industry in the economic structure. The whole district has 139 production establishments. Currently, the district People's Committee is implementing the planning of the Hung Yen Industrial Park Cluster in Hung Yen Nam commune with an area of 30 hectares, a total cost of 165 billion VND, expected to be completed in 2024. When the industrial cluster is completed, it will create jobs for people in Hung Trung, Hung Yen Nam and Hung Yen Bac communes. In addition, in the district, there is VSIP Industrial Park, which has 41 customers signing investment commitments, of which 37 projects have been granted Investment Certificates with a capital of 798 million USD and attracting 14,000 workers. Thanks to that, the average economic growth rate in the 2021-2023 period is estimated at 13.53%, while the Congress' target is 9.5-10.5%.
Along with developing industries, the district focuses on mobilizing resources to build works, infrastructure, and build new rural areas. Since the beginning of the term, the district has invested 10,188 billion VND. There are many important projects that have been, are being, and are expected to be invested in such as: Youth Park under the project of the Memorial Complex of the late General Secretary Le Hong Phong; Preservation and development of Nghe Tinh Soviets; Upgrading and expanding Hoang Muoi Temple; resettlement areas for site clearance of the North-South Expressway; District Sports and Physical Training Center; Road to Hung Yen Nam Industrial Park; Traffic route connecting National Highway 46A with Road 542C through Hung Dao commune, etc.
In addition to the outstanding marks on the economic picture, cultural and social activities continue to have many changes. The quality of key education is among the top in the province. The implementation of social security policies, especially for policy families, people in difficult circumstances, etc., is of concern; social security is guaranteed, people's lives are constantly improved. Politics is stable, national defense, security, order and social safety are maintained. The work of building and rectifying the Party and the political system is promoted comprehensively, continuously, synchronously, drastically, effectively and efficiently.

The Secretary of the District Party Committee said that in order to achieve the goals set out in the Resolution, the District will focus on reviewing and analyzing each target to have appropriate tasks and solutions, and give strong direction to strive to complete and exceed the goals of the Congress Resolution, especially the targets that are low and difficult to achieve. That is to promote economic restructuring towards increasing the proportion of industry and services, reducing the proportion of agriculture; focus on developing agriculture towards high-tech agriculture associated with linkages in production, developing and increasing the value of OCOP products; focus on attracting investment programs and projects suitable to the potential advantages of the district, removing difficulties and obstacles to continue attracting investors to production and business in VSIP Industrial Park to create a major breakthrough in restructuring; focus on investing in infrastructure to create highlights, developing Hung Nguyen district towards a satellite city of Vinh city.
