Hung Nguyen: Many solutions to arrange and streamline the staff and civil servants at the commune level

Pressure to simultaneously arrange and streamline cadres and civil servants due to the arrangement of administrative units and reduction according to Decree No. 34 of the Government, but with a determined spirit, Hung Nguyen district has set a determination to bring the number of cadres and civil servants back to the regulations by the end of 2022 for non-merged communes and by the end of 2024 for merged communes.

Reorganizing the apparatus, streamlining the payroll, and improving the effectiveness and efficiency of agencies and organizations in the political system are major policies of the Party and Party committees at all levels. In Hung Nguyen, implementing the policy of merging 23 commune-level administrative units down to 18 units, resulting in a large number of redundant cadres and civil servants with a total of 95 people. Along with that, the implementation of Decree No. 34 of the Government and Decision No. 35 of the Provincial People's Committee also created additional pressure to reorganize and reduce cadres and civil servants at the commune level in the district.

According to Mr. Hoang Nghia An - Head of the Department of Internal Affairs of Hung Nguyen district, arranging and reducing the number of redundant cadres and civil servants is an extremely difficult problem, because it is related to jobs and income. On the other hand, many of them are young and have contributed for more than 10 - 15 years, but are not old enough to retire according to the current regime and in the past, there has not been a strong enough policy mechanism to encourage this team to change jobs to other fields. However, it is clear that this is a task that must be done and cannot be delayed, because Decision No. 35 of the Provincial People's Committee has provided a roadmap for resolving the surplus, by the end of 2022 for communes that do not merge and by the end of 2024 for communes that merge, the number must be ensured according to regulations. Accordingly, the district Party Committee and government set out requirements, arrange and reduce the number of people working at the commune level as the responsibility of the political system from the district level, especially highlighting the role and responsibility of the head of the district Party Committee and government in propagating and mobilizing cadres and civil servants to retire, retire according to the regime or transfer to other jobs; associated with the implementation of serious annual assessment and classification of cadres and civil servants, as a basis for streamlining and removing from the apparatus those who do not meet the requirements of the tasks.

In Long Xa commune, after the merger (early 2020), the locality had a surplus of 11 cadres and civil servants. Along with the propaganda and mobilization of 2 cadres and civil servants to retire according to the regime and 1 person who is in the process of retirement, 1 person transferred to a position within the commune, according to comrade Le Xuan Que - Secretary of the Party Committee of Long Xa commune, the district also actively arranged and transferred 2 cadres and civil servants to other communes. Similarly, in Chau Nhan commune, after the merger, the locality had a surplus of 16 people. Up to this point, with the efforts of the commune and district, the locality has arranged and reduced 6 people, including 2 people retiring according to the regime; 3 people transferred to other communes and 1 person was seconded to the district. Currently, the commune has mobilized and completed the paperwork procedures to have 2 more people retire according to the regime in early 2023. Or in Hung Nghia commune, by the end of 2022, the commune has propagated and mobilized 7 cadres and civil servants to retire according to the regime.

At the district level, by the end of 2021, after nearly 2 years of implementing the merger, Hung Nguyen has resolved retirement at the right age, waiting for retirement, resignation, early retirement, resignation according to Resolution No. 15/2019/NQ-HDND and transferred to other communes, seconded to the district with a total of 39 people. Thus, in the merged communes, by the end of 2021, there were 56 surplus cadres and civil servants and in the non-merged communes, there were 10 surplus cadres and civil servants, the total surplus in the district was 66 people.

According to the regulations on the number of cadres and civil servants in Decree No. 34 of the Government and Decision No. 35 of the Provincial People's Committee (type 1 communes are arranged with a maximum of 22 people, type 2 with 20 people, type 3 with 19 people (excluding the position of Commune Police Chief due to the arrangement of regular police), at the end of 2021, the whole district of Hung Nguyen had a surplus of 66 commune-level cadres and civil servants. However, according to Decision No. 80 of the Provincial People's Committee, issued on December 28, 2021, stipulating the structure of civil servant positions in communes, wards and towns, type 1 communes and towns are arranged with a maximum of 10 people, type 2 communes are arranged with 8 people and type 3 communes are arranged with 7 people, the number of full-time cadres is calculated as 12 positions but in reality only 11 people are arranged for type 1 and type 2 communes and 11 positions but in reality only 10 people are arranged. people for type 3 communes - because the position of Chairman of the People's Council is held concurrently by the Party Committee Secretary and is entitled to a concurrent allowance. Therefore, the maximum number of cadres and civil servants of communes and towns is 21 people, type 2 communes are 19 people, type 3 communes are 17 people. Compared with the provisions of Decree No. 34 of the Government and Decision No. 35 of the Provincial People's Committee before, each administrative unit of communes and towns continues to reduce 1 person working. Thus, in addition to resolving the surplus of 66 commune-level cadres and civil servants according to Decree No. 34 of the Government and Decision No. 35 of the Provincial People's Committee, Hung Nguyen district must continue to reduce 18 commune-level cadres and civil servants, and the total reduction in the period of 2022 - 2024 is 84 people.

In order to create concentration and determination of Party committees and authorities from district to grassroots levels in arranging and resolving redundancy, on January 19, 2022, the Standing Committee of the District Party Committee issued Directive No. 03 on arranging the team of cadres and civil servants at the commune level. Accordingly, on February 21, 2022, the District People's Committee issued a Project to resolve redundancy and arrange the team of cadres and civil servants at the commune level to ensure the prescribed number.

Comrade Nguyen Thi Thom - Member of the Provincial Party Committee, Secretary of the Hung Nguyen District Party Committee said: The guiding viewpoint of the District Party Committee Standing Committee in the arrangement is to ensure compliance with the regulations of the Party, the State and the actual situation of the locality; the method of work must be scientific, strict, methodical, cautious, suitable to reality and effective. The arrangement of cadres and civil servants at the commune level must be associated with the arrangement of the apparatus to ensure streamlining, effective and efficient operation, and improve the quality of the team's activities.

The Standing Committee of the Nguyen Thi Thom District Party Committee also set out the requirements for the responsibility of the Party Committee and the communal government, especially the leaders, in propaganda, mobilization, and persuasion, along with the accurate annual assessment and classification of cadres and civil servants, creating high unity in the political system and consensus of each individual; focusing on ensuring the regimes and policies for cadres and civil servants subject to rearrangement and streamlining; and ensuring the arrangement and reorganization on schedule.

“Along with resolving the surplus and streamlining of commune-level cadres and civil servants, the district focuses on training, fostering, and improving the quality of the team, combining review to rearrange and reassign cadres in places where there is not high internal consensus or the movement is slow; promoting the exemplary role of leaders at all levels, sectors, agencies, and units…” – Secretary of the Hung Nguyen District Party Committee emphasized.

Based on the directive of the Standing Committee of the District Party Committee and the project of the District People's Committee, localities have actively implemented with many drastic solutions. By the end of 2022, the whole district plans to resolve the surplus of 40 commune-level cadres and civil servants (because some cases are being submitted to the province for approval), including retirement according to the regime, resignation, resignation and rotation to the district. Thus, the number of surplus cadres and civil servants is 44 people.

According to the opinions of comrades Tran Xuan Hien - Secretary of the Party Committee of Hung Nghia commune, Le Xuan Que - Secretary of the Party Committee of Long Xa commune and Le Khanh Quang - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Chau Nhan commune, currently, the remaining people are mainly born between 1982 and 1988 and have met the standards of university qualifications (including people with 2 university degrees) and intermediate political qualifications; therefore, mobilizing these people to retire will be more difficult. In fact, the settlement of surplus in the past only focused on those who were old enough to retire; the number of cadres and civil servants reduced through resignation is still small. This not only makes it difficult for merged communes to fulfill the surplus settlement target but also makes it difficult for non-merged communes, especially Hung Linh, Hung My, Hung Tay, Hung Yen Nam communes...

To solve this problem, some opinions suggest that the province and district need to balance the budget to support insurance payments for the remaining years or provide financial support to motivate redundant officials and civil servants, creating favorable conditions for communes in implementing the surplus settlement targets.
