It is a place where many quintessential values, rich in national identity, and many famous landscapes and landscapes are crystallized.

With diverse natural conditions, rich resources, and abundant human resources, Nghe An is often referred to as "Vietnam in miniature". The province is located in the center of the North Central region, on the country's vital North-South traffic axis, conveniently connecting with the Lao People's Democratic Republic and the northeastern provinces of Thailand; It is the province with the largest area in the country with 16,486.49 km2, 82km long coastline, 468.281km border; population of 3.4 million people - ranked fourth in the country... Nghe An plays a particularly important role in the development strategy of the North Central region in particular and the Central Coast in general.
According to the assessment of General Secretary Nguyen Phu Trong: “The North Central region and the Central Coast are truly strategic areas of special importance in terms of politics, economy, culture, society, national defense, security and foreign affairs of the whole country; Being the “front” of the country, the “gut” of the Fatherland, the “gateway” to the sea, the “support” for the Central Highlands provinces, connecting the East-West economic corridor with international maritime and aviation routes, many large seaports and airports; Having a strategic geographical position for economic exchange between the North and the South and the East and the West; Having close relations with the Central Highlands, with neighboring countries Laos, Northeastern Cambodia, Northeastern Thailand and Myanmar, so it is of great significance for the development of the marine economy and ensuring national defense, security, and maintaining the sovereignty of the sea and islands of the Fatherland…”.

Resolution 26 sets out the goal by 2030: “The North Central and Central Coast regions will be dynamic, fast and sustainable developing regions, strong in marine economy; have synchronous and modern socio-economic infrastructure, highly resilient to natural disasters, epidemics and effective adaptation to climate change; have a number of large industrial, service and international cooperation centers of the country with coastal economic zones and coastal urban systems meeting national and regional standards…”. Vision by 2045: “The North Central and Central Coast regions will be fast and sustainable developing regions, strong in marine economy; have a number of large industrial, service and international cooperation centers on par with the Asian region with modern coastal economic zones, a smart, sustainable coastal urban system with its own identity, friendly to the environment…”.
To realize those goals, Resolution 26 clearly states: “High consensus at all levels and sectors on the role, position, and importance of the region and regional development linkage; Considering regional development linkage as an inevitable trend, a driving force connecting and leading the development of localities in the region”.
Resolution 26 also mentions the important role and position of Nghe An in regional development solutions: “Review and adjust mechanisms, policies and investment resources to improve the effectiveness of cooperation in developing inter-provincial plans such as: South Thanh Hoa - North Nghe An, South Nghe An - North Ha Tinh ...”. Promote investment in regional economic and social infrastructure, especially transport infrastructure, call for and promote investment in the Hanoi - Vientiane expressway (section through Nghe An), upgrade the airport system, seaports, expressways, modernize the North - South railway through the region. “Develop Da Nang city, Vinh city and Hue city into the core of specialized medical centers”, “Vinh city becomes the northern cultural center of the region” ...


Appreciating the role and importance of Uncle Ho's hometown, the Central Government has had major policies to promote Nghe An to develop strongly, commensurate with its role and position in the period of innovation, integration and development of the country. Notably, previously, on July 30, 2013, the 11th Politburo issued Resolution No. 26-NQ/TW on "Orientations and tasks for the development of Nghe An province by 2020" with the goal of striving to build Nghe An into a fairly developed province in the Northern region by 2015 and basically become an industrial province by 2020. On November 13, 2021, the National Assembly also issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province...
Along with the attention and direction of the Central Government, Nghe An has also proactively coordinated, cooperated, and exchanged information and experiences with localities, especially the 6 provinces in the North Central region; Coordinated with Ha Tinh and Thanh Hoa provinces to submit to the Prime Minister for promulgation Decision No. 1447/QD-TTg, dated September 16, 2009, on approving the adjustment of the construction planning of the South Thanh Hoa - North Nghe An region to 2020 and the vision after 2025; Decision No. 2082/QD-TTg, dated November 21, 2011, on approving the construction planning of the South Nghe An - North Ha Tinh region to 2025. In particular, in the work of planning the province for the period 2021 - 2030, with a vision to 2050, it has implemented the collection of opinions from localities in the region to improve quality and ensure regional linkages in the development process.

Based on the planning of the Southern Nghe An - Northern Ha Tinh region, Nghe An province has coordinated with Ha Tinh province to build connecting infrastructure such as Cua Hoi bridge, Ben Thuy 2 bridge, Yen Xuan bridge...; gradually connecting and developing the space of Hoang Mai and Dong Hoi Industrial Parks (Nghe An) with Nghi Son Economic Zone (Thanh Hoa)... Forming a number of VSIP, WHA, Hoang Mai 1 industrial parks with synchronous and modern technical infrastructure, affirming the position and role of a driving force in attracting investment and developing the province's economy. Currently, the work of attracting investment in the industrial sector in Nghe An has had many positive changes, especially large-scale FDI projects in the field of electronic components manufacturing, gradually forming a center for manufacturing electronic equipment and high-tech equipment in the North Central region.

Nghe An is also gradually building Vinh city into a center of finance, trade, tourism, science - technology, information technology, high-tech industry, healthcare, culture, sports, education - training in the North Central region... Currently, the province is focusing on mobilizing resources to invest in construction, renovation and upgrading of strategic traffic routes: Upgrading and expanding Vinh International Airport, Cua Lo deep-water port, expressway connecting Cua Lo town - Vinh city to Nam Dan district... Creating favorable connections for socio-economic development.
Nghe An is considered the leading province in the North Central region in building policy mechanisms, creating breakthroughs in educational development. There are currently 6 universities in the province. Vinh University was selected to be built into a national key university at the regional level. The healthcare network has been consolidated and developed synchronously from the provincial level to the grassroots level, many specialized centers have been established (Cardiovascular Center; Stroke Center, Tropical Disease Center, Reproductive Support Center at the Provincial General Hospital...); a number of hospitals have been identified to become the final hospitals of the region, gradually affirming themselves as medical centers of the North Central region...

In addition to the advantages, Nghe An also frankly acknowledged that in the development and cooperation of regional linkages in recent times, there are still many difficulties and shortcomings that need to be overcome; that is: The linkage and cooperation between Nghe An and localities in the country, especially the provinces in the region, are not regular, not practical, and the efficiency is still low; Vinh City's development is not commensurate with its position and potential, and there is no outstanding breakthrough compared to urban areas in the region, especially in terms of regional connectivity; Socio-economic infrastructure has not met development requirements, especially key transport infrastructure (seaports, airports), infrastructure and logistics services have developed slowly, and there is no synchronous connection between types of transport; the quality of economic growth is not high; The scale of enterprises is mostly small and micro; High-tech industry and supporting industry have developed slowly...
To make a breakthrough in development, worthy of being the center of the North Central region, Nghe An determined that the province also needs to "arouse and promote more strongly the revolutionary tradition, patriotism; Proactiveness, creativity; Awareness of self-reliance, self-strengthening and aspiration to rise up; Determined to surpass oneself, overcome the idea of inferiority or complacency, contentment with what has been done, mediocrity; On the contrary, must have a higher will and determination, absolutely not accept poverty, inferiority to other provinces and regions. At the Scientific Workshop "Socio-economic development and national defense and security assurance in Nghe An province to 2030, with a vision to 2045" held on December 20, 2022 in Hanoi, Comrade Nguyen Xuan Thang - Member of the Politburo, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics emphasized: "It is time for Nghe An to look back and objectively assess the potential, strengths and real capacity of the province, to build and form a new, substantial and realistic development dynamism" so that "Nghe An can break through to become the driving force, the leading locomotive, and the spread of the North Central region, in harmony with the aspiration to develop a prosperous, powerful and happy country"!
