

The gross regional domestic product (GRDP) growth rate is estimated to increase by 5.79%, higher than the national average, ranking 32nd out of 63 provinces and cities. Of which, the agriculture, forestry and fishery sector increased by 4.26%; the industry and construction sector increased by 4.31% (industry alone increased by 3.31%); the service sector increased by 7.91%; product taxes minus product subsidies increased by 4.24%.


Estimated budget revenue is 8,489 billion VND; of which, domestic revenue is estimated at 7,858 billion VND, reaching 53.9% of the estimate; revenue from import-export activities is estimated at 630 billion VND.


Investment attraction continues to achieve positive results; as of June 22, 2023, the province has newly granted 65 projects and adjusted 81 projects; the total newly granted and increased capital is 22,186.4 billion VND. Foreign direct investment (FDI) attraction continues to be a bright spot with a total newly granted and adjusted capital of 725.4 million USD, ranking 8th out of 63 localities nationwide.


Projects and works, especially key projects in the province (such as coastal roads, North-South expressways, etc.) are focused on and directed resolutely, aiming to speed up implementation progress and promote disbursement of public investment capital.


The fields of culture, society, and social security have received attention and direction and have made many improvements (611 billion VND mobilized for the program to support the construction and repair of houses for the poor and those in difficulty). In particular, in the difficult context, support activities, connecting labor supply and demand, and job creation have received attention (creating jobs for 26,950 people).


State management and administrative reform work continues to receive attention and direction and has positive changes. The province has established a provincial-level Steering Committee for administrative reform. The Provincial People's Committee and the Chairman of the Provincial People's Committee have issued 19 important administrative reform documents to fully and promptly implement the Central's direction and guidance on administrative reform implementation; directing agencies and units to continue to promote comprehensive and extensive administrative reform in all areas and administrative reform contents, closely following the administrative reform program for the period 2021-2030 and the provincial administrative reform plan for 2023.


The results of the announcement of the indexes: PCI, PAPI, PAR Index, SIPAS in 2022 achieved quite positive results compared to 2021. Accordingly, the PAR Index of Nghe An province in 2022 ranked 16/63 provinces and centrally run cities, up 1 rank compared to 2021 and is the highest ranking ever; the SIPAS index in 2022 of Nghe An province ranked 14/63 provinces and centrally run cities, up 21 ranks compared to 2021; the PCI index in 2022 of the province ranked 23/63 provinces and centrally run cities, up 7 ranks compared to 2021; the PAPI index ranked 17/63 provinces and centrally run cities, down 2 ranks compared to 2021).


The management and operation of the Provincial People's Committee and District People's Committees have made much progress, are more drastic and more focused.


The province has basically completed a number of important contents: Summarizing 10 years of implementing Resolution No. 26-NQ/TW; thereby, the Politburo agreed to issue a Resolution on construction and development of Nghe An province to 2030, with a vision to 2045 for implementation; completing the submission to the Prime Minister for consideration and approval of the Planning of Nghe An province for the period 2021-2030, with a vision to 2050.


National defense and security continued to be maintained, social order and safety were ensured. Foreign affairs had many outstanding activities.
