


In the first 6 months of 2023, facing the complicated developments of the world situation, along with the whole country, the socio-economic development of Nghe An province encountered many difficulties: Production and business activities of many enterprises were stagnant, people's lives were affected. In that situation, the Provincial People's Committee actively directed all levels and sectors to promptly and synchronously deploy tasks and solutions to remove difficulties for production and business, support businesses to recover and promote growth.
The leaders of the Provincial People's Committee and the Working Groups have inspected the situation and worked with localities and enterprises to promptly grasp and resolve difficulties and problems. As a result, the province's GRDP growth rate (as of mid-May 2023) is estimated at 5.79%, higher than the national average, ranking 32nd out of 63 provinces and cities. The state budget revenue is estimated at 8,489 billion VND, reaching 53.5% of the estimate assigned by the Provincial People's Council. As of June 22, there were 65 newly granted projects and 81 adjusted projects; the total newly granted and increased capital was more than 22,186 billion VND, of which the total newly granted capital was 19,714 billion VND, of which FDI capital reached 725.4 million USD, ranking 8th out of 63 provinces and cities nationwide.


In addition to the socio-economic development results, the province has basically completed a number of important tasks: Summarizing 10 years of implementing Resolution No. 26-NQ/TW; thereby, the Politburo agreed to issue a Resolution on the construction and development of Nghe An province to 2030, with a vision to 2045; completing the submission to the Prime Minister for consideration and approval of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050. Administrative reform continues to be directed and implemented with focus and key points by the Provincial People's Committee. Thanks to drastic solutions, the Par Index, SIPAS, and PCI indicators of Nghe An province in 2022 all increased. In addition, many positive results have been achieved in the field of culture and society, with the number of national excellent students in the 2022-2023 school year ranking second nationwide. The province has created jobs for 26,950 people and mobilized more than 610 billion VND to support the construction and repair of houses for poor and disadvantaged households.

It can be affirmed that, in the context of general difficulties, the socio-economic situation of the province continues to maintain growth momentum, achieving important and quite positive results. Contributing to that general picture is the very important role of localities. As the main development driving force of the province, in the first 6 months of the year, Vinh City has focused on developing and activating the night-time economy and removing obstacles for businesses. Thanks to that, 264 new businesses and 1,632 business households have been established, collecting more than 1,406 billion VND in budget revenue. Site clearance work at key projects has been basically completed to speed up the implementation progress.
In Thanh Chuong district, Chairman of the district People's Committee Trinh Van Nha said that in the first 6 months of the year, the district's cultural and social fields have seen many improvements with 24 newly recognized and re-recognized schools meeting national standards. The quality of key and mass education continues to be maintained, with 6 communes registering to meet new rural standards in 2023...


In addition to the achieved results, the province's socio-economic situation in the first 6 months of the year still has many shortcomings, limitations and difficulties. Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that the growth rate and budget revenue have not been as planned. The disbursement rate of public investment, although higher than the national average, is still lower than expected and the same period in 2022. Site clearance in some localities is still slow. Production and business activities of enterprises face many difficulties, causing the industrial production index to be low and tend to increase slowly. Although administrative reform has been directed to be implemented drastically, it has not met the set requirements...
According to Resolution No. 60/NQ-HDND of the Provincial People's Council on the socio-economic development plan for 2023, the province's growth rate target is from 9-10%; budget revenue reaches 15,857 billion VND. According to the growth scenario, the Provincial People's Committee expects the growth rate of 9 months from 9.7-10.7% and the whole year of 2023 from 9-10%; budget revenue reaches 20,058 billion VND. "To achieve the set growth target, the province must achieve a minimum growth rate of 10% in the last 6 months of 2023." This is a very high target, while the general context is forecast to continue to be complicated and unpredictable. However, the Provincial People's Committee will strive and be determined to complete the target at the highest level and will not propose to adjust the targets and targets assigned by the Provincial People's Council," emphasized Chairman of the Provincial People's Committee Nguyen Duc Trung.

With the above viewpoint, the Provincial People's Committee has requested all levels and sectors to be proactive and determined to make more efforts to promote the achieved results, overcome difficulties and continue to implement the tasks and solutions set out at the beginning of the year, in order to promote stronger growth in the sectors. In particular, sectors and localities actively and proactively review and closely monitor the production and business situation in each sector, each field and each locality. From there, promptly and proactively remove difficulties and obstacles of enterprises, solve people's problems. Sectors coordinate to support and encourage investors who have completed procedures to put projects into production soon, adding growth capacity to the province. Director of the Department of Industry and Trade Pham Van Hoa said that the Department of Industry and Trade will continue to coordinate with the Electricity sector to proactively regulate and ensure stable power sources, meeting the production, business and living needs of enterprises and people; support enterprises to connect supply and demand in the market to consume products.

In addition to focusing on drastic, synchronous and effective implementation of socio-economic development tasks and solutions, the Provincial People's Committee will coordinate and develop an action program and plan to implement the new Resolution of the Politburo on the direction and tasks of Nghe An province's development to 2030, with a vision to 2045 after it is issued; Complete the approval, develop an implementation plan and prepare to organize the announcement of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050. Strengthen budget collection and ensure strict and effective budget expenditure management.
