Opening of the 15th Session, Nghe An Provincial People's Council, 18th term

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council co-chaired the meeting.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee, delegates of the Provincial People's Council.

Since the beginning of 2023, with the efforts of the entire political system and all classes of people, Nghe An has achieved very positive and important results. Some areas are bright spots of the whole country such as: attracting foreign investment capital FDI ranked 8th, spearhead education ranked 2nd nationwide, the housing support program for the poor has initially achieved high efficiency...

However, along with the whole country, the province is also facing many difficulties and challenges, causing great pressure in implementing the socio-economic development goals and targets of the year and the entire term.

With the motto of being proactive, flexible, and accompanying in implementing local political tasks; based on the proposal of the Provincial People's Committee, the Standing Committee of the Provincial People's Council decided to convene the 15th Session to consider and decide on a number of important and urgent issues to promote economic development and solve social security in the area.

Specifically: Supplement and adjust the development investment capital plan of the central budget for the period 2021 - 2025, implement the National Target Program on New Rural Development and the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas; stipulate the content and level of support for production development under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2025 in the province.

Review the allocation of reserve capital and adjust the medium-term public investment plan for the 2021-2025 period; handle the remaining undisbursed capital in the 2022 public investment plan from the local budget; decide on investment policies for 4 projects and adjust investment policies for 6 projects.

The Provincial People's Council will also approve the list of works and projects requiring land recovery in Clause 3, Article 62 of the Land Law in the province; change the purpose of using rice-growing land and protective forest land according to the provisions of Clause 1, Article 58 of the Land Law and Clause 2, Article 4 of Resolution No. 36 of the National Assembly to implement works and projects; change the purpose of using forests to other purposes to implement projects in the province.

At the same time, consider and approve the Resolution on the implementation of Resolution No. 165 dated December 20, 2022 of the Government on tuition fees for public educational institutions in Nghe An province, creating a legal basis for implementing financial compensation, balancing and refunding the difference in tuition fees to localities, educational institutions and students according to regulations.

The meeting will conduct the dismissal and election of additional members of the Provincial People's Committee for the 2021-2026 term in order to promptly complete the organizational structure to ensure the direction and administration of the Provincial People's Committee.

Speaking at the opening of the Session, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy - Chairman of the Provincial People's Council requested the Provincial People's Council delegates and delegates attending the Session to promote the spirit of democracy, responsibility, frankness and objectivity in the discussion, focus on key issues, clearly express their views on each content, especially on issues with different opinions, so that the Provincial People's Council can determine the correct policies and decisions, close to the practical situation, effectively promote resources in investment, policies are put into practice and implemented synchronously, meeting the trust and expectations of voters.
