The Project on Adjusting the Detailed Construction Planning for the Conservation and Restoration of Vinh Ancient Citadel is considered the basis for considering land allocation and granting of Land Use Rights Certificates to hundreds of households who have been living in "miserable" conditions for decades in the Vinh Ancient Citadel area. Therefore, it needs to be completed soon!
At the end of May 2022, Mr. Nguyen Hoang Son, representing 105 households living in the Vinh Ancient Citadel National Historical - Cultural Relic area (Block 3, Cua Nam Ward, Vinh City) continued to file a complaint to Nghe An Newspaper. The reason for "continuing" is because since the beginning of 2020, Mr. Son has represented 105 households to "knock on the door" of Nghe An Newspaper. The contents of the complaints were then verified and conveyed through a series of 3 articles.“Removing the “golden hoop” for 105 households in Vinh ancient citadel”on Nghe An Electronic Newspaper on February 27, 28, 29, 2020.
In this petition, Mr. Nguyen Hoang Son cited the fact that the Provincial Party Secretary Thai Thanh Quy listened to his recommendations at the regular citizen reception (March 3, 2020). After that, the Provincial Party Secretary concluded to assign the Vinh City People's Committee to organize an inspection and review of the actual land of households affected by the Vinh Citadel Project, organize dialogues and respond in writing to households according to regulations (clearly stating whether the dossier meets the conditions for granting a land use right certificate or not, the reasons), to be completed before June 20, 2020; preside over and coordinate with the Department of Construction to propose a resettlement land planning plan for eligible households. At the same time, assign the Department of Construction to inspect and appraise the suitability of the plan and practice of the Project to resolve collective housing according to Decision 109/2007 dated September 21, 2007, advise the Provincial People's Committee to consider and complete before March 25, 2020 (The conclusion of the Provincial Party Secretary was conveyed by the Provincial Party Committee's Internal Affairs Committee in Document No. 168/CV/BNC-TU dated March 10, 2020).
At the same time, Mr. Son also systematized the documents of the Provincial People's Committee and related Departments that implemented the direction of the Provincial Party Secretary. Including Document No. 5734/STNMT-QLDD dated October 6, 2021 of the Department of Natural Resources and Environment synthesizing the opinions of departments and branches agreeing on on-site resettlement for households in Vinh Citadel, recommending the Provincial People's Committee to assign the Vinh City People's Committee, the Department of Construction and the Department of Culture and Sports to speed up the planning progress so that competent state agencies can approve the residential land planning for the above 105 households; Document No. 8180/UBND-CN dated October 28, 2021 of the Provincial People's Committee assigning the Vinh City People's Committee to preside over and coordinate with the Department of Construction and the Department of Culture and Sports to urgently speed up the adjustment of the detailed planning of the Vinh Citadel Conservation Project, paying attention to the use of residential land by households that have the origin of buying collective houses.
According to Mr. Nguyen Hoang Son, although the Provincial Party Secretary has concluded in Document No. 168/CV/BNC-TU; the Provincial People's Committee has directed and urged in Document No. 8180/UBND-CN, the intervention of Vinh City People's Committee is still very slow. "A project is not implemented, the planning is suspended for decades, not adjusted, canceled, and not notified to the community. Meanwhile, the collective housing price that we bought and lived in since 1990. Therefore, this project violates the Planning Law, Land Law and related laws, the consequences have affected the lives of the people, causing frustration and anger for more than 30 years now" - Mr. Nguyen Hoang Son wrote in the complaint.
Mr. Nguyen Hoang Son's complaint was sent to many agencies, including the Provincial Party Committee's Internal Affairs Committee. On May 25, 2022, the Provincial Party Committee's Internal Affairs Committee issued Document No. 1062-CV/BNCTU-P3 on "implementing the conclusions of the Provincial Party Committee Secretary at the regular public reception session" to the Vinh City People's Committee. Here, the Provincial Party Committee's Internal Affairs Committee reiterated the conclusions of the Provincial Party Committee Secretary stated in Notice No. 2111-TB/TU dated March 13, 2020 of the Provincial Party Committee's Standing Committee; informed that citizens continued to send petitions and requested "the Vinh City People's Committee to thoroughly resolve the case, respond to citizens, report progress and results of implementing the conclusions of the Provincial Party Committee Secretary at the regular public reception session on March 3, 2020 to the Internal Affairs Committee before June 6, 2022, for synthesis and reporting to the Provincial Party Committee Secretary".
With the Provincial People's Committee, on May 31, 2022, there was also Official Dispatch No. 3831/UBND-TD assigning the Vinh City People's Committee to report on the progress and results of handling Mr. Nguyen Hoang Son's petition on the procedures for granting Land Use Rights Certificates to 105 households in the Vinh Citadel area.
To find out, on June 8, 2022, Vinh City People's Committee issued Document No. 2935/UBND-QLDT regarding the settlement of Mr. Nguyen Hoang Son's petition to the Provincial People's Committee. According to this document, to resolve the petition of households in the Vinh Citadel area, on January 12, 2021, the Provincial People's Committee issued Document No. 175/UBND-TD assigning Vinh City People's Committee to organize the adjustment of the detailed planning for the entire boundary of the land area determined in the project Adjusting the detailed planning for the conservation and restoration of Vinh Citadel relic approved in Decision No. 4312/QD-UBND.CN dated October 1, 2008. However, the process of the City People's Committee organizing the preparation of the Task and Estimate to adjust the detailed planning of the project took too much time. It took 3 rounds of reception and revision from March to early December 2021 to be appraised by the Department of Construction and approved by the Provincial People's Committee in Decision No. 5245/QD-UBND dated December 31, 2021.
Based on the approved planning adjustment task, the City People's Committee organized the selection of a consulting unit, drafted the 1/500 detailed planning adjustment project, worked with and asked for opinions from the Department of Culture and Sports, reported to the community and relevant agencies and units for opinions (June 4, 2022). At the consultation meeting, people highly agreed on the proposed on-site resettlement plan of the Planning Adjustment, and requested competent authorities to study feasible solutions and speed up the implementation progress to soon stabilize people's lives.
Regarding the implementation progress, the City People's Committee plans: "Within the scope of the Planning Adjustment, there is the "Vinh Citadel" Historical Relic which has been recognized as a Relic by the Ministry of Culture and Information in Decision No. 95-1998-QD/BVHTT dated January 24, 1998. To ensure the preservation and restoration of the Vinh Citadel Relic in accordance with the provisions of the Law on Cultural Heritage, to ensure synchronous planning and feasibility when implementing, the City People's Committee is directing the consulting unit to urgently complete the project, planning to organize a workshop, collect opinions from experts on history, architecture, culture (in June 2022), ask for opinions from the community for the second time (if necessary); receive, edit, submit to the Department of Construction for appraisal, the Provincial People's Committee approves the adjustment of the project planning in July 2022".
On June 21, 2022, National Assembly deputies of constituency No. 1 and provincial People's Council deputies met with voters of Cua Nam ward after the 3rd session of the 15th National Assembly and before the 6th session of the 18th Provincial People's Council, term 2021 - 2026; including National Assembly deputies: Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation. Here, the difficulties and pressures in life related to suspended planning in the area, especially suspended planning in the Vinh ancient citadel area, continued to be reflected by voters of the Vinh ancient citadel area to the National Assembly deputies.
As a participant in the voter meeting and giving his opinion, according to Mr. Nguyen Hoang Son, the petition of 105 households was answered by departments, branches and Vinh City People's Committee; after that, Provincial Party Secretary Thai Thanh Quy gave a conclusion and direction. "The Provincial Party Secretary assigned the city and relevant departments to speed up the completion of the Project to Adjust the Detailed Planning for Construction, Conservation and Restoration of Vinh Citadel. Because there are still 8 collective housing areas in the Vinh Citadel area, the Provincial Party Secretary requested to handle each collective housing area in detail to create high consensus in resolving the petition. At the same time, Vinh City People's Committee was assigned to complete the project by July 30, 2022 for relevant departments to appraise and submit to the Provincial People's Committee for consideration and approval" - Mr. Nguyen Hoang Son informed.
