



In the 2021-2026 term, Nghe An has 13/13 candidates elected as National Assembly deputies, including 04 female deputies, accounting for 30.77%; The Provincial People's Council has 83/83 elected deputies, including 23 female deputies, accounting for 27.71%; The District People's Council has 736/737 elected deputies, including 230 female deputies, accounting for 31.25%; The Commune People's Council has 10,885/10,991 elected deputies, including 3,262 female deputies, accounting for 29.97%. This demonstrates the leadership's attention to the work of female cadres in general and female cadres participating in elected bodies in particular.
And in reality, during their terms, female National Assembly and Provincial People's Council deputies have demonstrated their intelligence, talent and courage as representatives of the people's voice. Regardless of their position, agency or locality, they always try to study to improve their qualifications, maintain the qualities of people's representatives, be close to and attached to voters, reflect the thoughts and aspirations of voters to the National Assembly and Provincial People's Council; actively contribute to the activities of elected bodies, contribute to promoting the common development of the locality and the cause of gender equality, for the advancement of women.

In Con Cuong district, for the 2021-2026 term, there are 12 female district People's Council delegates and 95 female commune People's Council delegates, ensuring the structure of sectors, ages, fields, and ethnic groups. In particular, there are communes with a fairly high proportion of female delegates such as Mon Son and Chi Khe communes, with 10/25 delegates being female. Some women at the commune level have served many terms as elected representatives and are also local leaders, so they have a lot of experience in handling voters' petitions within their authority, such as Ms. Lo Thi Mau - Chairman of the People's Committee of Luc Da commune, Ms. Lo Thi Thuy - Chairman of the People's Committee of Lang Khe commune, Ms. Luong Xu Ly - Deputy Secretary, Chairman of the People's Council of Cam Lam commune.
Many female representatives at the grassroots level have made a good impression on voters and have made many contributions to the community. A typical example is Ms. Lo Thi Hoa - Head of the Agricultural and Community Tourism Cooperative of Yen Khe commune, a representative of the People's Council of Con Cuong district, term XX. As a female elected representative of the Thai ethnic group, she not only actively participates in the activities of the People's Council at the constituency, fully attends voter meetings, supervision meetings, actively speaks in discussion and questioning sessions at the district People's Council meetings, promptly reflects the thoughts and aspirations of voters to the district People's Council and competent agencies, but also has many activities contributing to the locality.

In Hoang Mai town for the 2021-2026 term, 9/32 delegates of the town People's Council are female, accounting for 28.1%. At the commune and ward levels, there are 71/235 female delegates, accounting for 30.2%. Among them, many female delegates are Party Committee Secretaries, Chairmen and Vice Chairmen of the Fatherland Front Committees of communes and wards; heads of departments and branches at all levels. According to the assessment of the district leaders, the quality of female candidates for this term has many positive changes, especially in terms of capacity and qualifications. Female delegates of People's Councils at all levels have promoted their roles and responsibilities as People's representatives, "speaking to voters" and "listening to voters"; proposing many important solutions for socio-economic development, national defense and security in the locality and helping to make the promulgation of Resolutions of the People's Council at the same level feasible.
During the discussion and questioning sessions at the meetings, many female delegates with a high sense of responsibility and constructiveness frankly questioned and argued, focusing on issues related to the immediate interests of voters, which voters were interested in, such as: rural water supply, quality of traffic routes, shortage of teachers, quality of education, environmental pollution, causes of low disbursement of public investment capital, slow issuance of land use right certificates, degraded power grid system, etc. Many opinions were then resolved promptly and thoroughly by all levels and sectors, contributing to creating voters' trust in elected representatives.


In order to create a forum for female National Assembly and Provincial People's Council deputies to have the opportunity and conditions to exchange and share experiences on delegate skills, support deputies to perform better, promote their representative role more effectively, and contribute to improving the quality of activities of the National Assembly and Provincial People's Council, on December 2, 2021, the Provincial People's Council issued Decision No. 116 on the establishment of the Group of female National Assembly and Provincial People's Council deputies of Nghe An province for the 2021-2026 term, consisting of 26 members. At the opening session of the 4th Session of the 18th Provincial People's Council in December 2022, the Standing Committee of the Nghe An Provincial People's Council announced the Decision to establish and launch the group of female National Assembly and Provincial People's Council deputies for the 2021-2026 term. The Department of Culture and Society (Provincial People's Council) is the unit assigned to coordinate with the group to organize activities, the group's operating costs are allocated from the Provincial People's Council budget and socialized sources.
Speaking at the announcement ceremony, Secretary of the Provincial Party Committee and Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized: The fact that female National Assembly and Provincial People's Council deputies discussed and contributed their voices to propose the establishment of the group is a very good start, demonstrating the solidarity and unity of female elected representatives. However, how to make the group, after its establishment, become a practical and effective forum for female elected representatives, honoring the intelligence, talent, courage and voice of the XV National Assembly deputies and the XVIII Provincial People's Council deputies in the parliament, society and both internal and external affairs is the important thing.

The Provincial Party Secretary also noted that during its activities, the group needs to focus more on issues of women, children, gender equality; hot issues such as trafficking of women and children, gender imbalance; contributing to job creation, increasing income, taking care of women's and children's health, especially girls... The head of the Provincial Party Committee also requested the Standing Committee of the Provincial People's Council, leaders of the National Assembly Delegation, the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee and relevant agencies, departments and branches in the province to create all conditions for the group's activities to be effective, practical, in accordance with its principles, purposes and orientations.
According to Comrade Vo Thi Minh Sinh - Member of the Provincial Party Committee, Chairwoman of the Provincial Fatherland Front Committee, Chairwoman of the Group of Women Deputies of the National Assembly and the Provincial People's Council: Nghe An is the first locality in the 2021-2026 term to have the Standing Committee of the Provincial People's Council issue a decision to establish the Group of Women Deputies of the National Assembly and the Provincial People's Council. This demonstrates the interest and expectations of the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial People's Council for female deputies of the National Assembly and the Provincial People's Council in this term and is a new point in the province's electoral activities.

After the launching ceremony, the Standing Committee of the group developed operating regulations for the entire term, focusing on 5 main contents: Training and fostering capacity building for female delegates in both knowledge and skills to promote the role of delegates in the activities of the National Assembly and People's Councils; promoting the participation of female delegates in social security activities, especially in supporting women and children in especially difficult circumstances; strengthening the connection between the group and the Provincial Women's Union and sectors in the province to implement the goal of gender mainstreaming in the development of programs, plans and resolutions for local socio-economic development; connecting and exchanging experiences for the Group of female National Assembly delegates and the Clubs of female National Assembly and People's Council delegates of provinces; enhancing interaction between female delegate groups with the localities and voters where they run for election.
In fact, since its establishment, the group has been more active and proactive in performing its duties as a delegate, representing the thoughts and aspirations of voters, especially with many activities aimed at voters who are women and children in especially difficult circumstances. In particular, the group has coordinated with the Provincial Women's Union to organize forums and conferences to improve the capacity of female delegates, creating closeness and closeness among women. Such as organizing the training conference "Group of confident female leaders in integration", thematic workshop "Inspiring female leaders"; Meeting and encouraging the delegation of Nghe An province to attend the 13th National Women's Congress. In addition, proactively establishing the Fanpage "Female People's Representatives of Nghe An" to convey the group's activities to the Fanpage to create a spread.

Social security and community activities are also of interest to the group of female National Assembly and Provincial People's Council deputies. The group has connected with the Provincial People's Council and the Provincial Women's Union to visit and present gifts to 60 poor women, children and students in especially difficult circumstances on the occasion of the Lunar New Year 2022, worth more than 30 million VND. In addition, implementing the program "Godmother - Connecting love", the group has currently taken on the sponsorship of 04 orphans in especially difficult circumstances with money contributed by female deputies. Each child is supported for 5 years, with 7 million VND/child/year. In addition, up to this point, the female deputies in the group have adopted 5 more children with support levels ranging from 500,000 - 1,000,000 VND/child/month.
A typical example is Ms. Le Thi Kim Chung - Deputy Head of the Propaganda and Legal Policy Department (Nghe An Province Women's Union), a delegate of the 18th Provincial People's Council, who adopted Ngo Ngoc Han, born in 2012 in Dai Dong Commune, Thanh Chuong District. She lost her mother three years ago and is currently living with her grandparents. "Not only providing material support, but more importantly, we want to compensate the children with real feelings, helping them have more motivation to overcome difficulties, study well, and improve in life" - Ms. Chung shared.

In addition to social security activities, the group of female National Assembly and Provincial People's Council deputies for the 2021-2026 term has promoted the spirit of solidarity, democracy, dynamism, and creativity, while assigning specific tasks to create a common voice in organizing and implementing the group's activities, while promoting the strengths, roles and tasks of each member. Thereby, gradually improving the capacity, qualifications and skills of female National Assembly and People's Council deputies in the process of building laws and legal documents in forums and parliaments of the National Assembly and Provincial People's Council. Female elected representatives also made positive contributions in participating in the monitoring and survey activities of the National Assembly Delegation, Provincial People's Council and the committees of the Provincial People's Council; Forums to contribute ideas to draft laws organized by the National Assembly Delegation, especially issues related to domestic violence prevention, child work, gender equality, etc. Through these activities, female cadres are also discovered and introduced to Party committees at all levels in the planning of female cadres in the province.
