Information about the Hoang Mai Cement Urban Area project reached Nghe An Newspaper via the hotline in early March 2022. “This is a large urban project, with a planned area of ​​more than 24 hectares, in Quynh Vinh commune, adjacent to Dong Hoi - Thai Hoa road and the town center. This project is invested by Hoang Mai Cement Company, but has not been implemented for many years. This situation has both wasted resources and affected the urban progress of the town. As far as I know, this project has been put on the list of slow-progressing projects by the Provincial People's Committee, and has been directed for inspection in the past time...".

From the hotline information, verification was conducted and it was known that in Quynh Vinh commune, Hoang Mai town, there is the Hoang Mai Cement Urban Area project. This project was approved by the Provincial People's Committee for detailed planning at a scale of 1/500 in Decision No. 4005/QD.UBND-DT dated October 17, 2012. On April 28, 2014, the project continued to be approved by the Provincial People's Committee for adjustment of the detailed planning at a scale of 1/500 in Decision No. 1780/QD.UBND.XD. The reason for the adjustment is explained in Decision No. 1780/QD.UBND.XD: "Due to the difference in the centerline of the Dong Hoi - Thai Hoa road under construction between the actual road and the approved planning documents affecting the boundary of the planned land, the planning must be adjusted to match the actual construction to carry out the next steps in accordance with regulations...". Regarding location, the land for project implementation is located in Quynh Vinh commune, Hoang Mai town; the North borders Dong Hoi - Thai Hoa road, the South borders the road connecting National Highway 1A - Hoang Mai Station, the East borders the land of Duc Chuong Company Limited project; the West borders the road to Hoang Mai Station and production land. The total land area is more than 32 hectares.

Regarding the functional zoning structure and landscape architectural space organization, in Decision No. 1780/QD.UBND.XD, the project information has 2 commercial service areas, with a total area of ​​4,358.4m2.2, 6 floors high, construction density 70%; Public works area with primary school, kindergarten, located in the central area of ​​the project, total area 16,948.75m2, 2 floors high, construction density 30%. The cultural house block has a total area of ​​5,580.3m2, 1 floor high, construction density 40%; There are 3 green areas - sports with a total area of ​​23,364.03m2, construction density 5%; Residential area includes high-rise and low-rise residential areas. High-rise residential area includes high-rise residential area combined with commercial services (total area 9,225.27m2) and workers' housing area (23,049.25m2). Low-rise residential area including Villa residential area (99 lots) arranged along Dong Hoi - Thai Hoa road axis, with a total area of ​​23,977.75m2(area of ​​each lot from 200 - 340m2)2, 3 floors high, construction density 50%); adjacent housing area includes 773 lots, total area 114,775.68m2(lot area from 100 - 140m2)2, 3.5 floors high, construction density 80%. However, it was not until 2017 that the site clearance compensation for this project began to be implemented, through the approval of the compensation, support and resettlement plan No. 661/QD-UBND by the People's Committee of Hoang Mai town on June 26, 2017. From this time to December 2020, there were 7 more site clearance rounds; the total area of ​​land compensation and recovery was 235,323.2 m2.2on a total area of ​​242,184.7 m2, (In 2015, the Hoang Mai Cement Urban Area project had a part of its area reduced due to leaving area B of the project to implement the Vinatex Garment Factory project).

Regarding the implementation status of the Hoang Mai Cement Urban Area project, in a document we obtained, the competent authority, after inspection, commented: The project is carrying out compensation and site clearance work: The site has been cleared in 8 phases with a total area of ​​compensation and land acquisition of 235,323.2 m2.2on a total area of ​​242,184.7m2with the amount paid of 61,159,103,000 VND. The project has not been implemented according to the approved plan; the project has not been allocated land or leased land by the State, so the land use fee and land rental fee of the project have not yet arisen.

Regarding the project progress, according to Decision No. 4005/QD.UBND-XD of the Provincial People's Committee approving the planning on October 17, 2012, the project progress is to start construction in 2014. The project has not been allocated land, leased land, or handed over land in the field by the State. At the time of inspection, the project was nearly 8 years behind schedule according to the decision approving the detailed construction planning. The reason for the delay was due to slow site clearance; the investor has not proactively carried out the next procedures for the cleared land area. The responsibility for the project's delay lies entirely with the investor!

This is the viewpoint of the People's Committee of Hoang Mai Town when asked about the solution to the "hanging" situation in the Hoang Mai Cement Urban Area project.

Specifically, as the staff of the People's Committee of Hoang Mai Town said, on December 31, 2021, the Department of Construction issued Official Dispatch No. 4978/SXD-TTr requesting the People's Committee of Hoang Mai Town to comment on the draft report on projects behind schedule in the field of housing development according to Official Dispatch No. 6179/UBND-CN of the Provincial People's Committee. In the draft report, there is information that the investor has submitted a request to the Provincial People's Committee to extend the progress by 24 months, committing to implement the project with a 6-month financial report in 2021. Based on the inspection results, the Inspection Team recommended that the Provincial People's Committee allow an extension of the implementation progress by 24 months from the date of the Decision of the Provincial People's Committee.

After studying, Hoang Mai Town People's Committee basically agreed with the proposal to the Provincial People's Committee to allow a 24-month extension of the implementation progress for the Hoang Mai Cement Urban Area project. If the Provincial People's Committee allows an extension of the project's implementation progress, Hoang Mai Town People's Committee requests that the investor must commit to a detailed progress schedule according to the specific timeline for project implementation. Comply with the regular reporting regime as prescribed. Specifically, quarterly and annually, the project implementation status must be reported to the investment registration agency and the local statistical agency.

Speaking more about this issue, according to Mr. Pham Van Hao - Head of the Department of Natural Resources and Environment of Hoang Mai Town People's Committee: "A large project with many items like that, the investor must divide it into phases to implement and cannot wait for the completion of site clearance work". The Head of the Department of Natural Resources and Environment of Hoang Mai Town analyzed that even the North - South Expressway project is a special national project, but any section that completes site clearance work must be focused on construction, and not wait for the completion of site clearance work to carry out construction investment. He said: “For this project, there are only a few areas that have not been cleared yet, located in the later subdivision area. Therefore, for the cleared area, the investor must come up with an implementation plan to shorten the progress. It is necessary to review and propose to the Provincial People's Committee to allow the implementation of any part that can be done. The investor needs to invest in infrastructure, build roads, build ditches... first. For the People's Committee of Hoang Mai Town, we will work with the investor to request a commitment to the implementation schedule of the items.
