Difficulties in clearing violations of traffic safety corridors in mountainous areas

(Baonghean.vn) - This content was raised at the meeting of the Provincial People's Council's Legal Committee with the People's Committee of Que Phong district on the morning of November 2 according to the program of surveying a number of Resolutions issued by the Provincial People's Council related to the field of traffic and transportation.

Cadres and party members are not exemplary

Implementing Resolution No. 56/2016/NQ-HDND dated December 16, 2016 of the Provincial People's Council stipulating a number of measures to resolve violations of traffic safety corridors, Que Phong district has focused on leadership, direction, and mobilization of the entire political system.

Accordingly, through reviewing National Highway 48, National Highway 16, National Highway 48D and Provincial Highway 544B, there were a total of 637 cases of traffic safety corridor violations and up to now, after nearly 2 years of implementation, 452 violations have been resolved.

However, there are currently 185 cases that have not been cleared. Through discussions and opinions of the District People's Committee and local authorities, it is shown that the problem is due to the expansion and upgrading of roads without expanding the traffic safety corridor, while some cases have not agreed to clear.

On the other hand, due to the characteristics of mountainous areas, the clearance of many cases located within the traffic safety corridor that are residential houses and solid business buildings is difficult because there is no other alternative site.

In addition, the direction of clearing violations of traffic safety corridors is slowing down and there are no effective measures to prevent re-encroachment. Although at the district and commune levels, steering committees have been established and specific tasks have been assigned, inspection, supervision, and urging have not been regular and drastic.

Some officials and party members have violated or have relatives who violated traffic safety corridors but have not been exemplary in complying with clearance; handling violations regarding advertising signs, business equipment, illegal construction, etc., has not been effective.

Regarding the implementation of Resolution No. 114/2013/NQ-HDND on a number of policies to support investment in the construction of bus stations and road transport parking lots, currently in the district there is a Kim Son town bus station but it has not been effective, affecting the attraction of investment in the construction of stations, stops and parking lots.

Classify violations for handling

Based on the actual survey and listening to opinions from the district and grassroots, Deputy Head of the Legal Committee of the Provincial People's Council Thai Thi An Chung suggested that Que Phong district continue to direct and promote extensive propaganda, thereby clearly defining the scope and responsibilities of all levels, sectors, organizations, units and individuals.

To resolve current violations of traffic safety corridors, the Deputy Head of the Provincial People's Council's Legal Committee suggested that the district should clarify and detail the process of reviewing, listing and classifying violations to determine the scope and which cases must be focused on resolving; at the same time, mobilize forces and use coercive measures when necessary.

Along with that, the district needs to implement measures to prevent re-encroachment in accordance with the spirit of Resolution No. 56/2016/NQ-HDND. The district also needs to resolutely handle the stopping and parking of vehicles to pick up and drop off passengers on the roadway and sidewalk, contributing to ensuring traffic safety, while promoting the effectiveness of Kim Son bus station.
