


In Tan Minh block, Nghia Dan town (Nghia Dan district), party members who are working and living in their residential areas have also made many contributions to cultural and artistic activities. In Block 11, Trung Do Ward, Vinh City, Party member Cao Duc Thang, working at Ha Tinh Customs, is a permanent resident here. For more than 20 years of working away from home, Thang has always kept in touch and actively participated in many movements in his place of residence. Comrade Cao Duc Thang shared: “My family members and I always clearly define our roles and responsibilities to perform well the tasks of the agency, while also fulfilling our responsibilities and obligations in our place of residence. In particular, my family lives near the block cultural house, so we are the first to grasp all the movements and work that the block cadres disseminate. Therefore, when starting to implement, the family members agree to join hands to implement it as soon as possible...”.
Hamlet 20, Nghi Phu Commune, Vinh City has 163 party members working and registered to live in their place of residence. Each person has a different job, when returning to their locality, they have applied their current expertise to support the hamlet's movement; at the same time, they have contributed to installing air conditioners, speakers, building volleyball and soccer fields, sports equipment at the block's cultural house, etc. Typically, party member Nguyen Quang Trung is working at Nghe An Electricity Company, when the hamlet has any electrical problems, comrade Trung always actively participates in repairing them. Comrade Do Thi Tham - Deputy Secretary of the Party Cell of Hamlet 20, Nghi Phu Commune said: Thanks to the pioneering role of the party members working and living in the hamlet, the hamlet has a spacious cultural house with full equipment to serve the daily life of the people. In addition, locally, party members working have been promoting their role and prestige well in supporting movements as well as helping to share difficult family circumstances in the neighborhood.

In Trung Hop block, Hung Dung ward (Vinh city), there are 220 party members working and living in their residential areas, many of whom hold important positions in provincial and city-level agencies. The close relationship between party members working and the party organization in their residential area has been promoted in many areas. For example, comrade Nguyen Duy Can - Permanent Vice Chairman of the Provincial Veterans Association, delegate of the 18th Provincial People's Council, term 2021-2026, regularly provides information on current issues and public concerns to the Party Committee in his residential area and through the zalo group of party members living in his residential area of the block; at the same time, through the Party Committee, he grasps information, listens to information, thoughts and aspirations of voters to propose to the Provincial People's Council. In the past two years, Trung Hop block has proposed Hung Dung ward to reward comrade Nguyen Duy Can as a typical example of studying and following Uncle Ho.

Taking us to visit the spacious and clean concrete road, comrade Chu Van Cuong - Secretary of the Kim Tan block Party cell, Hoa Hieu ward, Thai Hoa town excitedly said: Previously, this road was a spontaneous garbage collection point of some households. The Party cell and the block executive committee agreed on the policy of repairing the sidewalk and roadside to create a clean and beautiful landscape, clearing the garbage collection point. Initially, to renovate this 120 meter road, the estimated cost was about 35 million VND. The Party cell and the block executive committee mobilized households to contribute, but when hearing about this work, party members working in agencies and units, living in their residences took the initiative to contribute more than the expected amount, the block did not have to mobilize contributions from the people. Now the road is spacious and clean, the people in the block are very excited, organizing flower beds on both sides of the road to create a bright - green - clean and beautiful landscape.
Kim Tan Bloc currently has nearly 100 party members working in residential areas according to Regulation 213. Over the years, party members working in residential areas of the Bloc have always promoted their pioneering and exemplary spirit, taking the lead in implementing many movements and tasks, such as: Contributing to buying projectors, equipping ceremonial ceremonial equipment at the Bloc cultural house; together maintaining a vibrant table tennis club...

Party members who are working well and promoting their roles and responsibilities at their place of residence have created great motivation for the Party Committee and the people in all movements. Thereby, contributing to building the image of a Party member and a standard cadre in work, close to the people's lives.


Besides the recorded marks, through practical observation at the grassroots level, many Party committees said that some cadres and Party members live in seclusion in their places of residence, have little contact with neighbors, and are not active or exemplary in implementing local movements.
Vinh City is the locality with the largest number of party members working and residing in Nghe An province. As of March 2023, the whole city has 20,839 party members working and residing in 324/324 party cells of blocks and hamlets belonging to the Party Committees of 25 wards and communes. According to the comments of the local party committees, most party members have well implemented the contents according to Regulation No. 213-QD/TW dated January 2, 2020 of the Politburo.

When Vinh city implemented Directive No. 05-CT/Th.U "on strengthening the leadership of Party committees at all levels in the management of urban order in the city", a number of party members were "named" in the clearance of encroachment on traffic safety corridors. Or the case of a "official" party member in hamlet 18, Nghi Phu commune, who was previously commented by the Party cell committee that he did not maintain contact with the Party committee where he resided, that he and his family did not actively participate in local movements, that his relationship with neighbors was not good, etc.
According to comrade Nguyen Ho Canh - Secretary of the Trung Hop Block Party Cell, Hung Dung Ward: "In 2022, the Party Committee of the Party Cell directly gave comments to 10 Party members who were not exemplary at their place of residence. Some cases showed contempt for the leadership role of the locality, participating in activities as a formality... In these cases, the Party Committee met and discussed, giving them a deadline of 1 year to make changes. If they did not improve, comments would be sent to the Party member's working agency."

Comrade Nguyen Huu Luan - Secretary of the Tan Minh block Party cell, Nghia Dan town (Nghia Dan district) commented: "Some party members in category 213 have shown signs of "taking advantage" of the organization's work, using the excuse of not participating in activities in residential areas. I think that in the office they can be leaders, but when they return to their place of residence, they are ordinary people. Therefore, party members working in their place of residence need to stick with the Party Committee, the block executive committee, the hamlet and the neighbors, contributing to building solidarity at the grassroots level."

In fact, the management of party members working and living in their residential areas still has "gaps" that need to be overcome. Comrade Nguyen Thi Thuy - Secretary of the Party Committee of Nghi Phu commune, Vinh city said: There are urban areas and apartment buildings in the area, so it is difficult to manage the number of party members living in their residential areas. Currently, the Party Committee of the commune has received more than 1,100 party members working and living in their residential areas, but this number may actually be higher. The problem is that there are some party members living in Nghi Phu commune but their household registration is in other wards and communes. While the Party Committee of the Party member's working agency introduces and asks for opinions from the Party Committee of the residential area, it sends them to the place where the party member registers his/her household registration. However, the Party Committee of the place where the party member has his/her household registration still gives comments... In addition, some party members living in urban areas and apartment buildings do not have a connection with the Party Committee of the place where the party member lives...

Reflecting this reality, comrade Tran Anh Dung - Secretary of the Party Cell of Hamlet 19, Nghi Phu Commune (Vinh City) said: "According to the permanent residence registration, the hamlet has 500 households, but if counted by roof, there are more than 700 households. Moreover, the hamlet has 3 high-rise apartment buildings Vinaconex 9A and 9B, Golden City area, so the management of residents and management of party members residing in the area still has many shortcomings and is not strict. Meanwhile, the apartment management board has not coordinated in this work."

According to the assessment of some block and hamlet committees, in some places, party members who are working only contact the committee of their place of residence when they get their year-end review papers to submit to the party organization where they are working. Many party members believe that "just contributing money to build projects or doing social security work is considered to have contact with the locality without having a close connection, even living separately from everyone on a daily basis...

On the contrary, many party members who are working “talking” to each other said that some grassroots party committees have not really paid attention to solutions to effectively implement Regulation 213 of the Politburo. In some places, party committees are quite lax when organizing supervision of party members who are working in their residential areas. And the organization of party members’ activities in residential areas focuses on mobilizing party members’ contributions to building blocks and hamlets, with little attention paid to creating cohesion and exchanging information and experiences of incumbent party members. This makes many party members who are working “feel redundant” when participating in party activities in their residential areas…
After 3 years of implementing Regulation 213, Party committees, agencies and units in Nghe An have improved the management and supervision of Party members' attachment to the Party organization and the people in their place of residence, thereby enhancing the vanguard and exemplary role of Party members at their workplaces and at their places of residence. However, the implementation of Regulation 213 requires more harmonious coordination between Party committees at all levels. Comrade Nguyen Ho Canh - Secretary of the Trung Hop Bloc Party Cell, Hung Dung Ward, Vinh City said: In cases where Party members need to give comments, the Party Committee at their place of residence will directly remind each individual. When necessary, the Party Committee at their place of residence will contact the Party Committee at their place of work to discuss and dialogue to clarify the shortcomings of the Party member who needs comments. This approach forces Party members and the Party organization at their place of work to perform their duties and tasks well. That also has a mutual effect between party committees at all levels in supervising as well as promoting the role and responsibility of party members at all times and places.

According to comrade Hoang Van Nhien - Standing Deputy Secretary of the Party Committee of the Provincial Agencies, "At the agency, you are evaluated as excellent, but compared to the locality, if you do not participate in movement activities, you cannot be classified as excellent. Obviously, as a party member, you are required to be exemplary in all areas. To create a connection between party members working and their place of residence, every year, the Party Committee of the Provincial Agencies and the Vinh City Party Committee have discussions to find better solutions. The local Party Committees can study the form of commending exemplary citizens in wards and communes, including party members working and living there, to link the role and responsibility of party members with the responsibility of citizens".
