Today, in the beloved homeland of Uncle Ho, in the atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party; with the consent of the Politburo, Nghe An Provincial Party Committee solemnly organized the 20th Congress of Delegates, term 2025 - 2030.

This is a political event of great significance, not only summarizing the past 5 years, but also opening up a new vision and major orientation on the development journey of the province; affirming the aspiration and determination to bring Nghe An to become a fairly developed province, a national growth pole and making worthy contributions to the prosperous development of the country in the new era of development.

The Congress is honored, warmly welcomes and respectfully thanks Comrade Nong Duc Manh - former General Secretary of the Central Committee of the Communist Party of Vietnam; Comrade Nguyen Minh Triet - former Politburo member, former President of the Socialist Republic of Vietnam; Comrade Nguyen Sinh Hung - former Politburo member, former Chairman of the National Assembly of the Socialist Republic of Vietnam; Comrade Nguyen Thi Kim Ngan - former Politburo member, former Chairman of the National Assembly of the Socialist Republic of Vietnam for attending, encouraging and congratulating the Congress.

The Congress was very pleased and excited to welcome Comrade Phan Dinh Trac - Politburo member, Party Central Committee Secretary, Head of the Central Internal Affairs Commission, to represent the Politburo to attend and direct the Congress.

The Congress warmly welcomes and respectfully thanks Comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; comrades of the Party Central Committee, former members of the Party Central Committee, representatives of leaders of central and local departments, ministries, branches, former provincial leaders of all periods, heroic Vietnamese Mothers, Heroes of the People's Armed Forces, Heroes of Labor, distinguished delegates and guests who attended the Congress.

This is a precious sentiment, a great source of encouragement and motivation from the leaders, former leaders of the Party and State, and distinguished delegates and guests, contributing significantly to the success of the Congress and encouraging the Party Committee and people of Nghe An to strive to successfully fulfill the goals and tasks of the new term.

On behalf of the Presidium of the Congress, I warmly welcome and respectfully thank the leaders, former leaders of the Party and State, distinguished delegates and guests. I welcome 500 official delegates, representing the intelligence, political mettle, solidarity, determination to innovate, belief and aspiration of more than 200,000 Party members in the entire Party organization to attend the Congress.

We respectfully remember and always engrave in our minds the great contributions of previous generations of revolutionaries, steadfast communist soldiers, outstanding leaders of the Party and State; heroic martyrs, compatriots and comrades who bravely fought and sacrificed for the independence and freedom of the Fatherland, for the happiness of the People, for the longevity of the nation, for socialism and noble international obligations.

In recent days, storm No. 10 combined with heavy rain and floods over a large area has severely affected Nghe An province and neighboring provinces, causing loss of life and property. The Congress would like to express our deepest sympathy and condolences to the families whose loved ones were lost, injured, or suffered property damage, and send our warmest regards to all the people in the affected areas.

Implementing Directive No. 45-CT/TW of the Politburo and guiding documents of the Central Committee, Nghe An Provincial Party Committee has focused on directing the preparation and successful organization of the Congress of 1,515 grassroots party organizations and 136 party committees under the Provincial Party Committee. The success of the grassroots party congress is an important premise for supplementing and perfecting the content and organization of the 20th Provincial Party Congress.

The documents submitted to the Congress have been prepared early, seriously, and with great effort and intelligence by the 19th Provincial Party Executive Committee, ensuring the requirements for organizing the implementation of the Resolution and the Action Program immediately after the Congress. In the process of drafting the documents, the Provincial Party Executive Committee has closely followed the new viewpoints and guidelines of the Central Committee and the Politburo, and at the same time, received many enthusiastic and responsible comments from Party and State leaders, central departments, ministries, branches, party organizations and cadres, party members, socio-political organizations at all levels, generations of provincial leaders, intellectuals, scientists and people of all walks of life. The Provincial Party Committee has reported and seriously and fully received the Politburo's instructions to complete the draft documents and personnel plans submitted to the Congress today.

Looking back at the past term, inheriting the achievements of previous terms and the great achievements in nearly 40 years of national renovation; the Party Committee, Government and People of Nghe An have always promoted the tradition of solidarity, dynamism, creativity, efforts to overcome difficulties and achieved many important and comprehensive results in all fields. The economy continued to maintain a good growth rate, culture and society achieved many new achievements.

National defense, security, order and social safety were maintained. Foreign affairs, integration, international cooperation and regional connectivity were strengthened. The work of building and rectifying the Party and the political system achieved many important results. These results are a testament to the strength of solidarity, the aspiration to rise up and the steadfast will of the entire political system, the people and the business community of the province.

However, we also frankly admit that in the development process of the province, there are still many limitations and shortcomings with bottlenecks, such as: Growth quality is not really sustainable, infrastructure is still lacking in synchronization; quality of human resources does not meet requirements; administrative reform, improvement of investment environment still has barriers...

Those limitations have been seriously pointed out by the Provincial Party Executive Committee in the document submitted to the Congress; requiring this Congress to promote the spirit of self-criticism, seriously review, comprehensively evaluate, draw lessons, and propose breakthrough tasks and solutions for Nghe An to develop faster and more sustainably.

The goals of the Provincial Party Committee for the 2025 - 2030 term are:"Building a clean and strong Party organization and political system; comprehensive innovation, breakthrough development, striving to turn Nghe An into a fairly developed province with national growth in the new era of development".

This is not only the goal of the new term, but also an honorable promise and political commitment of the Congress to the Party, State and people of all ethnic groups in the province.

With the motto:“Solidarity - Democracy - Discipline - Breakthrough - Development”;The Congress needs to create a high level of unity in viewpoints, goals, tasks, and solutions, thereby arousing all potentials, strengths, and strong determination for innovation, bringing Nghe An to new heights, worthy of the expectations of the Central Committee and the trust and love of the whole country.

Therefore, at this Congress, each delegate needs to uphold the spirit of responsibility, concentrate their intelligence, research, discuss, contribute opinions, and propose appropriate solutions; the Congress has 4 very important tasks, which are:

The first:Summarize and objectively evaluate the situation and results of implementing the Resolution of the 19th Provincial Party Congress, term 2020 - 2025. Thereby, clearly point out the advantages, disadvantages, limitations, causes and draw lessons; propose directions, goals, tasks and solutions for the term 2025 - 2030.

Monday:Discuss and make practical and quality contributions to the draft documents to be submitted to the 14th National Congress of the Party, thereby demonstrating the responsibility of the Party Committee, Government and People of Nghe An province towards the important issues of the country.

Tuesday:Wisely choose to elect to the Provincial Party Executive Committee for the new term comrades who are exemplary in political mettle, intelligence, moral qualities, lifestyle, capacity and prestige, truly the center of solidarity, in order to successfully implement the goals, targets and tasks set out by the Congress.

Wednesday:Selecting and electing the Provincial Party Delegation to attend the 14th National Congress of the Party represents the will and intelligence of the Party and the aspirations of cadres, party members and people in the province, effectively contributing to the success of the 14th National Congress of the Party.
