Pursuant to Regulation No. 132-QD/TW dated March 8, 2018 of the Politburo, Instruction No. 21-HD/BTCTW dated October 18, 2019 of the Central Organizing Committee on annual review, assessment and classification of quality for party organizations, party members and collectives and individuals of leadership and management at all levels, the Standing Committee of the Provincial Party Committee issued Plan No. 61-KH/TU dated October 27, 2021 on review, assessment and classification of quality of party organizations and collectives and individuals of leadership and management in 2021.
It can be affirmed that the preparation and organization of self-criticism and criticism reviews by Party committees and collective leadership of agencies and units basically ensure seriousness, quality, and compliance with the procedures and instructions of superiors; taking the collective review results as the basis for individual review; taking the individual review results to supplement and complete the collective review. Collectives and individuals suggested for review have seriously prepared reports explaining the suggested review content; organized the review on time, clarified limitations, shortcomings and causes; at the same time, proposed measures and roadmaps to overcome after the review. The assessment of collective and individual quality has generally been carried out seriously, the rate of excellent classification in the majority of units basically ensures the regulations. Therefore, the review and quality assessment in 2021 has had many positive changes, achieving more substantial results.
However, there are still some Party committees, Party organizations, Party members, collectives, and individual leaders and managers who have not fully understood the purpose and significance of quality review and assessment, so they are still subjective and lack determination in leadership and direction in implementation. The preparation for collective and individual reviews in some places is not really good, the review process is not in-depth, not straightforward, there is still a state of deference, avoidance, and fear of conflict; some cadres and Party members have not voluntarily recognized their shortcomings and responsibilities for assigned tasks; some collective and individual review reports are still general or mainly state achievements, not clearly defining the responsibilities of the collective and individuals for shortcomings and limitations; in some places, collective reviews are not linked to individual responsibilities.
The overcoming of limitations and shortcomings that have been pointed out through the review or newly arisen is not clear; there are shortcomings that are repeated in previous years but have not been paid attention to in developing plans and solutions to thoroughly overcome them. The collection of opinions for collectives and individuals, especially the collection of opinions at the place of residence, is still a formality in some places. The classification of individuals in some places is not in similar groups, therefore, the rate of excellent classification among leaders is still high; the rate of excellent classification in the classification of grassroots party organizations and party members in some units exceeds the regulations.
Pursuant to Official Dispatch No. 4628-CV/VPTW dated August 29, 2022 of the Party Central Committee Office and Official Dispatch No. 4264-CV/BTCTW dated October 18, 2022 of the Central Organizing Committee, on the basis of evaluating the results achieved and the limitations and shortcomings in the work of reviewing, evaluating and classifying the quality of party organizations, party members and collectives and individuals of leaders and managers in 2021; at the same time, accepting the direction of the Central Committee to improve the quality of reviewing and evaluating the quality of collectives and individuals to ensure substance and compliance with regulations, the Standing Committee of Nghe An Provincial Party Committee has just issued Plan No. 131-KH/TU dated October 24, 2022 on reviewing, evaluating and classifying the quality of party organizations, party members and collectives and individuals of leaders and managers at all levels in 2022.
To effectively implement the above Plan, it is necessary to implement the following synchronous solutions:
One is, further raise the awareness of party committees and party members about the role and importance of annual quality review and assessment. From there, do a good job of political and ideological work, create a change in awareness for cadres and party members, on the basis of good self-criticism and criticism to correctly assess the quality of party organization activities and the results of party members' task performance.
Two is, Party committees, party organizations, and party members must grasp and closely follow the regulations and instructions of the Central Committee and the Provincial Party Committee; develop a collective and individual review plan that closely follows the review content and specifies each criterion as a basis for assessment and classification. Conduct multi-dimensional, strict, and public assessments according to specific criteria and standards, in accordance with procedures, principles, and regulations; link the assessment and classification of individual quality with the collective and with the performance results of the locality, agency, and unit.
Third,Party committees and organizations, first of all, the leaders must be exemplary in self-criticism, uphold the spirit of responsibility in directing, presiding over annual self-criticism and criticism reviews, and quality assessments of party organizations, party members, and collectives and individual leaders and managers in the places where they work, live, and are assigned to be in charge. The review process must be substantive and democratic, ensuring the fighting spirit of party committees and organizations, clarifying the limitations and shortcomings of the collective in association with individual responsibilities, especially the responsibilities of the leaders, clarifying individual responsibilities when limitations and shortcomings that have been pointed out in previous reviews have not been thoroughly overcome or recur. In the review, the state of deference, avoidance, and fear of conflict must be overcome; when seeing the right must be resolutely defended; when seeing the wrong must be resolutely fought; and identification must be made. The review must be closely linked to the implementation of the Resolution of the 4th Central Committee, terms XII and XII; Directive 05-CT/TW of the Politburo and the responsibility to set an example for cadres and party members, especially key leaders at all levels. Through self-criticism to detect early, from afar and fight against, prevent signs of degradation, "self-evolution", "self-transformation", corruption and negativity.
Four isImmediately after reviewing and classifying quality, a plan must be developed, clearly identifying solutions to overcome limitations, weaknesses, and shortcomings of the collective and individuals; periodically evaluating the results of overcoming, especially limitations and shortcomings due to subjective causes; assigning monitoring, organizing inspections, supervising, and urging the implementation of overcoming and correcting shortcomings and limitations.
Five is, carry out the assessment and classification of the quality of party organizations and party members in accordance with regulations and instructions from superiors; in which, note that the rate of excellent task completion does not exceed 20% of the total number of collectives and individuals classified as having completed tasks well according to each similar group.
Sixth,The superior Party Committee shall conduct inspections and supervise the work of reviewing, evaluating, and classifying the quality of subordinate collectives and individuals. Direct the re-review of collectives and individuals whose self-criticism and criticism do not meet requirements; re-classify places where the "Excellent completion of tasks" rating is not in accordance with regulations.
Seven is,Party committees, party organizations, and leadership groups at all levels must closely follow the plans of superiors to proactively implement quality review and assessment work to ensure progress and time as prescribed. Implement well the reporting regime to superiors and establish and archive records of review, assessment, and classification of collectives and individuals in accordance with regulations./.
