When cadres not only talk but also act, resolutions become real strength, creating strong steps forward in socio-economic development, contributing to improving people's lives.
The Quynh Lap Commune Fisheries Association Party Cell, Hoang Mai Town is a model established based on the local reality that party members working in the fishing industry in rural party cells face many difficulties, due to the nature of fishing at sea for at least 15 days a month. Established in July 2021, by August 2023, the Quynh Lap Commune Party Committee had conducted a preliminary review of 2 years of piloting this new party cell model, the only one in Nghe An for party members who are fishermen.
Attending the meeting and summarizing the 2-year pilot establishment of the Fisheries Association Party Cell, Standing Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu highly appreciated the effectiveness of the model, contributing to actively promoting the core role of the Party organization in leading and directing offshore fishing and exploitation activities and protecting the sacred sovereignty of the sea and islands of the Fatherland. On that basis, he requested the Provincial Party Committee's Organizing Committee to evaluate the above model, advise the Provincial Party Committee's Standing Committee to consider and replicate similar Party cell models.
The formation and effective operation of the Fisheries Association Party Cell model in Quynh Lap commune, Hoang Mai town has a very important role of Party Cell Secretary Phan Van Hai.
"Party members must be more exemplary than others, only then will people trust them", that is the constant thought of Party Cell Secretary Phan Van Hai, who pioneered in bringing the resolution to the forefront, not only by words but also by his actions.
The fleet of 18 party members in the cell plowed through the waters of the Gulf of Tonkin; pioneered the conquest of the Hoang Sa fishing grounds, both catching and exploiting seafood and affirming the will to protect the sacred sovereignty of the sea and islands of the Fatherland; propagandized and mobilized fishermen to comply with the State's policies and laws, especially not to engage in illegal fishing (IUU). Thanks to that, at the foot of the waves of Quynh Lap, the seafood exploitation industry is increasingly strong and sustainable; in 2023 alone, of the total value earned by the whole commune of more than 1,200 billion VND, the Fisheries Association contributed up to 70%.
Leaving the coastal area of Hoang Mai, returning to the land of Nhut Thanh Chuong, mentioning the Party Secretary and Chairman of the People's Committee of Thanh Lien commune, Phan Ba Ngoc, everyone is impressed by the exemplary leader, cadre, and party member, who has brought Thanh Lien from a poor commune "over land" to an advanced new rural commune and is on the way to reaching the model new rural commune finish line by the end of 2024.
Previously, Thanh Lien commune had dozens of hectares of ineffective agricultural land, people were bored with the fields, scattered to make a living, comrade Phan Ba Ngoc at that time was not the leader, but as a party member, a commune cadre stood up to contract 2 hectares to grow fruit trees and squash. After work hours, he rolled up his sleeves and worked hard in the fields, in the end the land did not disappoint, income from farming brought in hundreds of millions of dong each year. After the success of comrade Ngoc's economic model, comrades in the Standing Committee of the Commune Party Committee also learned and followed suit.
“The leaders of the commune agree that as cadres, we must know how to tell people how to grow rice, grow fruit trees, raise pigs, and prevent diseases; but if we want to know, we must get down and do it. Therefore, in our leadership, we assign tasks, each person “shoulders” a spearhead, one spearheads cultivation, one spearheads livestock, one spearheads services..., with the purpose of discussing or giving any policy of the Commune Party Committee for leadership, it must be very deep and very close. The policy is correct, plus the cadres can do it, and say it right, then the people will listen, trust and follow it”, comrade Phan Ba Ngoc shared.
Seeing that the cadres could do it, the people trusted and followed suit, so from a commune without any farms or ranches, Thanh Lien now has over 50 large farms and ranches; of which 10 farms generate an income of over 300 million VND/year and have begun to form large specialized fruit growing areas with the main product being Dien grapefruit on an area of over 30 hectares, the largest in the district.
Making a small amount is easier to sell, but if the whole commune produces large-scale products without ensuring output, it will fall into the situation of "good harvest, low price, good price, bad harvest", so comrade Phan Ba Ngoc personally hired a car to transport long beans, green squash... to Vinh city, all the way to Hai Duong to sell and then linked up to find stable output for the people's agricultural products.
Under the leadership of comrade Phan Ba Ngoc, Thanh Lien commune has become the locality with the most outstanding highlights in Thanh Chuong district, turning this place into a livable countryside, with an average income per capita of 54 million VND in 2023.
Thanh Lien Commune Party Committee has successfully completed its tasks for 10 consecutive years, of which 9 years have been outstanding in completing its tasks. Comrade Ngoc has been an outstanding party member for 12 consecutive years; in 2022, he was awarded a Certificate of Merit by the Prime Minister.
“Talking and doing, Secretary Phan Ba Ngoc is truly a uniting force in the entire Party; arousing the trust and consensus of cadres, party members and people to build the commune,” said Mr. Le Van Khuong, a resident of Lien Truong hamlet, Thanh Lien commune.
President Ho Chi Minh advised: “A living example is worth more than a hundred propaganda speeches”. However, the Resolution of the 19th Congress of Nghe An Provincial Party Committee, term 2020 - 2025, pointed out the sad reality: “Studying and following the regulations on setting examples in some places is not very effective”; including both objective and subjective reasons, but importantly, it is due to “a low sense of responsibility, enthusiasm, dynamism, creativity, and professionalism in performing tasks of a number of cadres and civil servants”.
Therefore, the Congress highly agreed with one of the main tasks and solutions to improve the leadership capacity and fighting strength of the Party, which is to "continue to effectively implement Directive No. 05-CT/TW, Resolution of the 4th Central Committee (12th tenure) in conjunction with strictly implementing the regulations on setting examples of the Central Committee and the province... Publicize the setting of examples by cadres and party members, first of all key leaders at all levels, to both set an example for the masses and for the masses to monitor the setting of examples by cadres and party members".
Implementing Regulation No. 2993-QD/TU, dated July 19, 2019 of the Provincial Party Standing Committee on the responsibility of setting an example for cadres and party members, first of all, members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, and key leaders at all levels of Nghe An province, in the province, there are many new models and good practices that bring practical results and create widespread influence, notably the models: "Building the image of a prestigious cadre and party member among the people" in Dien Chau district; "3 no, 3 right, 3 need, 3 against" in Nghia Dan district; "Building the image of a exemplary party cell secretary in working style" in Que Phong district; "Listening to people, telling people to understand, making people believe" in the Provincial Police; "Promoting the responsibility of setting an example for leaders of grassroots party organizations, professional agencies and socio-political organizations in provincial agencies", "Bright examples around us" at the Party Committee of Provincial Agencies...
In mid-2023, the route connecting National Highway 7B to 48E passing through 3 communes: Bac Thanh, Xuan Thanh, Tang Thanh (Yen Thanh district) with a total length of nearly 4 km will be invested in upgrading the width to 12.5 m, of which nearly 1 km will pass through Tang Thanh commune, with an area to be cleared of more than 1,500 m2.2Residential land of 45 households. This is a project without compensation and site clearance funds, while all are residential land and the market land price is around 10 million/m2.2.
Knowing that it was a personal disadvantage, but for the common good of the community, Mr. Truong Dang Long, hamlet 3, Tang Thanh commune, and his two children did not hesitate to voluntarily hand over 100 m2worth about 1 billion VND without compensation.
“The cadres went down to the people, told them so they could understand in detail; and listened, absorbed, and resolved their opinions thoroughly, appropriately, and reasonably. I felt my sacrifice was worth it, happy and satisfied because the completed road made my house and my village more spacious and beautiful,” he said excitedly.
Not only for the implementation of the above route, Tang Thanh commune is truly a bright spot in implementing the motto "people know, people discuss, people check, people supervise and people benefit", especially in building new rural areas.
Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tang Thanh Commune, Dao Van Khai, said: Based on the research of the criteria according to regulations, the Party Committee and the commune government have specified them in policies, tasks to be done and set out requirements on planning, standards, techniques, etc. to convey and bring information to the people and the people themselves discuss how to implement them.
For example, in the construction of cultural houses and cultural and sports facilities in hamlets, the commune issues criteria on the area of the campus, hall, and accompanying items, and has a support mechanism of 1 billion VND. On that basis, in hamlets, people meet to discuss implementation methods, establish construction committees, mobilization committees, community investment supervision committees, etc. to implement.
As a result, Tang Thanh commune has completed the construction of new rural areas and advanced new rural areas and has mobilized more than 208 billion VND, of which the people contributed more than 120 billion VND to build a model new rural area.
In 2023 alone, in the whole Nghe An province, people contributed nearly 537 billion VND; donated 97,132 m2land; contributed 450,939 working days and voluntarily demolished many architectural works, trees, crops... to build new rural areas, advanced new rural areas, and model new rural areas. Thanks to the consensus and solidarity of the people, up to now, the rate of communes meeting new rural standards in Nghe An is quite high, accounting for 77.85%, equivalent to 320/411 communes; of which 101 communes have met advanced new rural standards, reaching 31.56% and 16 communes have met model new rural standards, accounting for 5% of new rural communes; 9 district-level units have completed their tasks/met new rural standards and 1 unit is submitting to the Central Government for appraisal and recognition.
To enhance the leadership capacity and fighting strength of Party organizations at all levels, during this term, Nghe An also has a policy of increasing contact and dialogue with the people; considering this a normal thing, especially before implementing new policies or removing obstacles, difficulties and pressing issues from practice. Because this is the shortest way for "the Party to understand the people, the people to understand the Party", and only when the people understand the policies and guidelines can they know, discuss, do, inspect, supervise and benefit.
In Nghia Dan district, from the beginning of the 2020 - 2025 term up to now, the heads of the district Party Committee and government have organized 5 dialogues, including dialogues with 12 communes that have reached the new rural finish line to unify views and policies to continue building advanced new rural areas; with 10 communes that have not reached the new rural finish line to be determined to reach the new rural finish line within the term; dialogues with units implementing commune mergers in the 2023 - 2025 period; dialogues with secretaries of Party cells of blocks, hamlets, and villages in the whole district on developing Party members; dialogues with secretaries and heads of blocks, hamlets, and villages in 6 communes in ethnic minority areas.
On the basis of dialogue, many policies and guidelines are fully and thoroughly informed to cadres and people at the grassroots level. In return, the district also promptly and closely grasps the thoughts and aspirations from practice, in order to have a common understanding and action to implement.
Deputy Head of the People's Committee of Nghia Dan District Party Committee Truong Minh Hoai gave an example: in 10 communes that have not reached the new rural finish line by 2020, in addition to internal difficulties, cadres and people in some localities have the mentality of "not wanting to reach the finish line" because they are afraid of being cut off from the State's support regime. However, through dialogue with district leaders, commune cadres and people have been "cleared of their thoughts" because the results of new rural construction are enjoyed first by each family and community in the locality, not by central, provincial or district cadres, so the mentality of "waiting and relying" has gradually been eliminated. Up to now, after only 4 years, all 10 communes in the bottom group have rushed to the finish line.
Comrade Ngoc Kim Nam - Member of the Standing Committee, Head of the Mass Mobilization Committee of Nghe An Provincial Party Committee affirmed: The motto "people know, people discuss, people do, people inspect, people supervise, people benefit" has been implemented quite seriously by Party committees at all levels and the political system in the province, concretized in many fields, creating conditions to promote representative democracy, at the same time expanding direct democracy, contributing to socio-economic development, ensuring national defense - security and building a clean and strong Party and government throughout the province. The most obvious demonstration is the results of implementing the National Target Program on New Rural Construction when effectively promoting the motto "people are both the subject and the direct beneficiary".
For the 2020 - 2025 term, the Standing Committee of Nghe An Provincial Party Committee issued Project 07 on November 24, 2021 on "Innovation, improving the effectiveness of contact, dialogue and implementation of conclusions of heads of Party committees and authorities at all levels after contact and dialogue with the people in the province in the period of 2021-2025". As a result, from 2020 to present, all levels in the province have organized 715 dialogues between heads of Party committees and authorities and the people. The Provincial Party Standing Committee issued Resolution No. 04-NQ/TU, dated November 19, 2021 on innovation, improving the quality and effectiveness of the activities of the Fatherland Front and socio-political organizations in the period of 2021 - 2025, with special attention paid to promoting the critical role of the Fatherland Front and socio-political organizations, which are organizations representing the people, to contribute ideas to the Party Committee and the government.
