


Nghe An is entering a new development "orbit" with extremely favorable opportunities and chances. Along with a fairly solid socio-economic foundation in recent times, the province has new impulses, that is, on July 18, 2023, the Politburo issued Resolution No. 39 - NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045; this is a particularly important political basis to concretize with mechanisms and policies to achieve the set goals. The draft Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been completed and submitted to the Prime Minister. Once approved, it will be an important legal basis, guiding the implementation of goals and tasks in the new period.

At the 2023 Meeting and Dialogue Program with the team of Party Committee Secretaries, Chairmen of People's Councils, Chairmen of People's Committees at the commune level, the Standing Committee of Nghe An Provincial Party Committee added new awareness on the viewpoints, goals, and development tasks of the province until 2030 and the following years of the province according to Resolution No. 39 - NQ/TW of the Politburo and the draft planning of Nghe An province for the period 2021 - 2030, with a vision to 2050; associated with 3 development viewpoints, 2 growth driving areas, 4 economic corridors, and 6 urban centers.
In that spirit, the Standing Committee of the Provincial Party Committee hopes that more than 1,100 key leaders at the commune level in the whole province will uphold the spirit of determination to innovate, improve skills, methods, practices, and leadership and management style; cultivate the capacity to forecast, predict, analyze and grasp sensitive issues arising from the grassroots to proactively handle them within their authority, or promptly report and take advantage of the leadership of superiors; closely follow reality, effectively use and mobilize resources to build and develop good models, new and creative ways of doing things for replication; promptly contribute comments on inappropriate and unreasonable policies and decisions of the Central, province and district for adjustment; strengthen advocacy and dialogue with the people sincerely and substantially.
The Provincial Party Standing Committee is committed to always accompanying and creating the best conditions for key grassroots leaders to have the opportunity to demonstrate and mature. "We hope that comrades will make efforts, try hard, and overcome, together with the province so that we can make good use of, seize good use of, and promote this favorable time to accelerate forward," Provincial Party Secretary Thai Thanh Quy emphasized at the recent meeting and dialogue program.

In the Notice of Conclusion on the 2023 Meeting and Dialogue Program, the Standing Committee of Nghe An Provincial Party Committee requested: Cadres, civil servants, and non-professional activists at the commune, ward, and town levels must constantly cultivate and practice revolutionary ethics, build for themselves a healthy, simple, and close-to-the-people morality and lifestyle. Be exemplary in complying with the Party's guidelines and policies, and the State's policies and laws. Actively study and learn to improve qualifications, capacity, and political mettle, while being close to the grassroots and grasping the realities; pioneering in applying digital transformation and administrative reform. Proactively advising to simplify administrative procedures, especially those related to people. Having a spirit of innovation, creativity, dedication, and devotion in work; being enthusiastic and responsible in performing public duties. Strictly implementing administrative discipline and order, actively and effectively contributing to the development of communes, wards, and towns.

Talking to reporters, Party Secretary of Xuan Lam Commune (Hung Nguyen District) Le Viet Hung shared: “I feel the atmosphere of the meeting and dialogue program is very sincere and open. The Standing Committee of the Provincial Party Committee was frank, both exchanging and encouraging so that key leaders at the commune level can work with peace of mind. In particular, through the exchange of provincial leaders, we have a better understanding and more confidence in the development direction of the province to both develop quickly and sustainably, while ensuring the identity and traditions of our homeland.”

To receive, process and absorb opinions from the people, leaders and cadres from the grassroots, Nghe An has implemented many channels, of which the most effective is the dialogue channel, notably in the past 5 years, meetings and dialogues have been organized between the Standing Committee of the Provincial Party Committee and the team of Party Secretaries, Chairmen of People's Committees, Chairmen of People's Councils at the commune level; and with department-level management leaders and experts in the Provincial Agencies Bloc; each meeting is held twice.
The example set by the collective leadership of the Provincial Party Committee has created a tradition in innovating working methods at all levels. Expanding and strengthening dialogue, especially in areas and hot topics, with problems and shortcomings, to promptly grasp and resolve... is organized at all levels from the province to districts, communes and in all sectors. From there, consensus is created among cadres, party members and people of all walks of life.
In Nam Dan district, comrade Nguyen Duy Thao - Head of the District Party Committee's Mass Mobilization Committee shared: After achieving the new rural district title in 2017, there was a sense of satisfaction and contentment, so the implementation of building an advanced, model new rural commune was very difficult and the progress was slow. In that situation, the Standing Committee of the District Party Committee, leaders of communes and towns organized dialogues with secretaries, hamlet chiefs and people to clarify thoughts, remove difficulties and obstacles. Therefore, up to now, the district level has achieved 32/42 contents of the set of criteria for a model new rural district, with 9/18 communes achieving advanced new rural status, of which 5 communes achieving model new rural status...

After the merger, the hamlets were large and densely populated, and hamlet cadres had to work hard, while their allowances were low... therefore, the cadres in the hamlets and blocks were not confident in their work, and many wanted to resign. Grasping the situation, in 2022, the leaders of the Party Committee and the Nam Dan district government organized a dialogue conference with all Party cell secretaries; hamlet and block leaders; and heads of the Front's working committee.
“After the dialogues, many difficulties, problems, and recommendations of the people, block and hamlet cadres were resolved, explained, and clarified; making people excited, trusting in the leadership, reducing petitions and complicated hot spots; social stability, strong political system for socio-economic development, maintaining national defense and security,” said the Head of the People's Mobilization Committee of Nam Dan District Party Committee.


Comrade Phan Thanh Doai - Deputy Head of the Provincial Party Committee's Mass Mobilization Commission said: From 2018 to now, the whole province has organized 2,818 regular and ad hoc thematic dialogue and contact conferences (5 at the provincial level, 207 at the district level, 2,606 at the commune level), with a total of 195,853 participants. The total number of opinions collected was 23,345. The total number of opinions resolved at the conference was 22,154 (reaching 94.9%), of which: The provincial level had 30 opinions (reaching 90%), 28 opinions after the conference, so far, have been resolved (there are 2 opinions being gradually resolved, namely: Support for building boarding houses, social housing and welfare works for workers); At the district level, 1,414 opinions were resolved at the conference (reaching 95%), 74 opinions were resolved after the conference, and 47 opinions were not resolved; at the commune level, 20,749 opinions were resolved at the conference (reaching 95%), 589 opinions were resolved after the conference, and 442 opinions and reflections were not resolved.
In August 2023, the Central Steering Committee's survey delegation summarized 10 years of implementing Decision 218-QD/TW, dated December 12, 2013 of the Politburo (11th tenure) promulgating the Regulation on "Vietnam Fatherland Front, socio-political organizations and people participating in giving opinions on Party building and government building", led by comrade Nguyen Dinh Khang - Member of the Party Central Committee, Secretary of the Party Delegation, President of the Vietnam General Confederation of Labor, member of the Steering Committee, had a working session with the Standing Committee of Nghe An Provincial Party Committee.

The survey team acknowledged and highly appreciated Nghe An for the results of concretizing Decision 218-QD/TW into real life; especially for having many good and creative ways of doing things, such as organizing dialogues between the Standing Committee of the Provincial Party Committee with management leaders, department-level experts of the Provincial Agencies Bloc and with heads of Party committees and authorities at the commune level. These are all good models that can be considered for replication nationwide.
Through summarizing 10 years of implementing Decision 218-QD/TW of the Politburo, the Standing Committee of Nghe An Provincial Party Committee supports the continued issuance of new regulations, but changes are needed to keep up with the current context; in particular, the Central Government should stipulate a unified process for receiving and handling people's comments nationwide, avoiding each province having a different way of doing things, each socio-political organization implementing vertically from the Central Government, leading to lack of uniformity.

In particular, pointing out the "3 difficulties" that Nghe An encountered from the practical experience of 10 years of implementing Decision 218-QD/TW of the Politburo, comrade Thai Thanh Quy - Secretary of Nghe An Provincial Party Committee recommended that the Central Government should have solutions to solicit people's opinions for individuals, especially for heads of organizations, units and party members; as well as valid opinions, suggestions and initiatives to build a more effective Party and government; along with that, applying information technology synchronously from the Central to local levels in synthesizing, monitoring and handling people's opinions.
It can be affirmed that in Nghe An, the Party Committee and the government have been very proactive in organizing dialogues to grasp the thoughts and aspirations of cadres, party members and people; accurately forecast the situation, especially in determining in advance the major political tasks of the province, or potential complex risks for dialogue; thereby being one step ahead in propaganda and mobilization work, creating common awareness and consensus among cadres, party members, union members, union members and people; thereby joining hands and accompanying each other to overcome difficulties, not allowing "hot spots" to arise; creating a solid foundation and premise for development.
