

“When Ky Son High School had not yet received funding from Trung Nam Group to build the school, the management of boarding students encountered many difficulties, which had consequences. In Ky Son district, the most worrying thing was the situation of students freely living and falling in love, many cases of early marriage, increasing the rate of early marriage; besides, the quality of education was still low. When Ky Son High School had good facilities, a part of the students were in dormitories under the management and care of the school, there was a clear change. Therefore, I think that if Ky Son district implemented a new model of boarding school, or semi-boarding school, the quality of education would certainly continue to be improved, ensuring that students would not be disadvantaged.

In recent years, the Party Committee and the government of Ky Son district have been very concerned. Therefore, when the school does not have adequate facilities, they try to mobilize and appeal for them. When the facilities are available, they think of ways to get the students to stay in the dormitory; think of ways to ensure that the students have food, accommodation and daily activities. The province has directed the Department of Education and Training to develop a project for a new type of boarding school model, but this model is currently being tested by the district's Department of Education and Training in coordination with Ky Son High School and parents, but has not yet been actually applied. Therefore, although the current activities of Ky Son High School have had positive results, they are only supportive in nature and cannot ensure long-term sustainability. Currently, teachers and staff are responsible for all the work of managing boarding students, but do not enjoy any policies, all are completely voluntary for the students. The funding for the new boarding school model is being used from the students' support according to Decree 116/ND-CP. In addition to managing and taking care of the students, the school also has to pay for electricity and water bills...

Meanwhile, the district does not have the resources to support. Therefore, we hope that the superiors will develop long-term policies, from support policies for teachers and staff working in student management, policies for cooks, medical staff, electricity and water costs, etc. At some forums, the Standing Committee, the Standing Committee of the District Party Committee, and the District People's Committee have also proposed this issue."

Regarding the issue of boarding and boarding in high schools in mountainous areas, it is very necessary because the travel conditions are very far and isolated, while the students' families' economic situation is very difficult. Living and studying in a boarding environment, students will be safe, minimizing social evils. They will have closer guidance, care, and management from the school, thereby ensuring discipline, discipline, and the quality of their study and training will certainly be better. Therefore, the district's viewpoint is to really want to restore boarding for students.

However, at present, the issue of boarding and semi-boarding in high schools in mountainous districts has no policy or legal basis. This is a difficult issue, especially in the current period, so even though there is responsibility and enthusiasm, it cannot be done. The Standing Committee of the Tuong Duong District Party Committee cannot identify this as a task to assign to all levels and sectors to organize and implement.
I say this so that we need to consider solving this problem. Talking about education, we are currently implementing Resolution No. 29-NQ/TW of the Politburo on comprehensive education reform; and implementing the 2018 General Education Program. But to be frank, to be honest, we have not yet ensured the synchronization for implementation. In particular, when issuing and implementing the implementation plan, there has not been a synchronous investment, for example, the facilities have not met the requirements for teaching and learning according to this program. In addition, the support policy for ethnic minority children also has many shortcomings.

Like the regulation on the distance from home to school. Imagine students in the same village, hamlet, studying at the same school, going on the same road, the same slope, crossing the same stream, even if you stay at school, I also stay at school to study in the same class, study with the same teacher, but because my house is only 0.5m away from yours, you have the policy while I have to pay for it myself. Obviously, such a regulation is not appropriate. It is necessary to regulate the distance between the village center and the school, so that all students in the community can enjoy the same policy.
Or the regulation of conditions for region 1, region 2, region 3 according to commune classification, is also an inadequacy. The goal of the people striving to achieve the new rural target is positive. But in order for the people to have the resources to escape poverty sustainably, continue to build villages and hamlets with higher criteria, cutting policies will reduce motivation and resources, along with the children losing priority support for their studies.

In my opinion, the issue of region should not be differentiated. Living in the same area with harsh environment, climate and weather, everyone has to endure that harshness, but the regulations only allow ethnic minorities to enjoy support policies. This issue, when applied to children, will be unfair, causing a decrease in motivation and discrimination and treatment. Living in the same special environment, we should have the same benefits…”.

“The young generation is the human resource for the future, therefore, the Standing Committee of Que Phong District Party Committee is very interested in education work, identifying this as a very important task. Regarding Que Phong High School, in terms of expertise, it is managed by the Department of Education and Training, therefore, the district determines that it must be responsible for all related issues.

I also worked in the education sector for a while, and also worked at a boarding school to see the advantages of boarding schools. Therefore, when assessing the current situation, I found that after the school no longer had a boarding system, students no longer had a place to eat and live with adequate conditions; in managing and guiding the students, there were many difficulties. Que Phong district, as well as some mountainous districts of the province such as Ky Son and Quy Chau, only had one high school. The number of students from remote areas of the district going to town to study was very large. They had to be far from their families, the travel conditions were very difficult, and when they first came to the central area, they were still confused, easily influenced and attracted by other environments. Therefore, the situation of students violating the law still occurred. For example, students from far away had to rent a house and were allowed by their families to use motorbikes, but they violated the law while participating in traffic; or like before, there were also students who fell into drug addiction… In general, the consequences of students having to rent a place to live are very big. This is a common situation in mountainous districts, not just Que Phong district.

Based on that reality, in the times working with superiors, especially the time the Provincial Party Secretary went to Que Phong district to work, the district reported very clearly. The district also asked for policies, first, to invest in supporting students with accommodation and meals; second, to propose to the education sector to allow Que Phong High School to pilot a new type of boarding model. The proposals of Que Phong district were agreed upon by the Provincial Party Secretary and approved by the education and training sector. Thanks to that, there has been the attention of the province, up to now, the processes and procedures have been completed, preparing to invest in building a boarding area. In addition, the district is also making efforts to call on organizations, businesses and individuals to respond and join hands to help the school comprehensively upgrade its facilities...
