

In 2023, along with the whole country, Nghe An province will carry out socio-economic development tasks in the context of the world situation changing rapidly, complicatedly and unpredictably; the country will implement a tight monetary policy, interest rates will increase; real estate will not show any signs of improvement. In the province, natural disasters and epidemics will develop complicatedly, causing heavy damage in localities.
In that situation, with the attention of the Central Government; under the leadership and direction of the Provincial Party Committee; the accompaniment and supervision of the Provincial People's Council; the drastic, timely, flexible, effective, focused and key direction and management of the Provincial People's Committee; together with the joint efforts and consensus of the people and the business community, ... the socio-economic situation of the province has achieved many positive results, with 25/28 main targets completed and exceeding the set plan.

Identifying 2023 as a mid-term year, of important significance, creating a foundation for implementing the Resolution of the 13th National Party Congress, the Resolution of the Party Congresses at all levels and the 5-year Socio-Economic Development Plan (2021-2025), the Provincial People's Committee has closely followed and resolutely implemented the directions and administrations of the Government, the Prime Minister, ministries and central branches, in accordance with the practical situation in the locality. Right from the beginning of the year, the Provincial People's Committee issued Decision No. 162/QD-UBND dated January 18, 2023 on the main tasks and solutions for socio-economic development and the State budget estimate for 2023; developing growth scenarios for each quarter and the whole year; establishing 5 working groups headed by Vice Chairmen of the Provincial People's Committee to direct and urge sectors and fields and remove difficulties and obstacles in the implementation process.
The province's economy maintains a fairly good growth momentum, with an estimated gross regional domestic product (GRDP) growth rate of 7.14% in 2023 (ranking 26th in the country and 3rd in the North Central region). The province's budget revenue exceeds the estimate assigned by the Provincial People's Council, estimated at over 20,000 billion VND. Total export turnover is estimated at 3.11 billion USD, exceeding the target of the 19th Provincial Party Congress Resolution for the third consecutive year. The agricultural sector has basically fulfilled its set targets; the National Target Program on New Rural Development has achieved positive results. It is expected that in 2023, the total disbursed public investment capital will reach 95.11% of the plan, of which concentrated public investment sources are estimated at 95.42%.

The bright spot in Nghe An's economic picture is the investment attraction results. As of December 22, 2023, the total newly granted and adjusted capital was VND 57,891 billion; of which VND 47,763 billion was newly granted, 1.62 times higher than the same period in 2022. In particular, FDI attraction in 2023 was a great success, up to now, registered FDI capital reached over 1.6 billion USD, ranking 8th out of 63 provinces and cities; including many large-scale projects. To achieve the above results, the Provincial People's Committee has directed all levels, sectors and localities to focus on implementing 5 tasks, which the province calls "5 readiness": Planning, investment premises, essential infrastructure, human resources and innovation, improving the investment and business environment, reforming administrative procedures, considering investors' difficulties and obstacles as the province's to focus on removing and resolving.


In particular, the province has completed many major and very important tasks, such as: Coordinating with the Central Economic Commission to submit the Summary Report on 10 years of implementing Resolution No. 26-NQ/TW and the Politburo issued Resolution No. 39-NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045; Submitting to the Prime Minister for approval the Provincial Planning for the period 2021-2030, with a vision to 2050 in Decision No. 1059/QD-TTg dated September 14, 2023 (which is an important political and legal basis to continue to create strong development momentum for Nghe An province in the coming period); Mid-term review of the implementation of the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th National Party Congress; Coordinate with central agencies to submit to the National Assembly for approval an additional 1,275 billion VND in investment to resolve compensation for site clearance for the Project to Upgrade and Expand National Highway 1A through Nghe An province, and to completely handle citizens' petitions that have lasted for many years.

The province pays special attention to social security work. Notably, the province has mobilized 148 organizations and individuals to register to support the construction and repair of houses for the poor and people with housing difficulties with 12,568 houses with a total cost of nearly 640 billion VND; the province has currently built and repaired 7,245 houses/plan of 5,500 houses in 2023, reaching 132% of the plan.
The Provincial Steering Committee for Administrative Reform, headed by the Provincial Party Secretary, has led and directed resolutely, so administrative reform continues to have clear changes. The Provincial People's Committee has focused on directing the effective implementation of solutions to substantially improve the investment and business environment; simplifying administrative procedures in the direction of "One-stop shop", "One focal point"; focusing on digital transformation, enhancing the application of information technology to improve the effectiveness of direction, administration and work handling and resolution. The PCI, PAPI, PAS INDEX, SIPAS indicators have changed positively, for the first time the province has organized the assessment and announcement of the competitiveness index at the department, industry and local levels (DDCI).

The cultural and social fields have received attention and made much progress; continued to maintain the leading educational achievements in the country; the fields of health care and public health care have achieved many successes. Activities connecting labor supply and demand have been strengthened; in 2023, the whole province is estimated to create jobs for over 45,500 people, an increase of 1.1% compared to 2022. The national defense and security situation is ensured and basically stable. Foreign affairs have achieved positive results, in particular, State diplomatic activities are very vibrant, contributing to the socio-economic development of the province.

In addition to the achieved results, the province's socio-economic situation in 2023 still has many difficulties and limitations that need to be focused on overcoming, such as: GRDP growth target has not reached the set target, creating great pressure on completing the target for the entire period of 2021-2025. Production and business activities still face many difficulties; disbursement of public investment capital for some programs and projects is still slow. Although administrative reform and digital transformation have had positive changes, they have not yet met the set requirements. The implementation of two strategic transport infrastructure projects, Cua Lo Deep-water Port and Vinh International Airport, has not yet achieved the set plan and targets.

The province identifies 2024 as having a particularly important significance in successfully implementing the Resolutions of Party Congresses at all levels and the 5-year Socio-Economic Development Plan for the period 2021 - 2025. However, it is forecasted that the economy may continue to develop in a complicated and unpredictable manner with many new difficulties and challenges. From a careful analysis of the difficulties and advantages, the Provincial People's Committee considers the conditions and calculates the GRDP growth target for 2024 from 9-10%; budget revenue of VND 15,903 billion; total export turnover of USD 3 billion; GRDP per capita of VND 62-63 million... To successfully implement the socio-economic development plan for 2024, the Provincial People's Committee sets out 12 groups of main tasks and solutions and assigns specific tasks to departments, branches and localities.
In particular, the province has identified the key tasks for 2024 as follows: Continuing to strive to achieve the highest level of goals and targets of Party Congresses at all levels, including the goals and targets of the 19th Provincial Party Congress. Effectively implementing Resolution No. 36/2021/QH15 of the National Assembly, the Action Program of the Government, and the Provincial Party Committee on implementing Resolution No. 39-NQ/TW of the Politburo, including completing the development and supplementation of specific mechanisms and policies to specify the organization of the implementation of this Resolution before June 2024; Focusing on effectively implementing the Provincial Planning, with priority options. Completing the Project on expanding the administrative boundaries and urban space of Vinh city, the Project on arranging administrative units at district and commune levels for the period 2023-2025, the Project on expanding the Southeast Economic Zone and renaming it Nghe An Economic Zone.

At the same time, focus on removing difficulties and obstacles to boost production and business, promote growth in industries and sectors. Continue to focus resources on implementing key projects, including 2 strategic transport infrastructure projects: Cua Lo Deepwater Port and Vinh International Airport. Implement the highest level of public investment disbursement and 3 National Target Programs; strengthen effective management of budget revenue and expenditure. Improve the investment and business environment, with the view of creating favorable conditions for domestic and foreign investors, considering the difficulties and obstacles of enterprises as those of the province to remove and resolve.

On the other hand, strengthen links with localities in the North Central and Central Coast regions, especially the localities in the North Central sub-region. In addition, promote administrative reform, digital transformation, improve competitiveness, and unlock resources for development investment. Pay attention to comprehensive and synchronous development of cultural, social, educational, and health sectors; focus on ensuring social security, sustainable poverty reduction, and improving the material and spiritual life of the people. Improve the effectiveness of foreign affairs, strengthen national defense and security, and ensure social order and safety.
With the forecast that 2024 will face many difficulties and challenges, we believe that the Party Committee, Government, People and business community of the province will continue to promote the spirit of solidarity, unity, and consensus, with confidence, self-reliance, self-reliance, strong aspirations, determination to overcome difficulties and challenges, take advantage of opportunities, and bring Nghe An to develop quickly and sustainably, worthy of being the homeland of President Ho Chi Minh.
