The search and election of people to take on common tasks and "take the lead" in the block, village, hamlet, and commune is always of interest to Party committees at all levels. During the Party cell congress for the 2022-2025 term and the election of block, village, hamlet, and commune leaders (collectively called hamlets and communes) in localities, the Nghe An Provincial Party Committee noted that all levels need to pay attention to selecting block, hamlet, and commune leaders who are Party members.
The Party cell congresses for the 2022-2025 term and the election of village and hamlet heads were focused on by localities in the province from June to August 2022. Personnel work was directed by Party committees at all levels to ensure the search for and selection of people to "take the lead" and promote good roles in villages and hamlets. Although many localities have paid attention to training young people to participate in activities in villages and hamlets, due to "food and money", many young people go to work far away, so in general, the elderly still account for a large number of "shouldering the people's work" in villages and hamlets.
In fact, overcoming the fact that village and hamlet chiefs are not party members is facing certain difficulties. In Nghi Loc district, the whole district has 250 hamlets, of which 115 hamlets have specific factors, especially 30 hamlets are within the scope of Project No. 01 of the Provincial Party Committee (on building party cells, developing party members in blocks, hamlets, and villages without party cells, without party members, and blocks, hamlets, and villages at risk of no longer having party cells in the period 2016 - 2020). Specifically, there are 13 hamlets without local party members and 11 hamlets with 1-2 party members that need to be strengthened, transferred party members to establish party cells; there are 6 hamlets at risk of no longer having party cells, currently with only 3-4 party members. Or in Yen Thanh district, out of a total of 338 hamlets, there are 83 hamlets in special areas, of which 20 hamlets of 13 communes are within the scope of Project No. 01 (5 hamlets have increased 100% of party members; 9 hamlets have increased party members and 6 hamlets are at risk of no longer having a party cell).
In Quynh Luu district, comrade Kieu Van Thanh - Head of the District Party Committee's Organization Board said that many hamlets and party members have the mentality of dividing the work and do not want to hold multiple positions. Meanwhile, some hamlets and people are not "keen" on choosing party members as hamlet chiefs. In addition, currently in the district, there are 17 hamlets without local party members, but if 100% of party members are added, then the hamlet and village chiefs are certainly not party members. There are 14 hamlets with a part of party members added and 5 party cells at risk of no longer having a party cell, which means that recruiting party members with the same characteristics is extremely difficult, which means that choosing factors within the party cell to elect hamlet chiefs is also limited.
Another noteworthy fact is that in some places, the selected personnel are party members, qualified and capable, but do not want to be "village and hamlet cadres". At the same time, in some places, a small number of party members have a low level of trust compared to some mass factors. This raises concerns about the prestige of party members among the masses in some villages and hamlets. This is an issue that needs to be frankly recognized so that each party cell needs to have solutions to improve the quality of party members as well as enhance the leadership role of the party cell in the village and hamlet.
Although there are many difficulties in selecting cadres in villages and hamlets, the requirement requires Party committees at all levels to solve the problem of selecting good factors to take care of people's affairs in residential areas. Entering the Party cell congress for the 2022-2025 term and perfecting the village and hamlet chiefs, local Party committees have directed resolutely, systematically, reviewed, grasped the situation and strengthened ideological work, raising the sense of responsibility of Party members participating in taking on the responsibility of the village and hamlet.
The policy of increasing the number of village and hamlet chiefs who are party members and electing village and hamlet chiefs who are party members to hold the position of deputy party cell secretary of the Standing Committee of Nghe An Provincial Party Committee is aimed at strengthening the absolute, comprehensive and close leadership role of the party organization in the village and hamlet. Thereby, improving the ability to convey the Party's orientations, policies and resolutions into life in the fastest and most effective way. In fact, in many localities, with high political determination, difficulties have been overcome and the above policy has been well implemented.
According to comrade Mac Van Nguyen - Standing Committee member, Head of the Organization Committee of Tuong Duong District Party Committee: "For special areas, when the village, hamlet and village chiefs are party members, the concretization and implementation of policies and resolutions of the Party at all levels and resolutions of the Party cell will be faster and more effective. To achieve 100% of village, hamlet and village chiefs being party members, Party committees at all levels should strengthen the training of party members. At the same time, closely coordinate with the team of village elders and prestigious people to gain consensus and support. For example, in Luu Thong village, Luu Kien commune (Tuong Duong), with the trust of party members and the introduction of village elders and prestigious people, for the first time there is a female Party cell secretary - Ms. Vu Y Do, a Mong ethnic. She is also the first Mong female party member of Tuong Duong district to hold the position of village party cell secretary".
Before the Party Congress for the 2022-2025 term, many localities organized the reorganization of Village and Hamlet Chiefs, striving to increase the proportion of Village and Hamlet Chiefs who are Party members to the highest level. On that basis, Party committees at all levels have reviewed and organized the selection of qualified personnel to introduce to the people to elect Village and Hamlet Chiefs.
In Quy Hop district, 100% of hamlets completed the election of hamlet chiefs from April 15, 2022, and 94.39% of hamlet chiefs are party members, equivalent to 202/214 hamlet chiefs. As of July 15, 2022, 203/214 hamlets completed their Party cell congresses; including 183/214 deputy secretaries and hamlet chiefs and 12 secretaries and hamlet chiefs.
In Thanh Chuong district, by July 15, 2022, 218/234 hamlets had completed the election of hamlet chiefs; of which 214/218 hamlet chiefs were party members, accounting for 98.1%; 206 rural party cells had completed their party cell congresses for the 2022-2025 term; of which 14 comrades were party cell secretaries and hamlet chiefs, 189 comrades were deputy secretaries and hamlet chiefs, and only 4 hamlet chiefs were not party members.
Or in Tuong Duong district, by mid-July 2022, 146/146 hamlets completed their congresses and elected village and hamlet chiefs, with 145/146 (99.31%) of village and hamlet chiefs being party members...
Some disadvantaged localities such as Nghi Loc district have currently held Party cell congresses and elected hamlet chiefs in 125/250 hamlets, of which 86 hamlet chiefs are party members, reaching 68.8%. In Yen Thanh district, 291/338 hamlets have completed the election of hamlet chiefs, of which 171/291 hamlet chiefs are party members, reaching 58.8%; 277/338 hamlets have completed Party cell congresses, accounting for 82% of the total number of rural party cells.
Dong Nguyen Ngoc Bien - Head of the Organization Board of Nghi Loc District Party Committee said that for units that are still facing difficulties, the direction of the District Party Committee and the people's wishes are given top priority. If the candidate nominated for election as hamlet chief is not a party member but is truly capable, responsible and prestigious among the people, then unanimously agree to nominate him for election. After that, the responsibility of the grassroots party committees must develop a plan to train and develop party members in this force; do not let the hamlet chief be a party member and not do it smoothly, affecting the quality of activities in residential areas.
Increasing the proportion of village and hamlet heads who are party members through the introduction of party cells for people to vote is one of the important factors to strengthen the role of party committees in taking care of people's work in residential areas. In addition, in places where village and hamlet heads are not party members, party committees at all levels systematically carry out the process of screening and selecting good people with capacity, prestige, and the ability to gather people's strength and effectively implement movements for the Front's Working Committee to consult and vote for people. They are important, enthusiastic cores, capable of coordinating well with party committees and mass organizations and associations in villages and hamlets to create a combined strength and promote movements in residential areas.
