The close connection between the Party Committee, the management board of the block, village, hamlet, and residential area and the organizations in the residential area determines the effectiveness of implementing the Party's guidelines, policies, and the State's laws at the grassroots level. President Ho Chi Minh once taught: "A strong Party is due to a good Party cell. A good Party cell is due to good Party members." This is always relevant when villages and hamlets need the leadership of the Party cell and the active participation of Party members.
In Phu Lap hamlet, Thanh Xuan commune (Thanh Chuong), there are 197 households in total, agricultural production is only done once a year, so the people's economy is difficult. Meanwhile, the population density is low, which means the source of funding for road construction is large, this is also the most difficult criterion in building new rural areas in localities.
Based on the resolution of the Party cell, assigning specific responsibilities to the Front Work Committee, Phu Lap hamlet's unions to each self-management group, along with the exemplary responsibility of contributing and mobilizing people from Party members, taking advantage of the contributions of children far from home, Phu Lap hamlet became the first hamlet to reach the new rural finish line in Thanh Xuan commune. Also from the resolution of the Party cell and starting from the exemplary actions of comrades in the Party cell, Phu Lap hamlet organized additional production for the summer-autumn crop in 2022 with more than 32 hectares of rice. The movement to build model farmer gardens and organize children to work abroad was also approved by the Party cell and Party cell in resolutions and actively mobilized people to participate, initially bringing positive results, increasing income for many households.
In Nghia Dan district, the District Party Committee instructed grassroots Party Committees to unify the process of electing hamlet chiefs first, and then organizing Party cell congresses. During that process, Party cells and Party cells carried out the process of selecting and introducing Party members with sufficient qualities, capacity, and prestige to be introduced to the Village and Hamlet Front Work Committee for consultation so that the people could elect hamlet and hamlet chiefs. For some special areas, considering that some people met the standards, the Party Committee introduced them to the people to elect hamlet and hamlet chiefs. At the same time, Party cells and Party cells trained newly elected hamlet and hamlet chiefs to become Party sympathizers, and then introduced them to the Party organization for admission. By the beginning of July 2022, 100% (189/189) of hamlets and villages in Nghia Dan district had completed the election of hamlet and hamlet chiefs; of which, 8 hamlet and hamlet chiefs were not yet Party members. On that basis, the Party cell has trained and proposed to the upcoming Party Committee for 7 village and hamlet chiefs to attend a training class for candidates for Party admission.
In Vinh City, there are some special areas, implementing Project No. 01 of the Provincial Party Committee (on building Party cells, developing Party members in blocks, hamlets, and villages without Party cells, without Party members, and blocks, hamlets, and villages at risk of no longer having Party cells in the period 2016 - 2020), the Party Committees of wards and communes still have to increase Party members who are commune cadres to work in blocks and hamlets as Party cell secretaries or deputy secretaries. From that reality, the selection of factors for people to elect as block and hamlet leaders must prioritize qualified people in special areas.
As in Nghi Phu commune (Vinh city), currently 8/23 hamlets in special areas still have to increase party members from other places to maintain the activities of the hamlet party cell, so the consolidation of hamlet chiefs still gives priority to qualified people at the grassroots level to ensure harmony in management and good implementation of assigned tasks. That process requires party members of the hamlet party cells in special areas to strengthen mass mobilization work, closely coordinate with hamlet management boards and organizations to harmoniously carry out "the Party's will and the people's heart", contributing to promoting socio-economic development movements and stabilizing life in residential areas.
During his lifetime, President Ho Chi Minh often reminded Party committees at all levels to build good Party cells, because "Party cells are the roots of the Party in the masses. If the Party cell is good, all Party policies will be well implemented and all work will progress continuously. On the contrary, if the Party cell is poor, work will not go smoothly." In practice, improving the leadership capacity of Party cells at the grassroots level has always been a concern of Party committees at all levels in Nghe An. Along with solutions to improve the quality of Party cell activities, Party committees at all levels have coordinated well with the Front, grassroots organizations and unions, carried out mass mobilization work well, and strengthened the building of national solidarity to successfully achieve the set goals.
However, there are currently many factors affecting the activities of Party cells that need to be studied and resolved. These include the "aging" of Party members, which leads to the "aging" of people working in villages and hamlets; in some places, the merger of villages and hamlets increases the population size, the area of operation is wide, combined with increasingly high work requirements, making the mentality of older Party members not want to take on the work of the hamlet and the people; at the same time, some Party members find it difficult to meet the work of the hamlet and hamlet. Many young Party members have not actively participated in the work of the hamlet and hamlet; for example, in the Party cell of Thuy Chung hamlet, Thanh Thuy commune (Thanh Chuong), although the Party cell has a large number of Party members, including 31 comrades, there are 5 Party members exempted from activities; 9 Party members are retired, with unstable health; 2 Party members violate the population policy; 6 Party members work in companies, factories and are freelance; 5 people are officials and civil servants at the commune and hamlet levels; The remaining 4 party members are not really active in residential areas so they are not trusted by the people...
Besides the difficulty in finding human resources, the allowance regime for those working in the hamlet in general, including the Party cell secretary and hamlet chief, has not attracted young people to participate.
With the problems raised, it is increasingly required that Party committees and Party cells have solutions to improve leadership capacity, from improving the quality of Party members to improving the quality of Party cell activities with orientations and resolutions that are in line with the requirements of tasks and reality at the grassroots level.
Comrade Nguyen Trong Anh - Head of the Organizing Committee of Thanh Chuong District Party Committee said: "Party committees at all levels also need to study appropriate policies and regimes for key cadres and party members in villages and hamlets. At the same time, localities need to promote production restructuring and attract investment to retain a young workforce to stay in their hometowns to produce, thereby encouraging them to participate in work in villages and hamlets."
Agreeing with the above solutions, comrade Mac Van Nguyen - Head of the Organization Committee of Tuong Duong District Party Committee said: "Party committees at all levels need to proactively "plan" and build a source of "cadres" for villages, hamlets, and communes based on the source of demobilized soldiers, children studying at universities, colleges, and intermediate schools returning to their hometowns to do business, or to nurture children who do not work far away to stay in their hometowns...".
Discussing the direction of the Party cell congress for the 2022-2025 term and the consolidation of block, village, hamlet and village heads this term, comrade Le Duc Cuong - Standing Committee member, Head of the Provincial Party Committee's Organization Board affirmed: "Increasing the proportion of block, village, hamlet and village heads who are Party members is a major policy of Nghe An province. Most clearly, the Resolution of the Provincial Party Congress for the 2020-2025 term has set a target that by 2025, 90% of block, village, hamlet and village heads will be Party members. That demonstrates the attention of the Provincial Party Committee in strengthening the role and responsibility of Party organizations, specifically Party cells, in urging and working with the people to develop the socio-economy and stabilize life at the grassroots level. Through that, the quality of Party members as well as the leadership role in implementing emulation movements in each block, village, hamlet and village will be gradually improved. That is why, in the Party cell congress for the term 2022 - 2025 and perfecting the block heads, village heads, hamlet heads, and village heads in this term, the Provincial Party Committee requires Party committees at all levels to actively train key personnel and coordinate well with political and social organizations to introduce block heads, village heads, hamlet heads, and village heads who are Party members, worthy of the responsibilities of Party members and the requirements of the Party organization.
Also according to comrade Le Duc Cuong, implementing the direction of the Provincial Party Committee Standing Committee, the Provincial Party Committee's Organization Committee urged Party committees at all levels to regularly supplement solutions to improve the leadership capacity of Party cells, especially in villages and hamlets; at the same time, improve the quality of Party members through training and admission to the Party and screening, removing unqualified Party members from the Party according to Directive No. 28-CT/TW of the Secretariat (January 21, 2019). That contributes to building Party cells of blocks, villages, hamlets, and communes and Party members there to truly be "leadership nuclei", capable of shouldering the tasks set at the grassroots level./.
