Many cases have serious consequences. Many students even have to stand in front of the bar. Typically, on March 28, 2023, the People's Court of Nghe An province opened a first-instance trial of defendant Luu Quoc V. (15 years old), residing in Thanh Ha commune, Thanh Chuong district, for the crime of "Murder". The victim in the case was NPH - V's 9th grade classmate. The cause of the incident stemmed from a conflict in the classroom, when V. talked privately and was reminded by H. After that, the two met at a shop opposite the school gate. Here, V. took a small homemade knife and stabbed H. once in the stomach, causing 55% bodily injury to the victim. In court, V. stated that he and the victim were classmates and often played together. Due to frustration, he could not control his actions and accidentally stabbed his friend. The defendant expressed remorse for his actions. The jury then sentenced Luu Quoc V. to 3 years and 6 months in prison for "Murder".

Previously, on October 4, 2022, the People's Court of Nghe An province opened a trial and sentenced defendant Vu Ba Gia (born 2007), residing in Tay Son commune, Ky Son district, to 6 years in prison for "Murder". At the time of the crime, Vu Ba Gia was only 14 years old and was a student at Tay Son Ethnic Boarding Secondary School, and the victim Lau Ba T. (born 2004) was a student at Ky Son District Continuing Education Center. According to the indictment, although he had no conflict with T., on the evening of March 21, 2022, while sitting drinking, he saw his friend Mua Chu D. run up and invite him to beat T. (before that, there was a conflict between D. and T.), Gia agreed to join. When he arrived at the school's dormitory, D. pointed at T. and said, "This is the guy, let's beat him up." Hearing that, Gia and his group of friends rushed to beat T. The victim ran away but Gia chased after him and slashed him many times in the head, causing T. to die later. At court, Gia stated that there was no conflict between him and the victim, but because he listened to his friends' invitation and was drunk, he could not control his actions.

The above are just two of many incidents that have occurred in recent times in which the perpetrators are school-age. In fact, in many localities, the situation of young people and students violating the law is potentially complicated. In 2023, the People's Procuracy of Thai Hoa town coordinated with the Investigation Police Agency of the town Police to detect and handle eight cases related to students of junior high and high schools in the area with the following acts: Illegal possession of drugs (pink pills, grass); Manufacturing and storing firecrackers; Violating road traffic regulations; Theft of property. Of which, two cases were prosecuted, three defendants were prosecuted, and seven subjects were administratively punished. In Hung Nguyen district, the authorities prosecuted eight cases/35 defendants who were under 18 years old (accounting for 15.3% of the total number of defendants prosecuted); Administratively sanctioned 2 subjects for disturbing public order, 10 subjects for manufacturing, producing and storing firecrackers under 18 years old.

In addition to illegal acts, traffic safety violations by students are also quite common, with errors such as driving under the legal age; not having a driver's license; not wearing a helmet; pushing or pulling another vehicle; using a cell phone, weaving, swerving, doing wheelies while participating in traffic; not obeying traffic signals... all of which pose a potential risk of causing accidents.

According to the authorities, the reason is that people under 18 years old are not yet fully developed physically and mentally, their level of awareness, social knowledge, and legal understanding are limited, so they are easily lured by bad elements. The coordination in managing and educating young people between families, schools, and society is not synchronized. The supervision and management of people under 18 years old in some families is still lax, especially families with divorced parents or working abroad. For example, the case that happened late at night on September 12, 2022, just because of a small conflict at the game shop, 3 subjects Nguyen Dinh Binh A. (17 years old), Dinh Xuan D. (17 years old) and Hoang Duy H. (16 years old), all residing in Vinh City, were ready to use "hot goods" to stab many times, causing injuries to 2 other young people. It is worth mentioning that all 3 defendants sentenced to 3 to 5 years and 6 months in prison for “Murder” in this case were born and raised in unhappy families when their parents divorced. At the trial, many fathers and mothers burst into tears, admitting part of the responsibility for not being close to their children.

Besides the causes, the complex social network environment, a lot of toxic information, easy access are the causes affecting the psychology and actions of people under 18 years old...


To improve the capacity of schools to prevent crime and prevent law violations, contributing to building a safe and healthy educational environment, on March 13, 2024, the Provincial People's Committee issued a Plan to implement the Project "Crime prevention and law violations for students until 2025, with a vision to 2030".

Accordingly, the Provincial People's Committee requires 100% of schools to consolidate, establish and maintain the effective operation of the Steering Committee for "Crime Prevention and Control"; develop a plan to implement the task of crime prevention and law violation prevention and control in conjunction with the tasks and regular activities in each school year; establish channels to receive information and feedback to advise, support and promptly resolve issues related to crime prevention and law violation prevention and control in schools. 100% of schools organize the signing of commitments between the school - family - society on the task of crime prevention and law violation prevention and control. 100% of schools develop plans and maintain at least 1 model of crime prevention and law violation prevention and control. At least 90% of schools meet the standards of "Security and order safety"...

Previously, on March 12, Nghe An Police presided over and coordinated with the Department of Education and Training to sign a plan to coordinate in building and implementing the model "Educating on awareness of law compliance and life skills in schools" in the province. The model focuses on ensuring school security; educating on awareness of law compliance; training life skills, equipping students with knowledge and skills to deal with dangerous situations... According to the plan, by 2024, 100% of districts, cities and towns will strive to successfully deploy and build the model in high schools. At the commune level, at least 3 "point" models will be built at 3 levels from preschool to junior high school. By 2028, 100% of schools in the area will strive to build this model.

Immediately after that, many localities in the province organized signing and launching of pilot models "Education, raising awareness of law compliance and life skills" in schools in the area.
Regarding traffic safety, on January 19, 2024, the People's Committee of Nghe An province issued Plan No. 53/KH-UBND to strengthen traffic order and safety for school-age children in the new situation with 9 key tasks and solutions. In particular, the Provincial People's Committee emphasized that it will consider and handle the responsibility of the head of the local government if the traffic order and safety situation related to school-age children becomes complicated due to lack of leadership, direction, inspection, supervision or incomplete implementation of responsibilities within the scope of management.

The Provincial People's Committee also requested schools to strengthen the propaganda and dissemination of legal knowledge on traffic safety and traffic participation skills among students in an easy-to-understand, easy-to-absorb manner, suitable for each region and area. Build, replicate and maintain good models in ensuring traffic order and safety; organize signing of commitments, and include the content of ensuring traffic order and safety for students as one of the annual emulation assessment criteria for schools, school levels and related units. The authorities need to increase patrols and inspections of cases of student violations, send notices to schools for appropriate handling and educational measures...

However, in addition, parents need to pay attention to educating, supervising, and closely managing their children; actively coordinate with schools and social organizations to prevent and stop early and remotely illegal acts of students.
