


68 years ago today, beloved Uncle Ho wrote a letter to the National Conference of Medical Staff. In the short and concise letter, Uncle Ho kindly inquired and paid special attention to medical staff. At the same time, Uncle Ho also advised the medical staff: “… medical staff need to love and care for the sick as their own brothers and sisters; consider their pain as their own pain; a good doctor must be like a mother”. Over the past 68 years, Uncle Ho's teachings have become a guiding principle, a source of encouragement and motivation for generations of doctors, medical staff and employees in Nghe An to constantly strive to overcome all difficulties and hardships, and successfully complete their tasks.

Following Uncle Ho's teachings, in all historical periods, Nghe An medical staff have constantly strived to overcome difficulties and successfully fulfilled their noble mission. During the struggles for national independence and national reunification, generations of Nghe An doctors have always been dedicated to their profession, present on all battlefields to care for and treat wounded soldiers, sick soldiers, and compatriots. Many Nghe An medical staff have heroically sacrificed their lives... When the country was at peace and reunified, the medical staff were present in every village, silently and devotedly contributing to protect, care for, and improve people's health.
For more than 3 years, along with the whole country, Nghe An has entered the fight against the Covid-19 epidemic. In that difficult moment, once again, thousands of Nghe An medical staff and workers have been on the front line day and night, fighting the epidemic. They have temporarily put aside their family and personal matters, ready to face danger to join the whole country and the whole province in preventing and repelling the epidemic. They are the white-shirt soldiers on the front line.

Through many difficulties and challenges, Nghe An Health Sector has continuously grown and developed. Up to now, Nghe An Health Sector has become one of the sectors with a large system and network of operations. With 13 provincial hospitals, 7 district-level general hospitals, 21 district, city and town health centers and 16 private hospitals. The whole sector has 12,625 medical staff.
The sector has completed a number of objectives to build a high-tech center for the North Central region in Vinh city; successfully performed advanced and complex techniques such as: cardiovascular intervention, open heart surgery, vascular surgery, neurosurgery, spine surgery, bone marrow transplantation, and organ transplantation techniques. Many advanced techniques such as endoscopic surgery, trauma surgery, and Phaco surgery have been gradually transferred to the district level.


Continuing the proud tradition, in 2022, the entire Nghe An health sector has shown solidarity, unity, and efforts to carry out the dual task - both resolutely and effectively preventing and fighting the epidemic, and focusing on other professional tasks. The health sector has achieved many important achievements: Thanks to the implementation of vaccination campaigns, organizing safe and fastest vaccinations, Nghe An has done well in adapting safely, flexibly, and effectively controlling the Covid-19 epidemic. The preventive health network from the province to the grassroots level has been constantly consolidated and developed towards being closer to the people, improving the capacity to serve the community. Thanks to that, dangerous and emerging epidemics have been promptly controlled and extinguished. HIV/AIDS prevention and control; reproductive health care and improving child nutrition have all achieved the set goals.
The quality of medical examination and treatment is constantly improving. Many new and specialized techniques continue to be effectively implemented by medical facilities. Provincial hospitals have received and mastered many advanced techniques from central hospitals; thereby, many difficult cases have been cured, helping patients to be treated locally, saving time, money and hassle. Training from provincial hospitals to all public and non-public medical examination and treatment facilities has been well implemented.

The quality of medical services is increasingly improved; professional capacity gradually meets the needs of medical examination and treatment for people in the province, neighboring provinces and Laos. During the year, medical facilities in the province examined and treated 5,500,707 people; of which the number of inpatients was 711,790 people... At medical examination and treatment facilities, the spirit and service attitude of medical staff have clearly changed. The rate of people satisfied with medical services is increasingly improved.
Training and development of high-quality human resources have made important progress. In particular, the field of scientific research has made a breakthrough. Population work and food safety and hygiene have been maintained. Administrative reform and application of information technology continue to be effectively implemented in units, gradually meeting patient satisfaction. The main indicators of health work have all been completed, achieving the set goals.

The efforts and contributions of the entire Nghe An health sector have contributed to helping the country and the province both safely and flexibly adapt and effectively control the Covid-19 epidemic, and recover and develop quite comprehensively; social security is ensured; people's material and spiritual life is improved; social order and safety are ensured; national defense and security are maintained.

In addition to the achievements, Nghe An Health sector still has difficulties and limitations: The quality of medical examination and treatment at some medical examination and treatment facilities has not met the needs of patients, especially at the grassroots level. Socialization and autonomy in medical examination and treatment units are still inadequate. The infrastructure of many medical units is degraded. Some unsynchronized mechanisms and policies are hindering the implementation of some tasks.
Faced with this difficulty, Nghe An Health Sector is more determined to implement Uncle Ho's teachings to build a modern medicine, developing widely and in depth. In 2023, Nghe An Health Sector has set out the following directions and goals: Proactively focusing on measures to prevent and control Covid-19 and other epidemics, not allowing epidemics to break out and spread widely in the community; strengthening the effectiveness of state management of health; continuing to improve the quality of professional activities in medical examination and treatment, disease prevention at all levels; strictly controlling to ensure food safety; effectively implementing population and family planning work.

Accordingly, the health sector will strive to ensure adequate supply of medicines, supplies, vaccines, and medical biological products to meet the requirements of medical examination and treatment, disease prevention, and safe and rational use of medicines; innovate the operating mechanism, implement autonomy in organizing the apparatus, human resources, and health finance, and actively mobilize investment resources for health; continue to advise the Ministry of Health and Nghe An province to develop and deploy tasks to effectively implement Resolution 26 of the Politburo; continue to improve the quality of medical examination and treatment, promote scientific research, and deploy specialized techniques; effectively prevent and control the Covid-19 epidemic and other epidemics; strive to complete the targets of public health care in the Resolution of the 19th Provincial Party Congress, period 2020 - 2025.
Improve the quality of medical examination and treatment, develop specialized and grassroots medical care in parallel; improve medical ethics, aiming at the satisfaction of patients and their families; build green - clean - beautiful medical facilities... Promote training to improve the quality of medical staff, increasingly meet the needs of medical examination and treatment for people; develop a plan to train doctors at locations for remote, isolated and difficult-to-attract areas. The industry effectively implements population work, food safety and hygiene, and preventive medicine; strengthens state management of the private medical sector; promotes the application of information technology, and builds smart healthcare.

Nghe An Health Sector is determined to synchronously carry out tasks and solutions so that the images of doctors will forever be beautiful in the hearts of the people, worthy of Uncle Ho's teachings on medical ethics, with the glorious tradition, with the pure and humane beauty of the soldiers wearing white blouses on the front line of fighting diseases and saving people./.
