Nghe An issues plan to implement housing rental support policy for workers

Pursuant to Decision No. 08/2022/QD-TTg dated March 28, 2022 of the Prime Minister regulating the implementation of the policy of supporting housing rent for workers (referred to as Decision No. 08/2022/QD-TTg), the People's Committee of Nghe An province has issued a plan to implement the policy of supporting housing rent for workers in Nghe An province.

The purpose of the plan is to promptly, synchronously and consistently implement Decision No. 08/2022/QD-TTg, contributing to the recovery of production and business, ensuring the lives and jobs of workers in the province; The support must be correct, sufficient and reach the beneficiaries; no duplication, no omission of beneficiaries.

On support principles:Ensure timely, targeted, public, transparent support, not to take advantage of or profit from policies; No support for employees who do not request support; In case employees work under labor contracts for many employers, they will be supported at the place where they participate in compulsory social insurance; Each subject will only be supported once in 01 month and no more than 03 months.

Support policies:Support for employees working in enterprises: Subjects, support conditions, support level, time and payment method, application documents, procedures and implementation procedures according to regulations in Articles 4, 5, 6 and 7 of Decision No. 08/2022/QD-TTg;

Support for workers to return to the labor market; Subjects, support conditions, support levels, support duration and payment methods, application documents, procedures and implementation procedures are specified in Articles 8, 9, 10 and 11 of Decision No. 08/2022/QD-TTg.

About the implementation process:The employer shall submit the dossier as prescribed in Article 6 and Article 10 of Decision No. 08/2022/QD-TTg to the People's Committee of the district where the head office or branch, representative office, or production and business location is located (the focal point for receiving dossiers at the district level is assigned by the People's Committee of the district).

The District People's Committee shall appraise and be responsible for the accuracy of the subjects and the amount of support; submit to the Provincial People's Committee for issuance of a Decision approving the list and support budget (through the Department of Finance).

The Department of Finance synthesizes and determines the funding source for implementation and submits it to the Provincial People's Committee for consideration and decision on the list and funding support.

Based on the Decision of the Provincial People's Committee, the District People's Committee transfers money to the enterprise to pay the employees.
