


The above is the recommendation of Associate Professor, Dr. Nguyen Chu Hoi - Permanent Vice President of Vietnam Fisheries Association, former Director of the Institute of Fisheries Economics and Planning in the process of giving comments on the Summary of 10 years of implementing Resolution No. 26 of the Politburo on the direction and tasks for the development of Nghe An province until 2020.
The basis for making the above recommendations is that Nghe An has a coastline of up to 82 km, with great potential for marine economic development such as the sea area of up to 4,230 square nautical miles of locally managed water surface. The sea and coastal areas of the province are located at the center of international and inter-regional trade routes, on the North-South and East-West axes of the Central region.

Currently, in the economic structure of Nghe An, the coastal localities of the province including Nghi Loc, Dien Chau, Quynh Luu, Cua Lo town, Hoang Mai town and Vinh city (taking into account the factor of upcoming expansion to become a coastal city) are very important driving forces of the province. In 2021, the GRDP proportion of the above 6 localities contributed up to 50.44% of the province's GRDP; the remaining 15 localities only accounted for 49.56%. The average added value per capita reached 58.47 million VND, 1.34 times higher than the average level of the province.
Right from the beginning of the 2020-2025 term, the Resolution of the 19th Provincial Party Congress identified: Sustainable exploitation of potentials and advantages to accelerate the growth rate of marine and coastal economies; closely combining the development of marine and island economies with the protection of territorial sovereignty; accelerating the construction and development of economic zones, industrial parks, logistics services, coastal urban areas in the direction of ecological model approaches, attractive to investors, are the main tasks and solutions for socio-economic development of Nghe An province.


The planning of Nghe An province for the period 2021-2030, with a vision to 2050, approved by the National Appraisal Council, has established key development orientations including: 2 growth driver areas, 3 strategic breakthroughs; 4 economic corridors; 5 development pillar areas, 6 urban centers.
In particular, it can be seen that developing coastal and marine areas is one of the core priorities to create breakthrough development for the province. In particular, the Plan identifies two growth drivers in the coastal area, which are the expanded Vinh city (merging Cua Lo town and some communes of Nghi Loc district, Hung Nguyen district into Vinh city) and the expanded Nghe An Economic Zone (will be renamed from the Southeast Economic Zone). At the same time, among the four economic corridors of Nghe An, the eastern coastal corridor (connected to National Highway 1, North-South Expressway, coastal road, national railway and sea route) is considered the main corridor.



Implementing the orientations and strategies for marine economic development, the Resolution of the Provincial Party Standing Committee on strengthening the Party's leadership to improve the effectiveness of implementing the Strategy for sustainable marine economic development to 2030, with a vision to 2045 has been discussed and will be issued in the coming time. This represents a huge change in the province's development perspective and strategy, specifically demonstrating the focus and key points in development investment, avoiding dispersion and low efficiency, but in the immediate future, it is necessary to basically prioritize investment resources for the Eastern coastal region to develop strongly, create breakthroughs, thereby creating a driving force for the development of the West.
Accordingly, the target by 2030 is that the coastal economy will reach about 57-60% of the province's GRDP. The added value per capita will reach about 248 million VND. Comrade Pham Hong Quang - Director of the Department of Planning and Investment said that the figures and targets have been carefully calculated based on specific grounds, while ensuring that they are aspirational.
To achieve the above goal, Nghe An focuses on maximizing resources to carry out key tasks for the coastal area, which are to develop two growth drivers (Vinh city expands to become a coastal city; Southeast Economic Zone expands to become the main driving force to promote marine economic growth).

At the same time, Nghe An has formed the Eastern Economic Corridor, which is a maritime economic corridor with a length of about 90 km. The radius of this corridor is the widest compared to the other 3 corridors in the province because it is an area with flat terrain and convenient connections with other routes and types of transport.
The development of the coastal economic corridor will be associated with urban development, high-tech industry, general services and marine economic sectors; there will be links with the remaining economic corridors as the driving force for the province's development, including: Ho Chi Minh Road Economic Corridor, National Highway 7 Economic Corridor and National Highway 48 Economic Corridor; associated with creating territorial links with the sea in the East-West direction (Laos - border gate - seaport and the West - sea); North-South direction (with Thanh Hoa, Ha Tinh) to create cooperation in the division of labor between sub-regions as well as between provinces; build cooperation mechanisms, attract investment, strengthen infrastructure and improve the quality of human resources, and shift the labor structure.


However, to realize the above targets as well as orient the development of 2 growth engine areas, form the Eastern Economic Corridor and build 3 coastal urban centers, it requires a focused, key approach with priority selection. Accordingly, the Provincial Party Standing Committee agreed on 4 priorities to promote marine economic development in Nghe An in the following order: Developing synchronous infrastructure for transportation and industrial zones; attracting investment; developing tourism and coastal urban areas; developing fishing, aquaculture, and exploitation of aquatic and seafood products.
The 21st century is the "century of the sea and ocean", the issue of exploiting and developing the marine economy occupies a very important position in the economy of each coastal country, including our country, and Nghe An is one of the localities with many advantages, expected to have an important contribution to the successful implementation of the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045. The implementation process, as Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council emphasized at the meeting of the Provincial Party Committee Standing Committee discussing this content, is to quantify, ensure suitability with the reality of the province, demonstrate dynamism and creativity.
